 Background:

The Liaison Officer plays a vital role in supporting MSF’s operations by managing external administrative procedures and maintaining professional relationships with key authorities. Working closely with the Project Coordinator and HR/Finance Manager, the Liaison Officer ensures all legal and logistical requirements are met in line with MSF protocols and national regulations



 
 Duties and responsibilities:

  • Ensuring timely processing and follow-up of travel permits, visas, residency and work permits for MSF staff in collaboration with HAC, LO, MI, and other relevant bodies.
  • Supporting cargo clearance processes in coordination with HAC, GIS, MI and the logistics department, ensuring smooth movement of supplies across states.
  • Maintaining up-to-date knowledge of administrative and legal procedures, and sharing relevant updates with the coordination team.
  • Preparing official letters and documentation to relevant authorities (e.g. HAC, LO), and ensuring all administrative files are properly organized and accessible.
  • Establishing and maintaining professional relationships with external stakeholders and government authorities.
  • Representing MSF in meetings related to administrative processes when required.
  • Ensuring that all MSF operations are carried out in accordance with the Memorandum of Understanding and applicable laws.
  • Preventing and reporting any form of irregular or illegal payment, and actively promoting MSF’s principles and values.
  • Updating and maintaining a complete list of useful contacts, including government counterparts and administrative offices.
  •  Performing any other tasks assigned by the Project Coordinator or HR/Finance Manager related to administrative follow-up and liaison responsibilities.

 
 Minimum Qualification, Skills and Experience Required:

Education: Completed secondary education. A diploma in administration, communication, or legal studies is an asset.

Experience: At least 1 year of relevant experience in administrative or liaison roles, with HAC, Ministry of Foreign Affairs, Customs, or similar entities. 

 

Languages: Arabic: Fluent (spoken and written) – required

English: Intermediate level – ability to communicate and write basic official correspondence

IT Skills: Basic computer literacy, including use of Microsoft Word, Excel, and Internet applications

 

Desirable (Strong Assets)

  • Previous experience working with MSF or other medical-humanitarian organizations
