Introduction to the Country Office:

Norwegian church Aid is in Sudan since 1972 and works in the fields of relief, rehabilitation, and development, and works through national partners.
NCA’s Country Office is currently in Port Sudan. It has a Field Office in Al-Gadarif, Al-Gadarif State, where its projects activities encompass GBV, Climate Resilient WASH, Climate Smart Economic Empowerment, and Health. As well, its projects activities in Kosti, White Nile State are implemented by the national partners

 Duties and responsibilities:

1. AREAS OF RESPONSIBILITY


The Partnership and Civil Society Advisor will lead the strategic development and management of partnerships with local and national civil society actors. The role will strengthen collaboration frameworks, enhance partner capacity, and ensure alignment with NCA’s localization agenda and strategic priorities. The Advisor will work across programs and operations to support meaningful, equitable partnerships and foster an enabling environment for local actors.

 

2.Main Tasks


2.1.Partnership Strategy and Development


• Lead the implementation of the country-level partnership strategy in line with NCA global and local strategy, equitable partnership policy, organizational values and localization commitments.
• Identify and cultivate strategic partnerships with NGOs, community-based organizations, networks, and civil society coalitions.
• Provide strategic guidance on partner engagement across sectors and projects.

 

 

2.2.Partnership Management, Capacity Strengthening and Organizational Development


• Lead due diligence, partner selection, and onboarding processes.
• Lead assessments of partner capacity and organizational needs.
• Design and oversee tailored capacity strengthening plans for civil society partners in areas such as program delivery, compliance, safeguarding, governance, and financial management.
• Facilitate learning and knowledge exchange between partners.
• Nurture the process of local NGOs participation in state level and naitonal working groups, clusters and etc.
• Advise on partnership models, localization approaches, and inclusive program design.
• Develop and implement tools and systems for partner performance monitoring, feedback, and joint learning.

 

2.3.Advocacy and Civil Society Engagement


• Represent NCA in relevant civil society fora, working groups, and coordination mechanisms.
• Support civil society partners in amplifying community voices and engaging in policy dialogue.

Collaborate with advocacy and communication teams to strengthen civil society visibility and influence.
•Steer the strategy and interventions related to civic space development
•Coordinate with sectors to design interventions with formal and informal civil society groups such as women and youth groups, WASH groups, protection groups, girls’ clubs, saving and loan associations, farmers groups, and Natural resources management committees

 

2.4.Reporting and Documentaiton


•in collaboration with other program team, and MEAL, ensure that progresses in areas of civil society, development, equitable partnership, fighting inequality are tracked
•Develop regular and other need-based updates, narrative and quantitative reports related the above-mentioned areas of work
•Ensure that all partners information in PIMS are intact and UpToDate

 

2.5. Risk Management and Compliance


•Ensure partnerships comply with donor requirements, organizational policies, and local regulations.
•Identify and mitigate risks related to partner implementation and governance.
•Promote accountability and mutual transparency in partnership arrangements.

 

 

 


 
 Minimum Qualification, Skills and Experience Required:

Qualifications and Experience:


•Master’s degree in Business Adminstration, Law, International Development, Political Science, Social Sciences, or a related field.
•Minimum of 5–7 years of relevant experience working with INGOs, NGOs, or civil society networks in partnership management, capacity development, or civil society strengthening.
•Demonstrated experience in developing and managing equitable partnerships with local and national actors.
•Strong skill in organizaitonal development and change managment.
•Strong knowledge of localization, civil society ecosystems, and humanitarian/development frameworks.
•Excellent facilitation, communication, and negotiation skills.
•Experience with donor compliance (e.g., ECHO, NORAD, GAC, UN Agencies) and adaptive program management.
•Fluency in Arabic and English required.
