 Background:

Protection of Persons of Concern and vulnerable migrants along migratory route of Sudan Project entitled “PROTECT” is a 36-month Action to be implemented in Sudan by Sudanese Red Crescent Society (SRCS) and Danish Red Cross (DRC). 

 

The project focuses on improving access to assistance and protection services for migrants. In line with the IFRC’s 2009 Policy on Migration, in this Action SRCS and DRC use the term ‘migrants’ to include asylum seekers and refugees, stateless migrants and migrants deemed irregular by public authorities.

 

The project will be implemented in different scales in four target areas of Khartoum, Northern State, River Nile and Red Sea.

 

The PROTECT Project Branch Coordinator, in close collaboration with the PROTECT Coordinator and DRC Migration delegate will be responsible for management of the SRCS/DRC Migration project “PROTECT”, co-funded by European Union and Danish MoFA in the Branch. The project seeks to improve the protection of migrants in vulnerable situations along the Northern migratory route in Sudan through SRCS humanitarian intervention in four main target states: Northern state, River Nile, Red Sea and Khartoum. 

All project activities are to be carried out through the established SRCS structures and will be based on the Fundamental principles, values and policies of the Red Cross and Red Crescent Movement.

The Branch Project Coordinator will ensure effective project implementation in accordance with the SRCS standards and the EU requirements including supporting and mentoring staff and volunteers implementing project activities in the target SRCS Branches.



 
 Duties and responsibilities:

Key responsibilities  Main tasks 
Programme implementation, monitoring, evaluation and reporting
  • Based on the project log frame and Activity plan, make a detailed Plan of Action for the Branch (quarterly, annually or as per need).
  • Ensure effective and timely implementation of the EU funded “PROTECT” project in the Branch as per project description and budget.
  • Make sure PGI, PSEA, CEA and Caring for Volunteers are integrated in the project implementation.
  • Manage the project budget for the Branch including timely reporting.
  • Coordinate preparation and submission of reports to SRCS Programme Coordinator and DRC Migration delegate, as per SRCS and EU requirements
  • Maintain regular monitoring of the project progress and clear financial accountability by working closely with finance team to maintain proper financial standards as per the SRCS/DRC financial Standard Operating Procedures and EU requirements.
  • Maintain regular communication with the PROTECT project Coordinator and other project staff in the HQ and the Branches
  • Coordinate with the authorities and other relevant stakeholders and partners.
  • Monitor the daily implementation and adjust the activities as per need.
  • In cooperation with PMER Officer, develop the project M&E plan
  • Ensure safe, dignified and quality service delivery to migrants and host communities in accordance with protection standards.
  • Review project progress, in collaboration with DRC Migration Delegate, ensuring the tracking of project progress against targets, and reviewing quarterly program reports and financial reports with senior management.
  • Contribute to the Project Assessment, midterm and end line surveys

 

 

Capacity development and technical support
  • Enhance the capacity of SRCS Branch Project staff and volunteers to deliver quality and timely services by on-the-job trainings and by facilitating workshops in coordination with relevant staff within the branch.
  • Support the project team to successfully implement the activities as per the PoA for the benefit of the project beneficiaries.
  • Supervise, coach and mentor project team at branch level.
  • Support the Technical officer in developing the high quality of SRCS interventions as per the RCRC protection, MHPSS and health care standards and policies.
  • Support PROTECT project coordinator and Migration Advisor in raising awareness and capacity of the SRCS in migration and displacement.
  • Organise and facilitate trainings and workshops in cooperation with the SRCS HQ and DRC.

 

Representation and liaison 
  • Attend relevant coordination meetings to establish partnerships and enhance collaboration among relevant stakeholders at state level.
  • Establish and maintain regular communications with the relevant authorities and stakeholders.
  • Contribute to a healthy and safe working environment.
  • Communicate regularly with the Branch Programme Manager and/or the Branch Manager on all operational matters.
  • Engage in advocacy and Humanitarian Diplomacy activities with relevant authorities and partners promoting the SRCS and the RCRC Movement policy on WASH, DRR, climate change, PGI and PSEA.

 

Procurement
  • Ensure that all procurement processes are perceived as transparent by beneficiary communities, assuring fair and transparent processes, and review of procurement financial management process.
  • Ensure that the most reasonable, fair, expeditious, and appropriate procurement choices are made in pursuant to the SRCS Financial manual/Guide.

 

Human resource
  • With HR officer manage all human resource issues 
  • Supervise the project's day-to-day field presence in the areas of operation including the project's facilities such as office space, equipment, and project vehicles, administration, logistics, and procurement.
  • Implement SRCS HR policies (per diem / travel / leave etc.).
  • With the support of relevant HR, handle staff disagreements, dispute and disciplinary cases if/when necessary, ensuring SRCS codes of conduct are well undertook and followed.
  • Supervise the day-to-day implementation of all grants made under the project.
  • Facilitate and coordinate visits of SRCS HQ-based staff.
  • Investigate and identify new ways of achieving project efficiencies.

 

Finance
  • As a budget holder support SRCS in budget management, adequate and timely quality financial reporting according to SRCS standards, and NLRC requirements.
  • Ensure continuous liquidity for the project.
  • Ensure accurate and strictly adherence to budgeting coding.
  • Propose and contribute in budget revision/reallocation when applicable.

 

Management and strategy development
  • Make field-based recommendations to the SRCS WASH, Programme Manager and NLRC Delegate on the best course of action.
  • Contribute to development and implementation of PGI minimum standards and commitments, PSEA guidelines/policy, CEA approaches and practice based on evidence and good practice.
  • Contribute to the development of the SRCS Migration Policy.

 

General
  • Perform other work-related duties and responsibilities as may be assigned by the direct line manager.
  • To work flexible hours where required.

 


 
 Minimum Qualification, Skills and Experience Required:

Personal qualifications
Education 

University degree or professional qualification, a BA/Masters in Sociology, community development, Management, economy, Social Sciences or equivalent professional experience Background in. Master degree or advanced education is preferable.

 

Experience and Knowledge

 

  • More than 5 years’ experience in a similar position in a humanitarian organization or NGO.
  • At least 3 years of project management experience including reporting.
  • Good leadership, organizational communication and advocacy skills.
  • Strong interpersonal and cross-cultural skills for building synergies and collaboration with partners, beneficiaries and donor agencies.
  • Ability to develop, monitor, report and evaluate activities.
  • Strong facilitation skills and knowledge about adult learning methodologies.
  • Experience of supervision and mentoring.
  • Self-supporting in computers (Windows, spreadsheets, power point).
  • Ability to effectively work remotely if necessary (via email, online).

Languages 

 

  • Fluency in Arabic - spoken and written.
  • Fluency in English-spoken and written.
