 Background:

The main purpose of this position is to manage and control the process of all activities that are related to the government offices. Supervise and assure that responsibilities are executed in a timely manner and provide the business with efficient reports that highlights opportunities and avoid obstacle. Process all international staff and visitor’s visa and work residency permits that include all required steps to follow the authority’s rules and regulations.



 
 Duties and responsibilities:

  • Manage all government liaison processes and communications such as following up on the Technical Agreements renewals, agreements, registration renewal, travel permits, Visas program related/none-program related correspondences with government-concerned authorities; moreover, handling communications with government officials of different authorities in a way that best represent International Medical Corps and maintain good relationship with the government stakeholder. 
  • Coordinate with relevant Ministries, HAC, MOH, GHOs and authorities by ensuring that all staff movement permits, authorizations and other procedures protocols agreements are done aligned with the directive of procedures. 
  • Ensures that all IMC program staff know and are aware of the procedures and the steps to follow to sign project Technical Agreements, ensuring where possible, that agreements are prepared before the implementation start so that IMC does not face difficulties or complications with the HAC and MOPHP. 
  • Processing of Custom clearance permit of materials arriving from abroad inline with the HAC directive of procedures. 
  • Translation of all IMC documents: Coordinates and be focal point for the translation of all the documents English to Arabic and vice versa as requested and required by various departments.
  • Informs and plan for IMC activities such as surveys, workshops, and trainings with HAC, before their implementation and by submitting an official letter and relevant documentations, so they can coordinate with the concerned authorities and facilitate IMC activities officially without any delay. 
  • Maintains and promotes good working relationships with relevant government entities to ensure that all IMC work is facilitated on time without any hindrance.  
  • Networking with other INGOs Liaison staff, United Nations Agencies and LNGOs for information gathering, sharing and triangulation during crisis and other emergencies that IMC requires external support. 
  • The job may also require working on different shifts even during evenings, weekends, holidays, and special events, but normally follows a 48-hour a week schedule.
  • Facilitate obtaining team’s movements and permits for program operation and activities implementation in the targeted areas with the relevant stakeholders and government authorities.
  • Manage timely and accurate response to government orders, information, documents and letters related to IMC’s program.
  • Draft, submit, follow up and record physical and electronic archives of all communications with government authorities, including but not limited to: program inquiries (agreements and MoUs signing) and authorization requests, mission requests, meetings and workshops, reporting, permits (work, field visit work plans) 
  • Updating of contact list for the key stakeholders. 
  • Keep abreast and monitor of policies and procedure developments in relevant government bodies and regularly and internally share summaries.
  • Capture and share lessons learned for ensuring adequate collaboration with different levels of local authorities and its official bodies.
  • Perform other duties as assigned. The duties and responsibilities listed in this document are representative of the nature and level of work assigned and not necessarily all inclusive.
  • Proper management of all internal and external official communication are well archived both soft and hard with reference coding approach. 
  • Submits all visas, residences, work permits and processes for all Expats staff, Consultants, visitors, and Volunteers deploying or visiting IMC Sudan mission for short or long term by ensuring that the visas are done on time. 
  • Processing visas for National staff traveling to abroad on business trip. 
  • Translation of visitors' documents needed for visa processing. Process general translations (English to Arabic and vice versa) when requested by staff.
  • Maintain a proper filling system to retain all the visa, travel permits and residency records and prepares and submit Monthly Status Report to IMC Management.
  • Any other administrative / liaison responsibilities as assigned by the direct supervisor.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.”

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in related field. relevant studies in laws enforcement or at least 2-5 Years comparable related experience.
  • Minimum of 4 years progressive non-profit work experience in government liaison duties.
  • Ability to be flexible and work well under pressure in a fast-paced team environment.
  • Experience of liaising and negotiating with state and non-state actors: full understanding of the security/governmental context in Sudan with strong analytical Skills.
  • Solid problem solving and organizational skills.
  • Interpersonal and communication skills.
  • Experience with leasing and negotiating with state and non-state actors.
  • Computer skills.
  • Excellent written and spoken English and Arabic.

Salary and Benefits: -

  • International Medical Corps (IMC) offers a very competitive salary and benefit to its employees. The employee shall receive a monthly gross salary of USD 976. 

Additionally, IMC offers different package of allowances including 31.55 USD as medical allowance per month. IMC also pays one-month basic salary as bonus once every year during Ramadan month {Eid Alfitr}
