JOB SUMMARY:

The Officer, Liaison plays a key role in International Medical Corps efforts to facilitate structured engagement and strengthen relationship with government authorities. The Liaison Officer will support engagement and relationship building between International Medical Corps and the host government authorities including Local administrations and facilitate and guide efforts to build collaborative partnerships. The Liaison Officer will process all international staff and visitor’s visa and work residency permits that include all required steps followed by the immigration’s rules and regulations.

 

Facilitate all government liaison processes and communications such as following up on the Technical Agreements renewals, memorandum, Security permits, Visas program related/none-program related correspondences with government-concerned authorities; moreover, handling communications with government officials of different authorities in a way that best represent International Medical Corps and maintain good relationship with the government stakeholder.



 
 Duties and responsibilities:

Main Tasks and Responsibilities

Government Liaison: 

  • Working with the HR Manager and Country director, identify and establish key government requirements necessary of International Medical Corps continued operations in country.
  • Build and maintain positive and harmonious relationships with relevant governmental bodies.
  • Work with the CD and programs teams to identify key government authorities relevant to International Medical Corps’ program implementation.
  • Compile and communicate relevant policy changes, governmental strategies to feed into management planning for program support and advancement.
  • Work with Field Site management to assist field programs in building and maintaining good relationships with local governmental authorities and other influential partners.
  • Ensures that all IMC program staff know and are aware of the procedures and the steps to follow to sign project Technical Agreements, ensuring where possible, that agreements are prepared before the implementation start so that IMC does not face difficulties or complications with the government authorities and MOPHP.
  • Develop engagement strategies for each of the relevant government authorities and document key processes relevant to International Medical Corps operations.
  • Ensure quality information management through regular maintenance of submission trackers.
  • Manage timely and accurate response to government orders, information, documents, and official letters related to IMC’s programs. 
  • Facilitate compliance of programs with government requirements and raise issues affecting compliance to the Country director.
  • Assist programs in preparing, reviewing, and documenting Memorandums of Understanding, Collaborative Agreements, and subsequent modifications as needed, with the host government
  • Facilitate obtaining team’s movements and permits for program operation and activities implementation in the targeted areas with the relevant stakeholders and government authorities.
  • Facilitate and coordinate visits of government authorities to International Medical Corps field operations and vice versa
  • Perform other related duties as requested 
  • Proper management of all internal and external official communication are well archived both soft and hard with reference coding approach. 
  • Networking with other INGOs Liaison staff, United Nations Agencies and LNGOs for information gathering, sharing and triangulation during crisis and other emergencies that IMC requires external support. 
  • Processing of Custom clearance permit of materials arriving from abroad. 

Admin support:

  • Organize as necessary visa applications/ immigration clearance procedures for international staff.
  • Follow-up with government authorities on pending approvals for International Medical corps visas, registration, tax clearances documents, etc
  • Updating of contact list for the key stakeholders and government authorities
  • Translation of visitors' documents needed for visa processing. Process general translations (English to Arabic and vice versa) when requested by staff.
  • Perform any other administrative / liaison responsibilities as assigned by the direct supervisor.

 Minimum Qualification, Skills and Experience Required:

  • Typically, a Bachelor’s degree in related area. Degree in HR management is preferable. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 3+ years’ experience working with government liaison
  • Previous experience with International Medical Corps is a plus
  • Knowledge and understanding of government processes
  • Solid skills in negotiation and communication.
  • Strong MS office and the ability to use technology to collaborate
  • Good conflict management skills
  • Excellent communication and interpersonal skills.
  • Excellent planning and organizing skills.
  • Ability to work effectively and collaborate with others 
  • Ability to maintain confidentiality and foster trust and respect.
