ALIMA in SUDAN

At the end of March 2021, ALIMA visited Sudan for the first time to develop contacts and gather enough information to set up an ALIMA mission in the country. From April to August, two exploratory missions were conducted by ALIMA: one in Khartoum in May 2021 and one in South Kordofan in August 2021. After supporting the Covid-19 Isolation Center at Omdurman Teaching Hospital between August 2021 and January 2022, ALIMA is starting a project in Al Saab Hospital in Khartoum in February 2022 in order to develop oxygen capacity in the structure. ALIMA has also been running  a Sexual and Reproductive Health (SRH) project in Kadugli in South Kordofan State since December 2021; the activities included conducting SRH and neonatal healthcare services in the  maternity ward of Kadogli Teaching Hospital (KTH).  ALIMA will be extending its healthcare services at communities level  through Primary Health Care (PHC) facilities and mobile clinics. ALIMA also plans to conduct an assessment in the Red Sea State in 2022.



 
 Duties and responsibilities:

Management of  the cash register

  • Verify purchase authorizations and release necessary funds
  • Enter the requests for advances in the advance book
  • Receive and verify the eligibility/conformity of invoices presented for payment
  • Participate in the preparation and remittance of salaries and salary advances
  • Carry out the monthly closing of the cash register: physical count, edition of accounting documents; verification of supporting documents
  • Classify invoices according to accounting procedures;
  • Ensure the translation of accounting documents if necessary;
  • Suggest possible improvements to accounting procedures.
  • Verify the presence and quality of supporting accounting documents related to the cash register journals

Financial control of expenditures and verification of purchasing procedures

  • Pre-check/code the financial part of Purchase Requests based on ECA and financing plans
  • Check the consistency between Supplier Purchase Orders and Purchase Requests
  • Check the quality of the invoices provided by Logistics and the presence of the corresponding purchase files
  • File rental contracts (leases, vehicles, etc.)

Participation in cash management and preparation of monthly cash flow forecasts

  • Prepare checks based on validated invoices
  • Anticipate cash flow needs and ensure that the necessary means of payment are available in cash
  • Apply and respect the Cash Management Policy of the mission

ACCOUNTANCY

  • Disseminating information about the accounting procedures of the mission and ensuring that these procedures are respected, the comprehensiveness and precision of entries and the correct budgetary charging of expenses
  • Ensure mission books are close on monthly basis towards the end of the month
  • Timely forwarding of accounting information to the Head of Finance.
  • Ensure that all Cash count & Bank Reconciliation are done at the month end for the mission.
  • Supervise and ensure that all accounting documentation is updated on a daily basis & reconciles Bank Books, Cash Books.
  • Review the mission monthly accountancy to ensure correctness of account codes, budget lines and descriptions used and feedback is sent to all finance teams in the mission on accountancy.
  • Prepare shared costs file with proficient budget allocation and ensure importation is done to SAGA
  • Ensure that new contracts are entered in SAGA and parameters are send to all bases
  • Request additional information from both bases and capital Finance officers and Assistant as needed.
  • Ensure that all journal entry corrections are done accordingly after the monthly closure
  • Contribute to update of any new financial tool when required or asked by the Head of Finance.

PAYROLL MANAGEMENT

  • Contribute to monthly preparation of national staff payroll
  • Generate NSITF, PAYE, Pension & staff salary transfers information from payroll on monthly basis
  • Share the final Pension / PAYE information with Finance Coordinator & Project Admins
  • In collaboration with the FinCo, provide budget allocation for all national staff on a monthly basis to HR.
  • Ensure that Expat salary advances are filed & recorded in SAGA. Send the scan copy to the Head of Finance.

REPORTING

  • Monthly Finance reports like closure (input/support to Head of Finance in preparation)

 
 Minimum Qualification, Skills and Experience Required:

EDUCATION: BSc. Accounting, Bachelor level degree in management, Finance, or related field; higher degree a plus.

SKILLS AND EXPERIENCE

  • 3+ years of experience in one or more of the following areas: Administration, HR, Finance, Logistics
  • Exceptional organization and planning skills, ability to manage and follow work plans
  • Highly developed interpersonal skills, able to negotiate and influence, give effective feedback, team player
  • Able to manage stress effectively, juggle competing priorities, balance various programmatic, logistic and team needs

OTHER QUALITIES

  • Excellent interpersonal and communication skills
  • Highly effective organizational and multitasking skills
  • Can work under stress
  • Autonomous and flexibility
