Finance Coordinator

 Background:

Job Purpose:-

To manage, coordinate, and oversee the daily operations of the finance department in Port Sudan. This includes comprehensive payroll management, accurate cash forecasting and management, efficient accounts payable and receivable processes, robust balance sheet analysis, thorough payment reviews, and serving as the primary finance contact for our Kordofan and West Darfur field offices.



 
 Duties and responsibilities:

Payroll Management

  • Prepare payroll for all national staff, verifying overtime and liaising with HR for any queries.
  • Process payments for staff, tax authorities, and social insurance contributions.
  • Ensure compliance with all relevant tax and social insurance laws for payroll.

 

Financial Supervision & Control

  • Directly supervise 1 Finance Assistant and 2 Senior Finance Officers in Port Sudan.
  • Oversee finance aspects managed by Office Managers in Kordofan and West Darfur field offices.
  • Identify and facilitate appropriate training for finance staff and relevant field office personnel.
  • Ensure all field staff adhere strictly to Concern's financial procedures.
  • Upload all cash and bankbooks from all offices to GP (General Ledger/Accounting Software) by the 6th of each month.
  • Evaluate current financial policies and procedures, implementing necessary changes to enhance accuracy and safeguard assets.
  • Ensure robust financial controls are established and consistently maintained across all Sudan offices.
  • Collaborate with the Country Financial Controller (CFC) and Finance Officer to provide necessary financial training.
  • Review and verify the coding of all cashbooks and bankbooks submitted from field offices. 

Accounting

  • Maintain the following books on a monthly basis:
    • Prepayment journal
    • WFP fuel journal
    • Fuel journal
    • Team house journal
    • Payroll and salary allocation journals
    • Balance sheet clearing journals
    • Support cost allocation journals

Balance Sheet Review & Analysis

  • Conduct monthly analysis and reconciliation of key balance sheet accounts, including: 
  • All Salary-related accounts (Advance to staff, Salary Offset, Salary Control, Social Insurance Control, Salary Tax Control).
  • Prepayment accounts (e.g., rent, fuel, flights, and other relevant prepayments).
  • Accounts Payable (Creditors, Accruals, Salary payables including 13th month accrual).
  • Create and maintain a comprehensive balance sheet file with monthly reconciliations.

Team Management

  • Conduct monthly analysis and reconciliation of key balance sheet accounts, including: 
  • All Salary-related accounts (Advance to staff, Salary Offset, Salary Control, Social Insurance Control, Salary Tax Control).
  • Prepayment accounts (e.g., rent, fuel, flights, and other relevant prepayments).
  • Accounts Payable (Creditors, Accruals, Salary payables including 13th month accrual).
  • Create and maintain a comprehensive balance sheet file with monthly reconciliations.

 

Other Duties & Compliance

  • Provide short-term cover for colleagues during leave or absence, as assigned by the CFC.
  • Participate in procurement processes to ensure adherence to proper financial procedures.
  • Execute any other financial tasks required to align Concern Port Sudan, Kordofan, and West Darfur with Concern's Finance, Logistics, and HR procedures.
  • Adhere to all Health and Safety procedures across all locations in Sudan.
  • Ensure strict confidentiality of all information related to Concern Worldwide's practices and business acquired during duty, without unauthorized disclosure.
  • Perform any other tasks as requested by the Country Financial Controller.

  • Ensuring the non disclosure of any information whatsoever relating to the practices and business of Concern World wide, acquired in the course of duty, to any other person or organisation without authority, except in the normal execution of duty.

 Minimum Qualification, Skills and Experience Required:

Education: 

  • University Degree in Finance, Accounting, Business Administration, or a closely related field.

 

Professional Experience

  • Minimum of 3-5 years of progressive experience in a finance or accounting role, preferably within a Non-Governmental Organization (NGO) or humanitarian context.
  • Demonstrated experience in a supervisory or team lead capacity.
  • Proven experience in preparing and managing payroll for national staff.
  • Solid understanding of financial controls, accounting principles, and compliance procedures.

 

Technical Skills:

  • Advanced proficiency in Microsoft Excel (ability to use complex formulas, pivot tables, etc., for financial analysis and reporting).
  • Strong analytical and problem-solving skills, with keen attention to detail and accuracy.

 

Language Skills:

  • Fluency in both written and verbal Arabic.
  • Upper-intermediate level of English

Personal Attributes:

  • Demonstrated thoroughness, flexibility, and proactive initiative.
  • Strong resourcefulness and ability to work effectively within a multi-disciplinary and multi-cultural team environment.

Desirable:

  • Proven experience with accounting software, particularly Microsoft Dynamics GP
  • Experience working with large, complex projects and managing stringent donor financial rules and regulations. 

Previous experience working in challenging or humanitarian contexts, ideally in Sudan or the wider region.
