International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance. International Medical Corps has been operating in Sudan since 2004, implementing WASH projects, building the capacity of local health systems and communities and ensuring the provision of quality, accessible Nutrition and Health Care for Children under five years of age.

Quaryd village is located in Abujebeha locality, that is host to over 1377 South Sudanese refugees. The town has very limited water access; the only primary water source in Quaryd village is through (Hafeer) earthen subsurface dam that dry up during the month of May each year resulting in acute water shortages. The water authority informs that geophysical surveys are conducted, and limited groundwater availability is reported. UNHCR have commissioned the exectution of the topographic survey with a view to obtaining geological and topographic information that would be used to development of the existing on new subsurface dam in the area.

International Medical Corps seeks a local Consultant or firm with extensive experience in Reconnaissance surveying, geotechnical testing Topographic surveying, Preparation of draw contour lines and section maps , sub surface dam design and water harvesting systems in, Sudan.

Purpose of the Consultancy: 

IMC is seeking to hire the services of a local engineering consultancy firm to conduct a detailed reconnaissance survey, geotechnical testing topographic survey, preparation and draw contour lines and sections map. Based on the this assessment findings the consultant shall provide detailed  Dam designs to enhancing the existing  Hafeer and support dam, BoQs, and drawings to support the future development of the existing Hafeer, new Hafeer or support dams.



 
 Duties and responsibilities:

 

Inception report for the Quaryd sub surface dam, assessment report shall include the study of the existing Hafeer and support dam, the Reconnaissance survey, geotechnical tests reports Topographic survey findings, contour lines and section maps , detailed bill of quantities (BoQs) designs, with the scope of works and a preliminary work plan in both English and Arabic.

 

IMPLEMENTATION OF THE ASSIGNMENT DELIVERABLES

• The Executor shall work with the State Ministry of Infrastructure  and physical development team to assess to conduct a survey.

• The Executor shall  conduct geotechnical testing to ensure the planned elevation are free of soil 

• The Executor shall  conduct Topographic survey , prepare and draw contour lines and section maps to determine the direction of water flow, 

• The Executor shall prepare all develop appropriate design for the dam factoring in all the parameters cite above.

• The Executor shall provide detailed design, BoQs, with scope of works and drawings.

• The Executor shall prepare all necessary tools and equipment for assessments and ensure the assessment is completed within the required time frame.

•  After the assessment visit, the consultant shall produce and provide IMC with the assessment report  that shall include the study of the existing Hafeer and support dam, the Reconnaissance survey, geotechnical tests reports topographic survey findings, contour lines and section maps , detailed bill of quantities (BoQs) designs, with the scope of works and a preliminary work plan.

• The Executor shall work with the engineering team from the requisite government ministries to ensure that the designs and scope of work meet the Government of Sudan Building Codes' requisite standards and international building standards.

• The Executor shall take into consideration climate change, environmental  concerns and impact and factor in mitigation measure into the design.

• S/he to ensure the requisite government ministries and agencies approve all documents. 

GENERAL CONDITIONS OF THE CONSULTANCY 

• The Executor shall provide a fix-priced proposal for the entire job, including every aspect of the work.

• The Executor shall not incur additional costs beyond this SOW described.

• The Executor shall not subcontract the job to another individual, engineer or Executor.

•  Any work performed by the Executor beyond this SOW without written direction from IMC will be at the Executor's own risk and cost.

•  The Executor shall make a formal presentation of the assessment, proposed designs and BoQs. Upon reviewing the design and BoQs, the Executor shall incorporate all changes recommended by the IMC and the State Water Cooperations- WES before making a final submission report.

FUTURE PHASES (IF ANY)

The survey will be used to determine  existing conditions and elevations of a site. Together with a other survey, topographic survey will be used by architects and engineers to create accurate and appropriate designs based on existing conditions.

TRANSFER OF SKILLS (IF ANY)

The consultant will be required to build the capacity of Engineers of WES to conduct similar survey in the future 

 

The consultant is expected to submit detailed technical proposal indicating deliverables described in Section highlighting how each will be achieved and financial proposal giving breakdown amount required for the assignment to be completed within the stipulated timeframe. 

 

Consultant Specifications

To perform this consultancy successfully, a firm will have individuals with below skills and experiences in order to be able to perform each assignment tasks.

 

 

 

 


 
 Minimum Qualification, Skills and Experience Required:

  • Qualifications
  • Masters level in Civil Engineering.
  • BSC in Geology
  • Experience
  • Extensive experience (Minimum 10 years) in the implementation (Leading role) of construction and or  development of sub- surface dams and water harvesting systems.
  • Demonstrated experience in the design and development of subsurface dams, 
  • Demonstrated experience in development the Bill of Quantities.
  • Demonstrated experience in reconnaissance survey.
  • Demonstrated experience in geotechnical testing. 
  • Demonstrated experience in topographic surveying and preparation of contour lines and sections map.
  • Strong management and organizational skills
  • Desirable
  • Strong communication skills, able to effectively present information clearly and respond appropriately to questions from IMC staff and other relevant stakeholders
  • Ability to work on own initiative and to meet deadlines.
  • Ability to cope with stress; hardship; patience and flexibility and willingness to work additional hours in order to meet tight deadlines;
  • Ability and willingness to travel to field sites and nutrition facilities
  • Experience managing and/ or coaching a team with significant experience and seniority in the WASH sector
  • Competency
  • Experience in preparation of BoQs and other specifications to lead contractors' quotations process and /or organizational procurement of materials for WASH-related infrastructure/ construction

  • Fluent in written and spoken English
  • Fluent in written and spoken Arabic
