 Background:

I. Job Summary:

CARE has been operating in Sudan since 1979, implementing humanitarian and development programs focused on women's and girls' empowerment, gender justice, humanitarian action and resilience building. CARE has over 230 staff in 12 offices: the main country office in Port Sudan with field offices in East Darfur, South Darfur, Kassala, Gedaref and South Kordofan and operations in Gezira and Khartoum. CARE has strong experience in Sudan and has established long-standing relationships with local authorities and communities.

The Protection Technical Coordinator will provide strategic direction and technical leadership of CARE’s Protection programming in Sudan, ensuring that gender and protection is at the heart of everything that CARE does. S/he will ensure technical excellence and quality control during design, implementation, monitoring and evaluation of all protection interventions in CARE in Sudan. These include Child Protection, safe programming, advocacy as well as awareness raising within the CARE country programs. The Protection Technical Coordinator will also ensure that those interventions are technically sound, integrated into ongoing and new programs, are considering international and the best practices in the sector and are appropriately meeting the needs of the project participants in the supported areas. The Protection Technical Coordinator will ensure project targets and objectives are met, and quality standards and donor requirements are adhered to. S/He will also provide leadership in ensuring that – in line with CARE principles and policies – all projects apply a gender-centric approach in everything that CARE does.

The Protection Technical Coordinator will report to the Emergency Team Leader, with functional lines to the Deputy Country Director – Programs. S/he will work closely and collaborate with the Gender Advisor and with other technical coordinators within CARE to advance a cohesive, integrated country program. S/he will also coordinate with the Program Managers and other program staff in all CARE operational States to provide and coordinate managerial and technical support to all protection aspects of the programming.

The Coordinator will directly assist the field teams including but not limited to providing on-site and remote support for planning, budgeting, and implementation, quality assurance and accountability, and representation at key meetings at field level. Strong oversight, follow-up, project implementation preparation, monitoring and reporting to CARE /donor standards are among the key responsibilities.



 
 Duties and responsibilities:

1/ Strategic Direction technical guidance and program management (35%):-

 

• Lead in the development of CARE’s Protection Program Strategy and its roll out in close collaboration with field teams, the Program Quality and Development (PQD) team, national partners and experts in CARE International.
• Provide overall leadership and management of the Protection portfolio, ensuring strategically coherent program direction, well-managed growth, and compliance with CARE and donor regulations as well as appropriate protocols and best practices in the sector.
• Coordinate with the Gender Cohort at CARE International  and ensure that all CARE’s programming is at minimum gender sensitive and/or responds to the specific needs and ambitions of women and girls. This includes integration of Gender Based Violence in Protection programming. • Integration - Formulate integrated programming initiatives so that the sector complements the other CARE sectors and promotes integration.
• Provide technical leadership and orientation to Protection teams and ensure all staff are oriented and clear about program directions, strategies and expectations.
• Review compliance of protection program implementation with donors, CARE, Cluster and relevant ministry standards, and provide support and follow-up to teams to implement corrective actions when required. 
• Lead regular protection program performance and learning reviews and ensure that these are used to continuously improve project implementation and design.
• Child Protection - Roll out ethical and sound data collection and information management systems with associated information sharing protocols for education in emergencies (EiE) analysis, planning, evaluation and advocacy. Provide guidance on confidential and safe data collection, case identification, safe information sharing and referral mechanisms in line with internationally recognized standard processes. 
• Provide support and advice to the Protection staff at State level to effectively manage protection budgets, procurement of protection program inputs and other resources in line with CARE policies and procedures to ensure efficiency, accountability and transparency.
• Pay field visits to projects locations, ensure quality implementation, understand the progress and gaps, and report to the appropriate forums and share within CARE.
• Emergency preparedness and response - When needed, lead the start-up of new interventions. Ensure that the CARE EPP, in relation to the protection sector, are prepared in consultation with relevant government, the cluster and peer organizations, are kept up to date with protocol, standards and guidance from relevant bodies and conform to the needs of the project participants.
2/ Assessment and program design (25%)


• Lead/co-lead the design of new projects and fundraising efforts for protection programming.
• Lead the implementation of protection responses situation analyses and studies based on internal and external data to understand the situation and inform decision making.
• Ensure that data and lessons learnt from protection programming and assessments are captured, shared, stored and used to inform existing programming and new project design
• Stay up to date with the latest development in the context and initiate discussions about response @• Lead the preparation of situation reports and analysis, and communicate to stakeholders MoH, UNs, Clusters, peer organizations and other relevant actors.@3/ Monitoring, Gender,@Accountability and@Reporting (15 %) • Support the ETL and DCD-Programs to prepare and submit timely and quality protection program reports and revision requests to the donor of focus projects.@• Provide support and, as necessary, lead on ensuring the timely compilation of situation updates, monthly and other narrative and statistical reports for the SMT, PQD and field teams.@• Lead, with the MEAL Coordinator, Gender Advisor and relevant counterparts across CARE program in preparing, conducting and analyzing sectoral data and surveys as required.@• Represent CARE at national and international forums, including in meetings with national NGOs, International NGOs, donors, UN Agencies and the MoH.@• Engage actively with other stakeholders in Protection sector, and identify and promote the development of new partnerships. @• In consultation with the Communications and Advocacy Manager, prepare high-quality input for communications and advocacy materials@4/ Coordination, advocacy and External Relation (10%) • Represent CARE proactively in the protection sector, protection working groups, coordination meetings to update and share information, review progresses and operations on the ground, identify gaps and needs and inform decisions on preparedness and response. @• Enhance CARE protection sector profile among relevant partners - donors, UNs, international and national NGOs, etc.@• Feed back information obtained, and conclusions reached in sector coordination meetings to relevant teams in CARE,@• Coordinate with FMOH, SMOH, UNs, other  local , national  and international actors to enhance protection interventions, ensure coordination at all levels (Federal, State   and Local) and avoid duplication.@• Lead preparation and submission of regular and ad-hoc reports to the cluster.@5/ Knowledge Sharing &@Learning (5%) • Stay up to date with latest strategies, standards and best practices developed by CARE International and Clusters, and work with DCD-P, ETL and field teams to use these to inform CARE’s programming in Sudan.@• Support the development of tools and systems for sharing knowledge and promote learning in line with Program Quality standards. @• Identify training needs of Protection staff and  build their  capacity by providing formal  and informal  training sessions to improve  awareness and skills with  respect to implementation of protection activities  and provide on-going mentoring.
• Find and access available research findings, and share with program team.
6/ Uphold CARE´s values and contribute to the CO shared priorities (5%) • Follow of the CARE Safety and Security Management Plan (SSMP) and comply with it at all times
• Be aware of CARE’s commitments to Gender and Diversity, and strive to uphold them
• Be committed to promote CARE’s core values at all times
7/ Any other assignment (5%) Respond to other relevant duties as requested by the supervisor or senior management.

 


 
 Minimum Qualification, Skills and Experience Required:

• Masters degree – in Child or Youth related field, Social Science, Education, Development, Humanitarian, Project management or any other relevant field.
• At least 5 years experience in management positions in Protection, Gender, Education, or other related fields.
• A minimum of 3 years of relevant experience with reputable organizations in humanitarian and/or development fields.
• Demonstrable experience in financial management of project budgets.
• Strong Management skills and competencies in planning and organizing - Is able to prioritize effectively, build alternative actions into plans, review priorities and gather and deploy resources effectively
• Management skills & experience, including line management, management of other resources, evidence of capacity to support others.

• Evidence of project cycle management experience, including strategic planning, budgeting, reporting, monitoring & evaluation

 Authority:
Reports to the Emergency Team Leader and based in Port Sudan.

 

Contacts and Key Relationships:


The Protection Coordinator will report to the Emergency Team Leader with functional lines to the Deputy Country Director – Programs. S/he will work closely with other Technical Coordinators, Program Managers and other program staff in all operational States to provide and coordinate managerial and technical support to all aspects of CARE’s protection projects. The PC will directly assist the field teams including but not limited to providing on-site and remote support for planning, budgeting, and implementation, quality assurance and accountability, and representation at key meetings at field level. S/He will work closely with finance and grants teams on the financial management of protection projects. S/he will directly supervise Protection officers in the States. 
In CARE International, the Protection Coordinator will develop effective relationships with relevant experts in the East & Central Africa Region as well as Headquarters.


V. Working Conditions:
As stated in the terms of contract and the CARE International Sudan HR manual. The location of the position is Port Sudan. Up to 30% field travel is required.
