Duties and responsibilities:
The purpose of this position is to provide technical MERL support for project teams of Plan International Sudan and implementing partners, keep consistent monitoring of programs/projects performance, tracking of results, proper documentation and sharing of learning. She/he will lead and contribute to the capacity building of the project teams and partners in the areas of MERL and serves as Focal Person of Accountability to Affected Population of the concerned program area office. Dimensions of the Role - Oversee the development and implementation of monitoring and evaluation (M&E) Plans for the different projects. This includes monitoring progress of the plan, regular update and sharing the related results and deliverables of the plan.
- Facilitate and Lead the process of conducting baselines, Needs Assessment, Mid-term Reviews, After Action reviews, post distribution monitoring (PDM), research and evaluation at the operation area level.
- Ensure that, terms of references (ToRs) for conduction of baselines, needs assessment, evaluation etc are well prepared, coordinated and reviewed as per guidelines and standards in coordination with Program and MERL teams.
- Supervise and coordinate documentation of completed baselines studies, reviews and evaluations (soft & hard copies) with other related documentation.
- Ensure that, MERL practices and guidelines related to M&E and researches such as risk assessment, application ethics guidelines, consent form, etc are applied and well documented.
- Input and participate effectively in all national MERL activities (CS reviews, consultations etc.) and provide technical leadership at operational area level.
- Ensures that, M&E tools and templates are standardized and that the program staff as well as partners in the operational area are updated and capacitated on MERL guidelines and able to use these MERL tools and templates in MERL processes.
- M&E and performance tracking reports are generated on monthly basis, documented and shared with management for decision making and improvement of performance.
- Input and participate effectively in fund raising proposals, project designs and support in preparation and review of strong log-frames, theories of change, MERL and accountability sections of the proposals.
- Facilitate and prepare project M&E Plans at start-up level and guide the project teams and partners in compliance with MERL requirements of the projects.
- Participate in due diligence assessment for local implementing partners, conduct partners monitoring visits on regular basis and share monitoring reports with management and project teams.
- Review donors project reports in relation to technical MERL aspects (Logframe, beneficiaries, outcomes, consistency and lessons learned).
- Ensures that, lesson learned from both failures and successes are captured from reviews, evaluations, after actions reviews etc and shared with respective staff and stakeholders.
- Prepare and share Evaluation Trackers (one pager) from all evaluations completed at the operational area level for dissemination of learning as well as coordinate with related stakeholders to complete management action plan.
- Coordinate and participate with program teams on production and sharing of case studies/ success stories on QR basis.
Support in rolling out the PMERL system at the operational area level and ensure proper utilization at PA level - All operational area projects for the Fiscal Year are successfully uploaded and completed in the PMERL system.
- Ensures that and in coordination with the head of office, MERL Manager and PMERL Focal Person that, all related program staff are trained on the PMERL system and are able to use the system.
- Ensure projects data are collected and the system is updated on regular basis as well as following up to PMERL KPIs
- Share with PA management regular status reports on system utilization to support in relevant management actions
Lead the process of rolling out and establishing Accountability to Affected Population (APP) system in the operational area. - Lead and facilitate the establishment of Child Friendly Feedback Mechanism (CFFM) in all target locations of the operational area.
- As Focal Person for the Complaints & Response Mechanism, ensures that, received feedback\complaints are properly recorded and feedback loop is closed as per as per guidelines.
- Participate and facilitate for the process of staff, partners and community members capacity building in AAP and CFFM.
- Facilitate and work with the project teams to conduct the feedback activities at community level (pee-to-peer feedback, satisfactions surveys, community meetings etc) as well as the reporting process.
- Monitor and review the feedback system on regular basis, recommend and implements actions needed.
- Ensures that, monthly/quarterly Reports and Lessons drawn from CFFM system are documented and shared with management on regular basis.
Leadership of MERL Staff at the Operational Area. - Lead and motivate MERL staff working in the operation area office.
- Develop, coach and motivate MERL Officers and staff and ensure their Individual Accountability Plan (IAP) is completed annually.
- Conduct interim and final evaluation of direct report staff based on Performance Management System guidelines.
- Support knowledge and capacity building of subordinate MERL staff.
Key relationships Internal Communication - Programme Area Manager – High level of communication to report, seek approvals, sharing reports and views to strengthen the program areas and to ensure continues support for the program quality and compliance with Plan policies.
- Programme Quality Manager – High level of Communication for technical guidance and support on Program Quality & Influencing Policy, MERL & Accountability to Affected Population.
- MERL Manager – High level of Communication for technical guidance and support on MERL policy and practices in addition to sharing of knowledge and capacity building.
- Program Leads– Regular communication for continuous capacity building, reporting and feedback on related child issues and way forward to overcome them.

Minimum Qualification, Skills and Experience Required:
Technical expertise, skills and knowledge technical expertise - Bachelor’s degree in statistics, demography, social sciences or any related field.
- A minimum of 3-4 years of experience in monitoring and evaluation and research of international development projects.
- Experience and technical expertise of working with community organizations, NGOs, and government agencies;
- Previous experience with an international humanitarian NGO is an advantage
Skills - Strong analytical and quantitative skills, and the ability to communicate technical information clearly and effectively to colleagues including technicians and non-technicians;
- Good command of written and spoken English and Arabic languages.
- Good skills in spread sheet and word processing computer application
- Good skills in computer information and communication.
