 Background:

CAFOD is the official aid agency for the Catholic Church in England and Wales. The value of partnership, present throughout Catholic Social Teaching, is central to CAFOD’s work overseas. CAFOD relies on and empowers local people who have technical expertise. Because they are part of their communities, they are best placed to respond to their needs. CAFOD is part of a Church network with a local presence in 165 countries and territories.

 

CAFOD Sudan Country programme is implementing a pilot integrated FSL and WASH project in Kosti, White Nile state. The project comprises modern farming skill training, seed distribution, savings and loans scheme, and value addition of the products. The WASH component includes sanitation and hygiene promotion. The main target groups of this project are the vulnerable communities (men, women, boys, and girls) in the Aljabalain locality, with a total of 200 hhs/farmers being targeted.

The pilot project will come to an end in March 2023. The country programme would like to widen the project’s scope, building on the current piloted activities and deriving from the lessons learnt and the challenges encountered. This will require getting an external technical consultant to work with the partners in the remaining period of the project, to actively engage in the project activity planning and implementation while at the same time assessing the subsequent scope of action to produce a new FSL project/programme.

 

Job Purpose:

 

The consultant’s overall task is expected to provide technical support to the CAFOD Sudan programme and the Implementing Partner (IP) HOPE Sudan in the remaining phase of the pilot project and guide in developing a fully-fledged FSL programme to benefit a more extensive community, including South Sudanese refugees living in open camp areas. 

 

The WASH sector activities will be part of the role, working closely with CAFOD and HOPE Sudan WASH technical teams while ensuring good practices and adherence to the WASH and FSL sectoral standards on accountability and programme quality.



 
 Duties and responsibilities:

The scope and purpose of the Consultant’s role include but are not limited to the tasks highlighted below.

  1. Provide day-to-day technical support in the planning, implementing and monitoring of the pilot project activities. 
  2. Coordinate with CAFOD and HOPE Sudan programme staff, beneficiaries and the local authorities, and other local stakeholders in assessing FSL and WASH gaps in the community to inform the planning and development of a new Integrated FSL/WASH programme. 
  3. Produce a technical report with recommendations on the existing gaps and proposed way forward.
  4. Work closely with programme team staff members and the CAFOD Programme Development Officer (PDFO) to develop a programme Concept Note/Proposal for consideration in the project’s next phase.

 
 Minimum Qualification, Skills and Experience Required:

Job-specific competencies

  • A holder of a bachelor’s/master’s degree in agricultural economics or rural/community development.
  • At least five years of proven experience in FSL programming and emergency response initiatives.
  • Experience in project start-up processes and MEAL
  • Experience in community engagement and working with government and community stakeholders
  • Experience using program cycle management tools effectively to deliver work within an agreed program framework. 
  • Ability to carry out Implementation, with a local partner taking on a more direct implementation role in the delivery of the projects. 
  • Ability to engage with partners and stakeholders on the implementation of the project. 
  • Excellent survey/assessment skills and knowledge to write quality reports. 
  • Excellent proposal writing skills.
  • Fluent in English and Arabic, both written and spoken
  • Able to start ASAP
