 Background:

Protection of Persons of Concern and vulnerable migrants along migratory route of Sudan Project entitled “PROTECT” is a 36-month Action to be implemented in Sudan by Sudanese Red Crescent Society (SRCS) and Danish Red Cross (DRC). 

 

The project focuses on improving access to assistance and protection services for migrants. In line with the IFRC’s 2009 Policy on Migration, in this Action SRCS and DRC use the term ‘migrants’ to include asylum seekers and refugees, stateless migrants and migrants deemed irregular by public authorities.

 

The project will be implemented in different scales in four target areas of Khartoum, Northern State, River Nile and Red Sea.

 

 The PROTECT Project Branch Accountant, in close collaboration with the PROTECT project Branch Coordinator and Technical Officer will Accountant will assist the State Branch with the financial management of SRCS/DRC Migration project “PROTECT”, co-funded by European Union and Danish MoFA. The project seeks to improve the protection of migrants in vulnerable situations along the Northern migratory route in Sudan through SRCS humanitarian intervention in four main target states: Northern state, River Nile, Red Sea and Khartoum. 

All project activities are to be carried out through the established SRCS structures and will be based on the Fundamental principles, values and policies of the Red Cross and Red Crescent Movement.

The Branch Project Accountant will ensure efficient financial project management in the Branch, in accordance with the SRCS standards and procedures and the EU requirements.



 
 Duties and responsibilities:

Key responsibilities  Main tasks 
General
  • Ensure proper management assets and inventory relating to the project.
  • Record and posts all financial transactions.
  • Develops and documents systematic procedures for payroll related tasks.
  • Ensure timely and accurate submission of the project staff’ and volunteers’ time sheets.
  • Pays bills, handles correspondence, and maintains files.
  • Ensure proper documentation and procedure for procurement process, as per SRCS regulations and EU specific requirements
  • Prepares financial statements, estimates, summaries, and other financial analyses and financial management reports.
  • Monitor cash flow and prepare cash flow forecasts.
  • Support the Project Manager to prepare cash requests.
  • Support the Project Manager to monitor the expenditures.
  • Perform other work-related duties and responsibilities as may be assigned by the direct line manager.

 

Programme implementation, monitoring, evaluation and reporting
  • Manage financial transactions and financial planning for the project in accordance with SRCS financial procedures and NLRC requirements.
  • Prepare monthly and quarterly financial reports as required by the project partners, ensuring that it is timely, complete and accurate which can ensure adequate overview of the project expenditures to be shared with SRCS HQ Finance Department.
  • Manage disbursement and receipt of all funds for assigned project.
  • Assist in comprehensive budget preparations and cost data; develops clear informative methods and media to present financial data.
  • Assist in directing the financial forecasting, planning, and budget processes.
  • Maintain financial policies, guidelines, controls, and reporting procedures. 
  • Ensure that fiscal and project activities comply with partner financial requirements and SRCS financial guidelines.
  • Manage the reporting of financial information from all operations.
  • Ensure that project expenditures are adequately tracked according to the agreed project budget.

 

Capacity development and technical support
  • Enhance the capacity of SRCS Branch Project team to deliver quality and timely financial reports.

 

Management and strategy development
  • Raise issues and financial challenges identified and make recommendations to the Branch Project Manager and Branch Manager as to how to improve the financial performance or practice.
  • Contribute to development and implementation of the SRCS financial policies, and procedure.

 

Audit
  • Prepare data and assists with the annual audit.
  • Provide assistance to the internal and external auditors on project management audits.

 

 
  
  
  
  

 

 

 


 
 Minimum Qualification, Skills and Experience Required:

Personal qualifications
Education 

University degree or professional qualification, a BA/Masters in accounting, Management, Business Administration, Commercial Studies, Banking    or equivalent specialized certification. Master degree or advanced education is preferable.

 

Experience and Knowledge

 

  • More than 3 years’ experience in a similar position in a humanitarian organization or NGO.
  • Finance role working with grants or contribution agreements from donors.
  • Developing and monitoring project budgets and supporting the review and revision of the project budget.
  • Experience in preparing financial reports.
  • Self-supporting in computers (Windows, spreadsheets, power point).
  • Ability to effectively work remotely if necessary (via email, online).

 

Languages 

 

  • Fluency in Arabic - spoken and written.
  • Fluency in English-spoken and written.

Core Competencies

 

  • Strong financial project management skills.
  • Experience in the RC/RC Movement funded projects management is an asset.
  • Strongly committed to the Red Cross/Red Crescent fundamental principles, values and policies
  • Mature, flexible and able to work under pressure 
  • Ability to assume various roles and assignments as directed by the immediate supervisor within the scope of the SRCS mandate.
