Background: CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: The area manager will oversee the entire supply chain process within SCIS under direct supervision. This role involves effectively coordinating with all supply chain functions across the offices in White Nile and Gazira states to ensure that the right products are delivered to the correct locations on time and at an optimal cost. Responsibilities will include managing stock controls, warehousing, fleet management, transportation of both staff and goods, and monitoring the flow of goods. Additionally, the area manager will assist the procurement function in liaising with suppliers of raw materials, manufacturers, retailers, and consumers. In case of a major humanitarian emergency, the role holder will be required to adapt to changing circumstances, which may include working outside regular hours and altering their normal job functions. Role Dimensions: Save the Children International is operational in various regions of Sudan, including the River Nile State, South Kordofan, West Kordofan, North Kordofan, North Darfur, West Darfur, Central Darfur, Blue Nile State, and the Red Sea State. Our work focuses on several thematic areas, such as child rights governance, child protection, education, health, nutrition, water, sanitation and hygiene (WASH), livelihoods, and responding to humanitarian emergencies. We secure funding from diverse sources, including SIDA, OFDA, DFATD, GSK, and EC/ECHO. This role presents significant challenges in a complex environment. It requires a dedicated, experienced, and highly motivated individual who can navigate the difficulties of living and working in such conditions while effectively contributing to the advancement of our programs and objectives. |

Duties and responsibilities: Procurement and Facilities Tasks with direct coordination with the Roving Supply Chain Coordinator and under the Head of Implementation Manager:
Sourcing Develop, maintain, and deliver the rolling Sourcing Pipeline. Work with internal stakeholders to understand future demand for programmes and internal office / functional needs and to forecast future demand. Advocate across the organization for effective planning of Procurement needs at the proposal stage. Plan the teams activities to run proactive sourcing procedures (tenders, quotations) to meet future project demand. Deliver and/or oversee sourcing procedures to sign contracts and Framework Agreements with suppliers that meet our business requirements and deliver value for money. Buying Oversee all operational Procurement activities, ensuring that we are receiving, validating, and processing purchase requisitions in line with business requirements. Ensuring the tracking of Purchase Orders from issuance to order fulfilment Liaison with relevant internal departments and programmes to ensure that order fulfilment is on time and in line with expectations. Deal with operational challenges around deliveries and payments and escalate to relevant departments.
Governance Implement and ensure compliance to our Procurement Policy, Procurement Manual, and established Procurement Procedures Set a strong tone from the top that fraud is unacceptable. Ensure that we are using recognized systems and processes, including put not limited to ProSave & Source to Pay.
Warehousing Management with direct coordination with the Roving Supply Chain Coordinator and under the Head of Implementation Manager: Stores Management: Responsible for Stores/warehouses supervision (all stores in White Nile & Gazira state), including maintaining proper store records, proper stacking, proper ventilation, proper safety, and security measures, etc. Consignee: serves as the consignee responsible for the physical receipt/count of all equipment/goods received from suppliers and/or sent from the Office to the Field for maintenance or any other purpose and is responsible for dispatching them after maintenance. Good Receipt Note (GRN): Responsible for the preparation of Good & supplies receipts notes. Dispatch and transportation of goods & supplies: Perform the tasks for transportation for all purchased/acquired Goods & supplies. Responsible for the preparation of the required detailed waybills. Follow up the loading processes and communications with transporters and the point of delivery, until the receipt of GRN and/or authenticated waybill(s). Reporting: responsible for reporting on stock status and consumption tracking of all goods, supplies, and items in the entire store in Darfur state. Stock replenishment: maintain records of the desired minimum & maximum level as per Agency standards. Follow up on the process of replenishment of stocks of all items in the store. Gate Pass: Prepare gate pass to be approved for all items leaving the Office premises and ensure adherence by all. TIM: Attain TIM training and further work on data provision for the TIM warehouse Report.
Fleet Management:
Under the direct supervision of the Fleet Manager. Ensure vehicles hired have agreements and payment made as agreed and on time. Coordinate with the Fleet focal person to ensure availability of the Fleet in the required time.
Staff, Performance Management & Capacity Building When applicable to: Lead, supervise, and motivate direct reports, ensure they have clear objectives and receive meaningful feedback on their performance regularly (in line with Save the Children performance management procedures). Create and maintain a cooperative, collaborative, and positive working environment where staff have clear roles and responsibilities, participate in decision making, and are supported in progressing towards their objectives. Lead on capacity building of direct line reports through coaching, mentoring, and training.
Child Safeguarding Act as an ambassador for child safeguarding in both professional and personal life. Never abuse a position of trust and authority. Keeping children, we work safe from deliberate harm/risk or inadvertent harm/risk. This is a top organizational and personal commitment, and the standards of behavior towards children expected by the organization should reflect in both your personal and professional life. Behave towards children in a way that reflects the Code of Conduct, CSG Code of Conduct, and Child Safeguarding Policy. Report any CSG issues or concerns in a timely way according to the Country reporting system and procedures. (At least two reports per year). Ask unclear on anything to do with child safeguarding, such as which concerns should be reported, how to report concerns and how to respond to them. |

Minimum Qualification, Skills and Experience Required: Bachelors degree in administrative sciences. EXPERIENCE AND SKILLS 1 to 2 years, proven experience in administrating Supply Chain functions: - Warehousing, Fleet, Procurement, and Asset Management, Good command of and ability to understand Supply Chain issues. |
