 Background:

The Senior Security Officer supports the Country Logistics Coordinator and the HoM in the identification, development, implementation and management of COOPI mission security strategies and programs. Specifically, s/he is responsible of the collection and analysis of the information regarding the security environment in the areas where COOPI works. Lastly, the Senior Security Officer will foster a culture of physical and cyber security awareness that drives behavioural changes within the mission. S/He will execute his/her duties in accordance to COOPI’s Policies & Procedures and given instructions



 
 Duties and responsibilities:

Information management: Monitoring and analysis

  • Gather and assesses information related to the development of a wide range of security-related events for the production of the country security profile and country security plan inclusive of a security risk analysis and management action plan;
  • Research and tests state-of-the-art technology solutions and innovative loss prevention techniques to safeguard the organization’s assets, including intellectual property. Is responsible for selecting and liaising with outsourced partners for the provision of related services.
  • Under the supervision of the Country Logistics Coordinator, works in cooperations with the Base Operations Offices/Coordinators in identifying, developing, implementing, and maintaining security processes, practices, and policies and limits exposure and liability in all areas of information, financial, physical, personal, and reputational risk;
  • Design and periodically deliver high level training courses and drills to foster a culture of physical and digital security and safety awareness and to enhance mission preparedness to significant security incident;
  • Design and conduct periodic training for all staff on all safety equipment;
  • Conducts regularly processes of review and evaluation of organizational readiness. 

 

Training and dissemination:

  • Deliver the security induction to all newly hires mission national staff members. S/He delivers also periodic dedicated and specialized security training to each mission department to enhance security awareness in every sector of COOPI mission;

 

Risk Management:

  • Implements site security, operations, and activities to enhance protection of employees and stakeholders and physical and information assets, while optimizing the use of personnel and equipment;
  • Ensure to reply to all calls and messages to the security hotline so that the security hotline is always functioning and manned at all times. Ensure proper handover of the security hotline in case of leaves;
  • Support the Country Logistics Coordinator in the maintenance and/or recovery of critical systems and infrastructures during ad in the aftermath of major security incidents;
  • Support the Country Logistics Coordinator in the development of the mission strategy and ensures that operational continuity and mission growth are entangled with security management.
  • In line with a converged approach to Security management, s/he defines the IT security plan inclusive of IT policies for the assessment of vulnerabilities and the protection of the mission network, digital assets, data and platforms. Supervises periodic data integrity investigation.
  • Gather security incidents concerning areas of operations and organize them in a security incident database (mapping of security incidents, graphics and data)
  • Develops and maintains good relationships with high-level law enforcement actors, including in-country security, intelligence and private sector counterparts. Establishes contacts with all the armed groups present in the areas of implementation of COOPI operations.

 

Networking and reporting:

  • Produce monthly reports for the Country Logistics Coordinator to track and quantify risk management success and weaknesses;
  • Support staff in the writing of security incidents reports;

 

General Duties: 

  • Is aware of COOPI’s objectives and activities in Sudan.
  • Respects security rules at all time.
  • Pledges to respect and act in accordance with COOPI’s Code of Ethics, PSEA Policy, and other applicable organizational policies.
  • Replace other employees in their absence when necessary.
  • The staff member may be asked to perform duties and tasks not covered in this job description as well as to provide support to other functional units when requested and necessary.

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor's degree in one of the following sectors or similar: Security Management, Business Administration, Political / Social science, Psychology, or International Relations, with focus on security management, or any other relevant field; 
  • Minimum of 5 years of relevant experience in risks and operations management; 
  • Minimum of 1 year of experience with international NGOs in Sudan, preferably more;
  • Excellent proficiency in the use of Microsoft Office package; 
  • Good written and spoken English, very good Arabic proficiency; 
  • Demonstrable experience in delivering tidy, effective presentation and building consensus;
  • Demonstrated experience and exposure in the hostile and volatile environment dealing with security-related issues;
  • Demonstrable experience of investigative interviewing within an serious incident scenario, with supporting qualification;
  • Good organizational, time management, and interpersonal skills. 

 

Desirable:

  • IT certification (CCNA, MCSE, etc.).
  • HEAT trainer certificate
