 Background:

The International Red Cross and Red Crescent Movement consists of the International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent Societies (IFRC) and 192 National Red Cross and Red Crescent Societies, where the Swedish Red Cross (SRC) and Sudanese Red Crescent Society (SRCS) are two such National Societies. Together this is the world's largest humanitarian network, and its work is guided by its Seven Fundamental Principles. The Red Cross Red Crescent Movements purpose is to help without discrimination those who suffer and thus contribute to peace in the world. SRC has been working together with SRCS in Sudan since the early 1990’s.

In 2021, SRC engaged in a partnership with the Swedish International Development Cooperation Agency (SIDA) for a 3-years development programme (2022-2024) called the Sustainable National Societies and Resilient Communities (SNSRC) Programme. Its long-term overall goal is to strengthen individual and community resilience through empowerment, participation and strong National Society branches capable of mobilizing communities and volunteers, enabling local action for sustainable change. The programme will have five different projects that will be implemented with five different National Societies across the world. Three National Societies started implementation in 2022: Palestine Red Crescent Society, Bangladesh Red Crescent Society, and Red Cross of the Democratic Republic of the Congo. 

 

In Sudan the project will start with the inception stage during the first half of 2023, followed by eighteen months of project implementation. The project will consist of two main components. One component will focus on community resilience. Resilience activities will be implemented in several communities based on the needs and priorities of the communities themselves. The other component will be focusing on capacity development of SRCS at national and local level in the areas of Protection Gender and Inclusion (PGI), Community Engagement and Accountability (CEA), Volunteer Management, Green Response, Monitoring, Evaluation, Accountability and Learning (MEAL), and fraud and anti-corruption. All project activities are to be carried out through established SRCS structures and will be based on the Fundamental principles, values and policies of the Red Cross and Red Crescent Movement.

 

Therefore, SRCS is recruiting a Programme Coordinator to implement the Sustainable National Societies and Resilient Communities (SNSRC) project in Sudan, with close support from the SRC.

 

The Programme Coordinator will be based in Khartoum with extensive travel to the targeted states. She/he will be responsible for overseeing the timely implantation of the project, providing quality support both at SRCS HQ and SRCS branches. She/he will oversee the project team to ensure the project activities are implemented in a sustainable manner, aimed at strengthening the organizational capacity of the SRCS and contribute to more resilient communities across Sudan. The National Programme Coordinator will ensure that activities carried out in targeted communities are of high quality, gender, diversity and conflict sensitive, and use a participatory approach in line with the Red Cross/Red Crescent Community Engagement and Accountability (CEA) approach


 
 Duties and responsibilities:

  • Narratively and financially design, plan, implement, monitor, and evaluate community resilience activities in targeted communities 
  • Identify capacity development needs at national level and support the National Society to identify and implement activities to address the needs
  • Support selected branches of the SRCS to assess their capacity development needs and develop plans to address these needs as well as to support and monitor the implementation of the plans
  • Undertake regular on-site monitoring of project activities through field visits, interviews and other monitoring methods and tools, as relevant 
  • Ensure regular reviews of progress against planned implementation 
  • Lead annual planning/budgeting processes for the project to support high quality and well-structured implementation
  • Responsible for the proper financial management of the fund spent under the SNSRC project. 
  • Produce high quality project progress reports on time, both narrative and financial.
  • Provide case studies, articles and photographs from the project and actions.
  • Work closely with the Finance Team on all aspects of financial management related to programme and contribute to the monthly regular budgeting and re-forecasting. 
  • Support the timely submission of financial reporting following standard SRCS procedures. 
  • Ensuring compliance with the back donors’ requirements and SRCS internal requirements
  • Support learnings at country-level and contribute to cross-learning between the five different countries
  • Maintain and consolidate working relationships within the wider RCRC Movement and with external stakeholders as needed. 
  • Support SRCS in recruitment process related to the project
  • Respect SRCS/SRC’s security regulation for Sudan
  • Carry out any other relevant task assigned by the SRCS

 
 Minimum Qualification, Skills and Experience Required:
