 Background:

CARE International Humanitarian Mandate is to meet the immediate needs of crisis-affected populations in the poorest communities in the world in a way that also addresses the underlying causes of people’s vulnerability. CARE recognises the link between poverty and gender inequality and the need for humanitarian organizations to design, plan and respond to the needs of affected women, girls, men and boys and at-risk groups, in ways that promote gender equality. 

 

The position of Gender in Emergencies (GiE) Officer advocates for the implementation of gender equality programming in CARE’s key sectors in accordance to the CARE International (CI) mandate, policies and guidelines and the IASC Gender Handbook and the IASC Guidelines for Gender Based Violence (GBV) Interventions in Humanitarian Settings. 

 

The Gender Officer will work across targeted locations in Kassala state , working with both the refugee population in the established camps as well as with the host communities. The locations might change as per the refugee movements and other emergency needs. Key sectors of focus will include food/NFI distribution, Water Sanitation and Hygiene and Safety and Protection (including GBV). These are likely to adapt and change as the response continues and new needs arise. 

 



 
 Duties and responsibilities:

  1. Information, Analysis and Program Support
  • Support the collection and analysis of sex- age- and diversity- disaggregated data (quantitative, qualitative and anecdotal) as well as streamlining needs and risk assessments’ collection and analysis so that it can be more effective in meeting the needs of women, men, boys and girls. Work closely with the MEAL and sector teams to identify data and analysis to support an equitable and inclusive response. 
  • Conduct and continue to develop Rapid Gender Analysis’ (with a focus on key sectors – Health and Nutrition, WASH, shelter, NFI and food distributions and GBV). Develop these in co-ordination with the focal point in Khartoum as well as seeking technical support from CARE’s regional and global GiE team. 
  • Facilitate and support the integration of GiE minimum standards across sector programming (with a specific focus on WASH), to ensure operations uphold a set of agreed minimum standards (including using CARE’s sectoral minimum standards, the IASC Gender Handbook and the IASC Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action). 
  • Assist sector teams (with a particular focus on WASH) to establish or adapt existing systems to monitor progress in gender mainstreaming by using the agreed minimum standards. 
  • Ensure that WASH committees and volunteer initatives provide opportunities for meaningful engagement, participation and leadership of women and girls. 
  • Assist sector teams to ensure GBV risk mitigation measures are understood and practically applied (in line with the IASC GBV guidelines[1])
  • Support community-based approaches to prevention, mitigation and response to GBV in co-ordination with local partners and other agencies working on the response. 
  • With support from Khartoum, work with the sub-team to ensure issues of Sexual Exploitation and Abuse (SEA) are understood in line with the CARE Sudan and CI policy on PSEA and Child Protection. Ensure that services and interventions are provided in keeping with CARE’s PSEA and Child Protection obligations and that the response adhers to principles of Do No Harm.


 

  • Work with the MEAL teams to ensure accountability and feedback mechanisms are safe and inclusive for SEA reporting. 
  • Review project plans, proposals and budgets to ensure that adequate attention is paid, and resources (human and financial) allocated, to the promotion of gender equality and GBViE across sectors.

Collaborate and co-ordinate with the CARE team, NGO and Government partners to identify the GBV referral pathways in each location, for both refugee and host community. Ensure all CARE staff, its partners and volunteers are aware of the referral pathways and are sensitized on the referral mechanism and survivor cantered approaches (reference the 


 
 Minimum Qualification, Skills and Experience Required:

  • University degree (graduation/ post graduation) in relevant field like sociology, social anthropology, gender in development / emergencies, gender-based violence or related fields 
  • 3 years’ experiences in similar position in the field of gender, gender-based violence, women’s empowerment.
  • Knowledge of current issues in gender and GBV and how emergencies can impact women, men, boys and girls differently.
  • Experience mainstreaming gender minimum standards across sectors 
  • Prior experience in behaviour change and communication strategies related to gender norms. 
  • Strong community facilitation skills and familiarity with participatory rural appraisal tools and approaches
  • Experience conducting gender analysis at community level.
  • Strong analytical skills.
  • Effective communication & people skills.

*Reading, writing, speaking ability to a working level in Arabic and English.
