 Background:

Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.


 
 Duties and responsibilities:

  • Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
  • Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
  • Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
  • Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
  • Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks
  • Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force;  providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment
  1. MSF Section/Context Specific Accountabilities
  • Ensure maintenance of structures in Base, accommodation and Warehouse
  • Responsible for non-medical stocks and equipment in the Base, accommodation and Warehouse
  • Daily visit to check all MSF facilities in Kassala and follow up of pending/ ongoing activities and reporting any anomalies or problems.
  • Ensure to do evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions.
  • Daily checks of all the premises to ensure security norms are observed.
  • Responsible for the consumption of mechanical and electrical items and ensure to keep proper records
  • Plan maintenance activities of energy systems/set-up according to MSF standards
  • Weekly updates of activities done and planned with the Logistics Manager.
  • Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks
  • Ensure job request is done for all works to be done in the facility and is updated.
  • Ensure timely requests for daily workers and payment request.
  • Responsible for the maintenance of the generator and other equipment in the facility.
  • Responsible for all the logistics tools and ensure records of movement is kept.
  • Responsible for rosters and ensure timely submission to the Admin and line manager.
  • Ensure to confirm all activities are done as per the agreement with supplier or contractor.
  • Support the line manager in negotiation when needed
  • Ensure constant water supply is maintained in the facility
  • Ensure that the electricity in the facility is working well and bill paid on time
  • Ensure to consult the line supervisor whenever there is new electrical installation needed in the facility.
  • Ensure to update generator sizing and shared with line manager bi-monthly. 
  • Ensure that fire safety equipment are in place.
  • Participating in the writing of the monthly reports according to guidelines
  • Responsible for arrangement of all movements.
  • Responsible for fueling of generators, cars and boats and keep records
  • Maintenance of all vehicles, engines and generators
  • Ensure to update My fleet daily
  • Responsible in updating and preparing of roasters for the watchmen and drivers
  • Ensure vehicle log book is updated
  • Responsible for cold chain maintenance and installation
  • Ensure proper use of communication gadgets including HF, VHF, Satphones, Bgans and Mobile phones
  • Ensure to update inventory monthly
  • Monthly reporting
  • Able to do Logistics assessment if needed
  • Flexible to cover for Logistics Manager in absence
  • Flexible to work other locations in the project. 
  • Perform any other duties assigned by line manager

 


 
 Minimum Qualification, Skills and Experience Required:

  • Essential secondary education and formal technical training
  • At least one year in MSF or 2 years in a similar post out of MSF
  • Mission language essential; local language desirable
  • Essential computer literacy (word, excel)
