CRS Sudan began implementing in Darfur in 2004 with programs in emergency relief food distribution, health, water and sanitation, shelter, education and agriculture. With an annual program value of over $30 million, CRS provides lifesaving assistance to address the needs of the most vulnerable in conflict-affected and natural disaster-prone areas, and implements longer term programs to respond to climate and conflict-related shocks and build resilience through skills building and preparedness, enhancing basic services, and strengthening linkages between local communities and government.  CRS Sudan works with and through a wide network of local and international partners and has more than 175 national and international staff based in Khartoum, West and Central and East Darfur, and in Port Sudan.

Primary Functions:

The Health and Nutrition Senior Project Officer based in Forobranga will work closely with the Program Manager I. S/he is responsible for overseeing the field implementation of Health and Nutrition activities under Sudan Humanitarian Fund (SHF) “Provision of integrated Health and Nutrition services to respond to conflict and drought in WD”. The Senior Project Officer will coordinate closely with the UNICEF - H&N team to ensure harmonization of all integrated Health, nutrition, and education messages to communities.

The SPO’s responsibilities also include co-ordination and line management of health and nutrition project officers, coordination of all reporting with the MEAL team, provision of technical support to health and nutrition activities as well as conduct regular field site visits. The SPO will provide monthly trainings to ensure high quality health and nutrition/SBCC implementation.  The SPO will also support partner staff in health and nutrition and SBCC activities in less accessible project areas.

• Supervise health and nutrition project officers
• Assist the program manager and head of programs in overall management, supervision, oversight and implementation of Health and Nutrition activities.
• Supervise the performance of the project officers and community health workers involved in health and nutrition programs.
• Strengthen the project networks and restore active healthy function to targeted community suffering from malnutrition and psychosocial problems
• Organize participatory training events and involve in development of IEC materials.
• Lead the implementation of innovative hygiene awareness raising and behavior change activities and methodologies (e.g. theater or other community events, peer-to-peer education strategies etc.).
• Lead the team to develop a robust monitoring and evaluation system and monitor and report on social and behavior change aspects of activities, especially related to community participation in the projects, including gender and other vulnerability aspects.
• Liaise with other relevant sectors (Food and WASH) to ensure consistent messages and a coordinated approach at local level.
• Monitor the materials for project activities; prepare list of materials needed and coordinate with logistics department for timely delivery of materials.
• Supervise the day-to-day activities of POs in specified geographical locations
• Provide technical support and creative solutions to partners to assist in the provision of quality and timely implementation of health and nutrition activities. 
• Attend nutrition coordination meetings with SMoH, WFP and UNICEF.
• Ensure compliance with CRS Security protocol at all times, including for CRS Project officers, Field Officers and Assistant POs.
• Perform additional tasks as requested by the Program Manager, Emergency Coordinator, Head of Programming and CRS Management.
• Develop training and communication materials on Health and Nutrition related topics and perform cascaded trainings for SMOH Seconded staff.
• Ensure that accountability feedback from beneficiaries is responded to and the response recorded in MEAL logs in a timely manner.

Project Management and Development

• Actively participate in the information sharing, program improvement and strategic planning through linkages with all project staff, stakeholder forums, and other NGOs to ensure integrated, coordinated and timely project implementation.
• Jointly review reports with all stakeholders and PM to consolidate data into detailed monthly and quarterly work plans for activities according to the project targets, timeframe and budget.
• In collaboration with the project team and MEAL Officer, monitor and evaluate the impact of programming, track activities and refine activities if changes are required.
• Compile weekly and monthly activity reports with support for the documentation and dissemination of project achievements, challenges, lessons learned and best practices.
• Represent CRS to community leaders, communities, local authorities, government officials, NGOs as well as Health and Nutrition forums as needed.
• In coordination with PM and/or EC, work closely with and support any implementing partners in project management

• Sudanese national
• University degree in health, nutrition or public health
• At least five years of relevant experience in Public Health (including nutrition or behavior change communication) with three years working in an international NGO
• Experience in implementing community mobilization, IEC and SBCC approaches highly desirable
• Experience with behavior change communication related work
• Experience with applying health communication concepts, tools, practices, and procedures
• Preference will be given to candidates with health and nutrition background
• Preference will be given to candidates who have experience working with governments and NGOs at the community level
• Effective team leader/member with strong organizational, supervisory and management skills.
• Proficiency in Microsoft Word, Excel, and Outlook email strongly preferred.
• Fluency in written and spoken English and Arabic. Local Language skills are an advantage.

Skills

• Comprehensive and up-to-date understanding of health and hygiene promotion issues
• Comprehensive knowledge and practical application of BCC theories and concepts
• Experience in community mobilization and in the training and supervision of community health promoters
• Demonstrable training and facilitation skills
• Experience in living or working in a rural community.
• Ability to seek and utilize hygiene education communication lessons learnt from other projects
