PURPOSE OF POSITION

 

To ensure that there is adequate and timely information available about the organization’s operational areas and to provide guidance for program decision-making. This position has been designed to facilitate and to manage feedback and complaints systems. The Monitoring & Evaluation Officer position will support the EU Education Project in defining the M&E plan and other documentation needs. Final involvement in determining effectiveness, efficiency, and impact on EU Education Project.

Monitoring and Evaluation 

  • Review the monitoring framework; indicators and systems for monitoring and surveillance as agreed through consultation and guidance by the M&E Coordinator and according to LEAP.
  • Assist in setting up monitoring systems to track project performance and changes in food and nutritional status according to set international humanitarian standards. 
  • Participate in the institutional learning initiatives and provide technical leadership and coordination in ensuring the establishment of efficient information systems leading to the achievement of lessons learned and their timely dissemination.
  • Strengthen the monitoring and evaluation activities via training/capacity-building activities. 
  • Assist in organizing technical training including sampling, questionnaire design, participatory techniques for data collection, analysis of data, and reporting.
  • Update ITT and share with management on a monthly basis.

Accountability 

  • Ensure to follow information provision guidelines through planning, monitoring, implementation, and support to implement of the program. 
  • Train staff and Community Help Desk focal persons on Humanitarian Accountability emphasizing setting up and running the Complaints Response Mechanism (CRM). 
  • Collect, analyze, and compile CHD reports on a monthly basis on complaints received through the established Community Help Desk with the assistance of Accountability Assistants. 
  • Prepare questionaries and train staff on Onsite monitoring and post-distribution monitoring of the Education programs. 
  • Generate reports for the Onsite monitoring and Post distribution monitoring on a bi-monthly basis and share them with the Project Coordinator and management to make necessary adjustments in the implementation of the project. 
  • Conduct data collection and generate Market-Based Food Price Monitoring reports on a monthly basis from local markets. 
  • Participate and disseminate M&E reports on review meetings. 
  • Coordinate and conduct different reviews planned for the project (Mid-Year review, End Project review, etc.,). 
  • Coordinate all the purchases related to the M&E unit.

 

 

 
 Minimum Qualification, Skills and Experience Required:

  • University Degree in education, sociology, political science, business, or international development
  • At least 2 year's experience in working with International NGOs as Monitoring & Evaluation 
  • Demonstrated ability to work effectively with beneficiary communities, Government, and other stakeholders at the district level.
  • Experience in training and community consultation is highly desired.
  • Experience in facilitating focus group discussions with local communities and reporting.
  • Commitment to and understanding of international humanitarian standards, especially the Red Cross and Red Crescent Code of Conduct, Sphere, and the Humanitarian Accountability Partnership (HAP) Standard. 
  • Modeling of accountable practice through personal actions and approaches to program management 
  • Should have basic skills in community mobilization.
  • Should have very good writing skill in the English language. 
  • Computer aptitude and experience with word processors. 
  • Ability to work in and contribute to the team-building environment.
  • In-depth knowledge of humanitarian work especially on distribution logistics.
  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural contexts.
