 Background:

MISSION

Objective:

Under the direction and supervision of the WASH Coordinator, the Deputy WASH Coordinator contributes to the provision of technical support to SI’s WASH missions in East part of  Sudan ( Gedarif, Khartoum , Al Jazeera  states ) conducts assessments, surveys, mapping,  and evaluations of needs in current and new areas of intervention, monitors the quality of SI’s technical intervention, and represents SI in the absence of WASH Coo. Contributes to the process of capitalization and the improvement of Solidarités International methods and techniques in the field of WASH.



 
 Duties and responsibilities:

 

JOB

 

Under the direction and supervision of the WASH Coordinator, the main tasks to be implemented are: 

 

Technical relevance, cost-efficiency and quality of projects

  • Support the WASH Coordinator in the technical validation of technical approaches and technical components of the programs.

            Contribute to the validation of the technical relevance of WASH assessments carried out.

            Contribute to the identification, design and implementation of evaluation missions.

            Support in ensuring the technical relevance and consistency of all programs vis-à-vis the needs of the populations.

  • Perform regular field visits to SI’s WASH and multi-sectorial projects.
  • Produce terms of reference before each visit and a field visit report after the visit including SWOT on implemented activities, related recommendations and planning / timeframe.
  • Analyze budget follow-up for budget shared between bases and provide timely alerts and solutions to the field coordinators, project managers and WASH Coordinator.
  • Support in the coordination with the logistics department on timely WASH orders delivery when required.
  • Support project teams in any aspects required by delegation of the WASH Coordinator (including gap filling of Program manager and deputy program manager position).

 

 

Operational monitoring and evaluation

  • Collect and review project activity reports (APUs, Activity Forms and WASH databases) from different projects and produce monthly WASH activity progress report; and provide technical inputs for improvement of program quality.
  • Review project surveys (PDM, KAP, end-line, etc.) and provide recommendations for improvement of program quality.
  • Support WASH Coordinator and WASH PMs in developing harmonized activity processes, monitoring and evaluation systems (between bases in East part of Sudan). 
  • Ensure timely delivery of documents by the WASH PMs to the WASH Coordinator; and develop technical guidelines and quality assurance tools to improve quality of programming.
  • Upon request, to participate in donors reporting writing and participate in the WASH strategy development.
  • Ensure harmonization of approaches, tools, and methodologies used in the different WASH programs.

            Support the WASH Coordination in ensuring that the planning and monitoring timetable is consolidated and validated.

            Support on the monitoring and evaluation of the quality criteria and performance indicators of the programs used by the program managers.

            Contribute to ensuring that the monitoring indicators in place are used by the project managers. 

            Contribute to ensuring that planning and implementation tools for the project managers is adequately and regularly carried out.

            Contribute to ensuring that program managers monitor and evaluate the activities implemented.

  • Produce key fact sheets for the country/per base with key WASH information/data and regularly update them.
  • Support in conducting WASH needs assessments (develop tools, conduct training, supervise teams, etc.).
  • Conduct key informant interviews/focus group discussions to understand WASH situations.

 

Strategic orientation

 

            Contribute to the identification, design and implementation of diagnostic missions.

            Support the WASH Coordinator and WASH PM in the monitoring and analysis of SI’s WASH intervention and the analysis of the donors’ strategies for the organization’s activities.

            Support in the identification of suitable new WASH activities.

            Support the WASH Coordinator and WASH manager in programming work.

  • Based on WASH analysis, provide recommendations for future programming/re-programming of current programs.
  • Conduct regular desk review to assess the WASH situation (humanitarian agencies report, articles, analysis, etc.) for East part of Sudan.

 

Capitalization

 

            Ensures that handover reports are written by all program managers before the end of their contract and that these are sent to headquarters.

            Contribute to ensuring that capitalization tools are correctly used by project managers.

            Contribute to the centralization and dissemination of procedures, guides and tools linked to activities.

            Contribute to improvements to existing WASH tools and data base, and WASH monitoring tools.

            Contribute to the capitalization of methods and techniques, and on the experiences acquired by SI and others actors in the field.

  • Review program monitoring surveys (APUs, PDM, End-line) and capitalize on lessons learnt/best practices.
  • Conduct lessons learnt workshops with field teams to capitalize on experience. 
  • Conduct regular meetings with WASH partners to share/learn from their experience and best practices.

 

Capacity Building

            Identify training requirements within the programs’ teams and the resources available locally.

            Contribute to the design and implementation of technical training in line with operational needs.

 

Reporting / communication / representation 

            Support in the consolidation of activity reports, WASH databases and SI internal tools.

            Ensure that all program reports by project managers are delivered on time and in the correct format. 

            Contributes to ensure that SI is represented at all meetings or forums concerning WASH.

            Represent SI when asked and/or delegated to do so by WASH coordinator, DCD Program and field coordinator.

TECHNICAL SKILLS: 

 

Strong experience / expertise in Emergency WASH response, design and supervise experience in WASH infrastructure, sustainability of WASH interventions. Sanitation and Hygiene promotion experience in Sudan.

Strong experience in emergency WASH background and working in conflict area.

Strong budget planning and management, project cycle management skills.                             

 

  


 
 Minimum Qualification, Skills and Experience Required:

TECHNICAL SKILLS:

TECHNICITY: 

Good experience in planning, implementing, and monitoring WASH projects.

Ability to develop new activities and propose a technical approach and solutions. 

Experience in working in WASH project in consortium and national partners.                                      

 

MANAGEMENT:

Supervise and support WASH PMs + activity managers. Ability to supervise local partner's activity.

                                           

ANALYSIS/STRATEGY:

Areas of intervention to assess and to build knowledge on existing practices/lessons. Capacity to apply the lessons learned from past projects for better quality programming and improvements.                                         

 

SECURITY MANAGEMENT:

Aware of minimum standard security policy and procedures and able to respect local laws and regulations at all times. Able to update the security focal point about security info and prevent incidents in the field by anticipating and being context-aware                                    

WRITING:

Excellent writing in English. In charge of the concept notes, reporting for donors and clusters in regard to this project. Capacity to bring the key information and do consistent written reports to the FC and Prog coo even remotely.                                         

 

OTHER (precise----------------):

"•            Experience in designing and implementing water and sanitation systems in IDP camps, crisis-affected communities, and conflict settings, with strong understanding of sanitation systems and hygiene promotion project implementation.

•             Extensive field experience in WASH program implementation within complex humanitarian settings, including active involvement in emergency response operations.

•             Experienced in emergency assessment, concept note writing as well as the design and delivery of appropriate water supply and hygiene promotion interventions in humanitarian contexts."  


REQUIREMENTS TO APPLY:

EDUCATION: BAC +4 in bachelor's or master's degree in related field (Engineering, Public Health, Humanitarian, etc.)

 


EXPERIENCE IN THE HUMANITARIAN SECTOR:     3-4 Years

EXPERIENCE ON SIMILAR POSITION:    5 Years
