 Background:

GENERAL POSITION SUMMARY:

The Project Officer – MPCA will assist the Team Leader in the daily smooth running of the MPCA project. This includes field staff management and supervision of all field activities that includes mobilization of the community, identify the beneficiaries based on criteria, plan for distribution cash, share the distribution plan with authorities for their visit the site. 



 
 Duties and responsibilities:

ESSENTIAL JOB FUNCTIONS:

 

  1. MCE Multi-Purpose Cash Officer will be responsible for the timely efficient and safe delivery of MPCA to selected communities. The MPCA officer will coordinate with other humanitarian and development agencies as well as regional government to identify communities in need assess their level of need and distribute MPCA.
  2. S/he will also strive to complement the cash assistance provided under this project with assistance provided by other agencies. This will have to be achieved in high collaboration with and under the supervision of Team Leader. 
  3. Be responsible for coordination with regional and local authority’s humanitarian and development stakeholders to determine value of cash assistance to be provided based on needs.
  4. Determine the dollar amount based on MEB request. 
  5. Organize MPCA distributions ensuring that cash is delivered in accessible safe and secure areas.  This will include assessing community-level dynamics and determining whether providing a uniformed cash amount to all families in each area is the best strategy for maintaining or improving community cohesion.
  6. Hold sensitization sessions before the first round of cash distributions and circulate cash use guidelines and recommendations to beneficiaries specific to the local context which will include a service mapping. 
  7. Demonstrated familiarity with NGOs work in general and with Cash Transfer Programming in particular.
  8. Mobilize the communities in the site projects’ areas and engage them in an open dialogue of   selection the beneficiaries based on criteria  
  9. Prepare and conduct trainings and learning tools/materials for MPCA distribution in the projects’ areas. 
  10. Other duties as assigned.

 
 Minimum Qualification, Skills and Experience Required:

KNOWLEDGE AND EXPERIENCE:

  • Degree development studies, accounting, business or related field.
  • 2-3 years’ experience in MPCA CASH through the BANK and MTN system.
  • Community mobilization, participatory planning and experience managing a team and working with community participants, preferably with INGOs.
  • Training the supporting team on MPCA distribution.
  • Advance written report and spoken English and Arabic.
  • Strong team spirit and willingness to cooperate with others.
  • Excellent analytical skills observation and analysis capacity.
  • Able to ensure quick quality delivery in stressful environment.
  • Ability to adhere to deadlines and respect line management.
  • Very strong interpersonal skills: strong communication and diplomatic skills
    Practical and problem-solver,
  • Familiar with all Gedaref localities.
  • Good computer skills in Microsoft Office application.
