 Background:

Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. It offers training and health care to local populations, medical assistance to people at the highest risk, and the flexibility to respond rapidly to emergencies.

International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance. International Medical Corps has been operating in Sudan since XX, implementing WASH projects, building the capacity of local health systems and communities and ensuring the provision of quality, accessible Nutrition and Health Care for Children under five years of age.

Barid village is located in Al abassyia locality, with 12,754 people. The town has very limited water access; the only primary water source in Barid village is through (Hafeer) earthen subsurface dam at a distance of 400m from the community. The water authority informs that geophysical surveys are conducted, and limited groundwater availability is reported. Annually, people suffer from a lack of safe drinking water; IMC plans to rehabilitate this dam and install a drinking water treatment station to meet the daily demands of the town, including the institutional health facility. 

Current Dam: The (Hafeer) earthen subsurface dam has a total square is 120m Χ 150m (18,000m2) and a depth of 4m, with a current total water volume of 72,000 cubic meters.   

International Medical Corps seeks a local Consultant with extensive experience designing dam-based Water systems in, Sudan. 

 

Purpose of the Consultancy: 

 

IMC is seeking to hire the services of a local engineering consultancy firm and the WASH department to conduct a detailed assessment of the water infrastructures to be rehabilitated. The main purpose of this consultancy is to provide detailed design, BoQs, and drawings to support the implementation of the International Medical Corps WASH project in Barid, with a special focus on increasing water access. 

 



 
 Duties and responsibilities:

DELIVERABLES DESCRIPTION:

Deliverables: 

Inception report for the Barid water system, including assessment report, detailed bill of quantities (BoQs) designs, detailed scope of works and a preliminary work plan in both English and Arabic

• The Executor shall work with the WASH team to assess the water system rehabilitation in Barid to be rehabilitated by IMC. 

•  Provide detailed rehabilitation design, Sizing, BoQs, with scope of works and drawings. Articulate the overall pumping, filtration, Water Storage, and Water Distribution designs. In addition, the Operation and Maintenance plan. 

• The Executor shall prepare all necessary tools and equipment for assessments and ensure the assessment is completed within the required time frame.

•  After the assessment visit, the Executor shall work with the team of engineers to produce and provide IMC with the assessment report, including detailed bill of quantities (BoQs) designs, detailed scope of works and a preliminary work plan.

•The Executor shall work with the engineering team to ensure that the designs and scope of work meet the Government of Sudan Building Codes' requisite standards and international building standards.

• The Executor shall take into consideration climate change, environmental concerns and impact and factor in mitigation measure into the design.

S/he to ensure the requisite government ministries and agencies approve all documents

 

GENERAL CONDITIONS OF THE CONSULTANCY 

1.The Executor shall provide a fix-priced proposal for the entire job, including every aspect of the work.

2.The Executor shall not incur additional costs beyond this SOW described.

3.The Executor shall not subcontract the job to another individual, engineer or Executor.

4. Any work performed by the Executor beyond this SOW without written direction from IMC will be at the Executor's own risk and no cost.

5.The Executor shall make a formal presentation of the assessment, proposes designs and BoQs. Upon reviewing the design and BoQs, the Executor shall incorporate all changes recommended by the IMC and the State Water Cooperation- WES.. 

6. After the approval of the IMC WASH team, the Executor shall work to obtain all permits and approvals for the rehabilitation of the infrastructures.

7.The executor shall engage a multi dispensary team with other qualified persons to assist him/her in exectution of the task.

TRANSFER OF SKILLS (IF ANY)

 

The consultant will be required to build the capacity of  the WES Engineers to enable them follow-up on the implementation on the proposed technical designs and maintenance of the systems. 

 

The consultant is expected to submit detailed technical proposal indicating deliverables described in Section highlighting how each will be achieved and financial proposal giving breakdown amount required for the assignment to be completed within the stipulated timeframe.

To perform this consultancy successfully, a firm will have individuals with below skills and experiences in order to be able to perform each assignment tasks.

 

 

 


 
 Minimum Qualification, Skills and Experience Required:

Qualifications:

  • Masters level in Civil Engineering.
  • Essential:
  • Educated to Masters level in Civil Engineering/ or any other related discipline.
  • Desirable:
  • Strong communication skills, able to effectively present information clearly and respond appropriately to questions from IMC staff and other relevant stakeholders
  • Ability to work on own initiative and to meet deadlines.
  • Ability to cope with stress; hardship; patience and flexibility and willingness to work additional hours in order to meet tight deadlines;
  • Ability and willingness to travel to field sites and nutrition facilities
  • Experience managing and/ or coaching a team with significant experience and seniority in the WASH sector
  • Experience
  • Extensive experience (Minimum 10 years) in the implementation (Leading role) of construction and or development of sub- surface dams and water harvesting systems.
  • Demonstrated experience in the design of water filtration, distribution and storage systems.
  • Demonstrated experience in development the Bill of Quantities.
  • Strong management and organizational skills
  • Competency
  • Experience in preparation of BoQs and other specifications to lead contractors' quotations process and /or organizational procurement of materials for WASH-related infrastructure/ construction
  • Language(s)
  • Fluent in written and spoken English
  • Fluent in written and spoken Arabic

3. Payment 

 

Payments are delivery-based. Any deliverable not meeting the required specifications will have to be reworked and resubmitted at no additional cost.  International Medical Corps shall pay Consultant a firm fixed rate. Payments are made upon submission of progress reports on completed tasks, outlined against planned outputs. Based on the report and satisfactory performance, payments will be certified by the supervisor.

 

4.Title rights

 

International Medical Corps shall be entitled to all property rights including but not limited to patents, copyrights and trademarks with regard to material, which bears a direct relation to, or is made in consequence of, the services provided to the organization by the consultant. 

 

5. Insurance

 

Consultants are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering their period of service on behalf of International Medical Corps as they consider appropriate.  Consultants are not eligible to participate in life or health insurance schemes available to International Medical Corps employees

 

6.Taxation

 

International Medical Corps undertake no liability for taxes, duty or other contributions payable by the consultant on payments under this contract. 

 

7.Termination of contract

 

Either party may terminate this contract before the expiry date of the contract by giving notice in writing to the other party. 

The period of notice shall be 5 days in case of contract less than 2 months duration and 30 days in the case of contracts for longer periods; provided however that the in the event of termination on the grounds of misconduct or the in the event of termination on the grounds of misconduct or poor performance by the consultant, International Medical Corps shall be entitled to terminate the contract without notice in  the event of the contract being terminated prior to its due expiry date, the consultant shall be compensated pro rata for no more than the actual amount of work performed to the satisfaction of International Medical Corps.
