 Background:

The Sudanese Red Crescent Society is the biggest and most widespread humanitarian organization operating in Sudan. Its mission is to improve the quality of life of vulnerable groups by promotion and strengthening capacities of local communities. Sudanese Red Crescent Society (SRCS) implements various humanitarian programmes and projects.

 

Health, WASH and DM are the principal pillars of the Sudanese Red Crescent Society (SRCS).

The German Red Cross (GRC) has experience over decades in Sudan as partners to SRCS in health, WASH, DM, and food security and livelihoods projects. GRC has partnered with SRC branches in conflict and post conflict settings and with diverse populations including IDPs, refugees and host communities. This experience is an asset in working with Blue Nile branch with its diversity of communities and its insecure operating context. 

 

GRC is partnering with SRCS in the delivery of a WASH/Health/DRR project with Blue Nile branch. The first project was launched in March 2021 and ended in December 2022 with SRCS Blue Nile branch and in the villages of Alferdose and Albanjadid in Damazine locality, and Alazaza village in Rosaires locality. The new project for 2023-2025, intervention will be continued/scaled-up in the existing villages and the new village of Bages in Bau locality will be introduced.  To address the identified needs, the overall project outcome is that “the health conditions of the target population is improved through access to safe water, adequate sanitation and hygiene facilities, as well as increased health promotion, and the target communities and SRCS have improved local disaster preparedness and response capacities.” 

 

The project targets the most vulnerable IDPs, returnees and host communities’ households to enable them to meet their basic needs based on their priorities. It will address safe water provision, sanitation conditions and hygiene practices, and community health promotion activities for the targeted households and pupils in schools.

 

 

Aim of position

The WASH Officer will support the SRCS/GRC Blue Nile project to plan, execute and coordinate WASH activities and to improve the WASH situation in the target villages. 

 

Position objectives

The WASH officer is responsible to implement SRCS/GRC Blue Nile project’s WASH activities in Blue Nile, coordinate and supervise WASH activities in the field, participate in WASH coordination meetings at state. S/he will coordinate with community members, local partners, other humanitarian actors and different government offices to identify and support the WASH needs and avoid duplication

 



 
 Duties and responsibilities:

Assist in developing a project plan, ensure its smooth implementation, and manage the WASH project tasks and activities that may include, but are not limited to:

  • Lead in contract management for water and sanitation facilities construction or rehabilitation
  • Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.
  • Coordinate with other technical staff to ensure a common approach, synergy and sharing of information
  • Any other tasks assigned by line manager.

 

Specific Objectives and tasks

Supervision and implementation of water supply and basic sanitation

  • Ensuring understanding of the needs of the communities on water and sanitation and coordinating with the local partners on best implementation;
  • Participating in WASH needs assessments.
  • Following up construction/Rehabilitation of water systems & Construction/Rehabilitation of Sanitation Facilities at different sites.
  • Working closely with the Local Authorities, SRCS Partners, providing technical advice and WASH orientation.
  • Monitoring water quality and necessary water treatment at different water points (water tanks, wells, household, etc.).
  • Informing and documenting the anomalies and the repairs carried out in the water systems, and the material necessary for the program’s activities.

Training, sensitization and social mobilization

  • Ensure the proper conduct of technical trainings (incl. CLTS approach)
  • Ensure jointly with GRC Delegate the elaboration of key messages, booklets, tools and kits for trainings and promotion sessions;
  • Support the WASH promoters during sensitization sessions and trainings;
  • Ensure the follow-up of WASH committee activities;
  • Ensure that population accept and implement the practices taught by the committees and the teams.

Data collection and sensitization methods:

  • Ensure understanding and needs, uses of the communities on Water, Sanitation and Hygiene.
  • Prepare and submit all WASH field reports to the GRC Delegate and to the SRCS WASH/Shelter Coordinator. 
  • Monitor and report all WASH activities in the field ensuring there is compliance with plans and SRCS/GRC Standards
  • Monitor water and sanitation facilities acceptance and beneficiary satisfaction
  • Collect, organize and develop data, files and documents.

 
 Minimum Qualification, Skills and Experience Required:

• Bachelor of Science in Civil/Hydraulics Engineering or related Engineering.
• Minimum 3 years’ experience with technical aspects on water, sanitation and hygiene programs.
• Practical experience in designing and implementing (low-tech) engineering solutions.
• Good computer ability in Auto Cad, Water CAD or CadStd, Microsoft Word and Microsoft Excel. 
• Strong knowledge of water and sanitation issues, and hygiene. 
• 4 years’ work experience with international/national organizations in humanitarian sector.
• Experience in project design and management.
• Behaviour change communication; community mobilisation and training would be an asset.
• Fluency in Arabic and strong command of English
