Project Finance Manager

The Eastern and Southern Africa (ESAF) region of SOS CVI is headquartered in Addis Ababa, Ethiopia, with a branch office in Nairobi. This region includes member associations in Nigeria, Ghana, Ethiopia, Sudan, South Sudan, Somalia/Somaliland, Djibouti, Kenya, Uganda, Tanzania, Rwanda, Burundi, Zambia, Malawi, Zimbabwe, Mozambique, South Africa, Lesotho, Eswatini, Botswana, Namibia, Mauritius, Angola, and Madagascar.

In line with our commitment to delivering high-quality and impactful programs, we are seeking a qualified and experienced individual to fill the position of Project Finance Manager.



 
 Duties and responsibilities:

Mission of the Position  
The DRA Project Finance Manager is responsible for leading and enhancing the financial management systems within project operations. This role ensures effective financial planning, control, and reporting, bridging the Finance and Programme teams to improve financial performance and operational efficiency. Additionally, the Finance Manager plays a strategic leadership role within the project team.

Key Performance Areas and Responsibilities  

1. Strategic Financial Planning and Analysis  
  - Lead financial planning for projects, including expenditure forecasts, revenue projections, and cash flow management.  
  - Conduct cost-benefit analyses for project activities to inform financial decisions.  
  - Analyze financial data and provide actionable insights for management and program teams, clearly linking analysis with practical recommendations.  

2. Budgeting and Financial Oversight
  - Oversee the preparation, monitoring, and compliance of project budgets with donor and internal requirements.  
  - Manage revenues and expenditures, ensuring alignment with planned budgets while identifying areas for cost savings and improvements.    - Ensure accurate and timely financial reporting at the project level.  

3. Project Scheduling and Coordination  
  - Collaborate closely with project managers to align financial planning with project timelines and deliverables.  
  - Monitor progress to prevent delays and ensure the timely completion of project milestones.  

4. Leadership and Capacity Building  
  - Lead, coach, and support the Project Finance Team to maintain high performance standards and accountability.  
  - Motivate cross-functional teams to work collaboratively and efficiently.  
  - Ensure all finance staff are well-informed about financial policies, responsibilities, and tools.  

5. Operational Efficiency and Governance
  - Identify opportunities to enhance operational efficiency and project financial performance.  
  - Support improvements in financial systems and technologies to strengthen project controls.  
  - Ensure governance and compliance with accounting standards and internal control frameworks.  

6. Support and Deputisation
- Collaborate closely with the Project Manager to manage day-to-day operational activities.
- Act as a delegate for the Project Manager when needed, contributing to overall project coordination and decision-making.

Other Responsibilities

Capacity Building & Human Resource Management
- Ensure that all finance team members are properly trained and understand their roles.
- Approve leave requests and ensure proper handovers for finance responsibilities, including cash management and account balances.

Data Protection
- Maintain the confidentiality of personal data for donors, sponsors, SOS beneficiaries, and colleagues in accordance with SOS Children’s Villages International data protection policies.


 
 Minimum Qualification, Skills and Experience Required:

Educational Background
A bachelor's degree in finance, Accounting, Business Administration, or a related field is required. A master’s degree in Finance, Accounting, or a finance-focused MBA is highly desirable. Holding a recognized professional certification (e.g., CPA, ACCA, CFA) is an added advantage.

Professional Experience  
A minimum of five years of progressively responsible experience in financial management is required, preferably within international NGOs, humanitarian organizations, or donor-funded projects. Experience in managing multi-donor budgets and ensuring compliance with various donor financial regulations is especially desirable.

Financial Planning and Budgeting 
Demonstrated ability to lead and manage comprehensive budgeting processes, including financial planning and forecasting. Proven experience in cost analysis, budget variance analysis, and preparing financial reports for both internal and external stakeholders.

Technical Proficiency
Advanced proficiency in financial management systems and accounting software, with the capability to analyze, interpret, and present financial data effectively.

Analytical and Problem-Solving Skills
Exceptional analytical thinking and attention to detail, with a demonstrated ability to interpret complex financial data and translate it into actionable insights and practical recommendations for project teams and senior management.

Leadership and Capacity Building 
Proven leadership skills, with demonstrated experience in mentoring, coaching, and developing finance staff. Skilled in leading cross-functional teams and fostering a culture of accountability and continuous improvement.

Communication and Interpersonal Skills  
Excellent verbal and written communication skills, with the ability to prepare clear, high-quality financial reports and presentations. Strong interpersonal skills enabling effective engagement with finance and program teams, as well as external partners and donors.

Knowledge of Compliance and Governance
Strong understanding of financial policies, internal controls, donor compliance requirements, and international accounting standards. Experienced in implementing financial audits and applying risk mitigation measures.

Adaptability and Integrity
Upholds the highest professional integrity and ethical standards. Demonstrates strong adaptability to dynamic environments and resilience under pressure, particularly in humanitarian and development settings.

Language Skills 
Proficiency in English is required. Knowledge of Arabic is highly desirable.
