 Background:

General Description of the Programme/GOAL

GOAL works with the most vulnerable communities to help them respond to and overcome humanitarian crises, and to assist those facing poverty and exclusion achieve greater resilience and well-being. GOAL envisions a world beyond humanitarian crises where poverty no longer exists, where vulnerable communities exposed to shocks and stresses are resilient, where barriers to well-being are removed and where everyone has equal rights and opportunities.

GOAL is a non-for-profit organization that has been working in Sudan since 1985. GOAL is currently working directly in North Darfur and in South Kordofan. The current GOAL programmes focus on four main sectors: Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH), food security and livelihoods, and multipurpose cash assistance.

GOAL Sudan’s main donors are Irish Aid, USAID/BHA, ECHO, UN and other private donors.

Job Purpose

Under the supervison of the Programme Director, the area programme Coordinator will provide overall leadership and management of GOAL’s humanitarian programme in North Darfur., and will also oversee the implementation and integration of all programme sectors in the state. She/He will be the budget holder for all programme budget lines on humanitarian grants in the state, responsible for overseeing timely implementation and budget management. The Post holder will take part in developing programmes/proposals and identifying,, the necessary resources for their areas of operation. She/He will directly supervise humanitarian health, nutrition, WASH, and FSL Coordinators or Managers in the state, who will have the main responsibility for directly planning and implementing the activities in their assigned sector. The APC will support and guide the technical leaders in each state,  with support from the Area Coordinator, Programme Director, development projects team, and national technical Coordinators. As a representative of GOAL, the post holder will be expected to represent GOAL in coordination meetings at national level, establish and maintain relationship with peer agencies, UN and government counterparts in the area. The post holder will be based within North Darfur, Sudan, and will be required to travel to project locations including Tina, Umbro, El Fasher, Kutum, Tawila and other areas if security conditions allow.



 
 Duties and responsibilities:

Programme Management and Leadership:

  • Oversee the successful, timely and quality implementation of all project activities in compliance with established procedures, best practices, and donor commitments, working closely with Programme Director and Area Coordinator. 
  • Ensure that Work Plans and Procurement Plans are developed and followed by program technical leaders in the state for all grants, and participate in regular grant management meetings. 
  • With support from the PD and Financial Controller, oversee the management of all programme budget lines for the state, including authorisations, monitor spending, and ensuring that technical leaders in the state put in place effective spending plans.
  • Working closely with PD, SD, and FC, ensure compliance and cost-effectiveness in all implementation, including in operational decisions and in reviewing and approving procurements
  • Promote integration between all sectors in the state
  • Oversee technical quality of implementation, working closely with GOAL’s global Program Technical Team and country level technical coordinators
  • Support Area Coordinator and state-based technical leaders to identify and resolve administrative and procedural issues, operational issues, as well as security issues, in order to facilitate smooth implementation and keeping beneficiaries and GOAL staff safe. 
  • Oversee program team reporting in the state, including regular sector reports at State level, ensuring timely and quality inputs to Donor reporting and HQ reports.
  • Coordinating with MEAL team, ensure that program data is collected and shared as needed to measure donor and GOAL indicators and to ensure appropriate monitoring of activities including in-person visits to programme sites and activities.
  • Liaise with Partnerships Coordinator to support partner’s technical implementation of activities as per their Partnership Agreement.

 

Program Development and Fundraising:

  • Guide and compile inputs to proposal/programme development for the state, including needs data, project design, budgeting, indicators, and technical narrative, in coordination with the Programme Director  and Grants Coordinator
  • Maintain ongoing data inputs and analysis on the context and humanitarian situation in his/her area of responsibility to inform future proposal development processes in the area.
  • Take lead in adapting the country strategy to the local context and provide input to annual country plans, strategic plans, and other GOAL processes as relevant.

 

Team Management:

  • Manage and guide the programme team, ensuring a shared vision, teamwork, honest and timely communication, participatory decision-making and management approaches
  • Promote leadership and learning among all staff at the field level
  • Ensure regular performance management of field staff including through ongoing feedback and periodic reviews based on set objectives and staff responsibilities. Identify and resolve performance issues, working with Area Coordinator and Programme Director as needed
  • Oversee recruitment of state-based programme staff and ensure that the programme team structure is fit for purpose, working with Area Coordinator and Programme Director
  • Ensure all HR documentation is in place, including signed monthly timesheets, performance evaluations, signed policies, and mandatory trainings

 

Coordination with Systems team

  • Work closely with the Area Coordinator, Systems Director, and Programme Director to ensure a smooth working relationship between programme team and systems team, and following of all GOAL procedures 
  • Support field staff to ensure that security is prioritized and security guidance and policies are followed
  • Oversee Programme leaders in the state to ensure they are aware of all programme supplies in GOAL warehouse, and that there is a clear distribution plan for all supplies during the grant period. 
  • Liaise and coordinate with procurement teams in State to ensure that procurements are being processed in a timely manner and any barriers to timely procurement are identified early and corrective measures are agreed.
  • Promote clear understanding of GOAL’s policies and procedures in relation to code of conduct, safety and security, equal opportunities, safeguarding and other relevant policies.
  • Liaise with AC and S&S advisor for security and safety and access issues in project areas.

 

 

Representation

  • Undertake liaison with Government partners and officials at State level, the humanitarian community working in the state (UN, INGOs, NNGOs).
  • Support field-based staff to improve communication with local Government, partners, relevant line ministries and community representations in the project area.
  • Identify and build relationships with authorities and other relevant stakeholders in the area.

 Minimum Qualification, Skills and Experience Required:

Requirements 

Essential

 

  • University level degree and experience in relevant field in humanitarian aid, Public Health, Health 
  • Minimum 5 years’ experience in a humanitarian setting including significant field operations experience.
  • Significant experience, preferably in INGO setting, about coordination of complex programme and/or System Management, Programme Management.
  • Minimum of 5 years of progressive management responsibility overseeing comprehensive and integrated programmes in one of GOAL’s thematic areas of focus (Health, Nutrition, WASH, food security, cash), preferably in complex settings.
  • Experience managing projects funded by major institutional donors, such as BHA, USAID, ECHO, EU, DFID/FCDO, etc
  • Strong writing skills demonstrated through technical documents, thought pieces, and proposals.
  • Demonstrated ability in project management, donor compliance and requirements, budget management, and coordinating processes across stakeholders, supporting projects in fragile countries.
  • Sound knowledge of international humanitarian standards, policies and procedures including the Red Cross and Red Crescent Code of Conduct, HAP-I Standard, ECB Good Enough Guide, Sphere Standards, Core Humanitarian Standards, donor requirements and Accountability to Affected Populations framework.
  • Strong computer skills (MS Word, Excel, Outlook, Teams, and Power Point)
  • Strong English communication skills (both oral and written).

 

Desirable

 

  • Experience in providing input to strategic and operational plans and organizing resources to achieve results.
  • Experience as a health or nutrition clinician and/or in public health activity
  • Commitment to and proven record in managing accountable, transparent, and inclusive programming in complex contexts.
  • Demonstrated organizational, time management, and analytical skills.
  • Previous experience working in Sudan.
  • Arabic language skills
