 Salary Range: 2,162 USD – 2,378 USD

 Background:

Under the direct supervision of the Programme Manager, The IWRM/WASH Specialist will work with the Project Coordinators, the IWRM officers based in the field offices, and will be the technical lead for water management interventions both planning, and technical delivery.


 
 Duties and responsibilities:

 Support in the management and coordination of the country-wide IWRM/WASH activities, including programmatic and technical functions and technical supervision of technical teams,  Act as the technical lead for water management interventions, both planning, and technical delivery.  Lead the development of IWRM and WASH funding proposals as appropriate and requested by the Programme Manager.  Follow up on the direct technical supervision and implementation of project activities as specified in project documentation and agreement with the Project Coordinators, IWRM Officers, and the community development department.  Lead and provide technical support to other project staff in the project implementation, including ensuring a well-integrated water resources management component that will ensure the sustainability of the water resources in the designated area.  Produce and review relevant engineering documents (drawings, sketch, bill of quantities, tender documents, quotations) - for project activities (new boreholes, MWY, Hafirs, Dam, etc.) as per the national standards and IAS internal standards and guidelines and supervise the provision of the relevant materials.  Conceptualize and implement a capacity-building program in related topics through the development of training materials and delivery of training courses in Integrated Water Resources Management (IWRM) and other relevant topics,  Assist in project planning and provide technical inputs relating to implementing projects containing IWRM infrastructure components.  Support and supervise carrying out technical assessments and collection of data for ongoing and new projects,  In coordination with the IWRM officers in the respective field office, assist stakeholders and communities’ representative groups in formulating catchment plans/IWRM plans that boost the water resources status in their area.  Train community and partner organizations on water infrastructure management, operation, and maintenance.  Keeping up-to-date with changes in regulatory legislation, guidelines, etc.,  Assist in establishing monitoring criteria, schedules, and baselines using the appropriate methods.  Monitor progress of work and gather information on its progress  Contribute to project-specific and organizational annual reviews  Contribute to project evaluations Information Management:  Under the guidance of the Programme Support Manager and the Programme Manager; Produce high-quality reports for IAS and the donors (through the agreed communication channel and reporting cycle) within agreed reporting schedules, standards, and, as required,  Proper documentation and archiving of project work  Organize and participate in relevant events related to the above services.  Assist in representing IAS and its work in conferences, public events and relevant meetings with donors, government officials, local communities and other relevant constituencies  Produce articles, and human stories, changes process as outcomes from the projects interventions and assist in the preparation of other publications. Administrative functions:  Maintain excellent cooperation and coordination with IAS staff,  Provide continues technical support, coaching and mentoring for the IWRM Officers in the respective field offices.  In addition to these specific duties, the IWRM/WASH Specialist might be expected to undertake other tasks, as requested by IAS to ensure effective delivery of the designated projects and the maintenance of IAS policies and procedures. Others:  Perform any other duty as assigned by management.

 
 Minimum Qualification, Skills and Experience Required:

Essential  At least a Master’s degree (MA or MSc. or higher) in natural resource, Civil engineering, Water engineering, IWRM and development studies or closely related field.  At least 5 years’ experience in groundwater resources management and sustainable development  At least 5 years’ experience Water Source Protection and Water Safety Planning  Previous experience living and working in conflict/transition and/or humanitarian crisis environments, preferably African or Arabic speaking country, and proven experience in supervising complex, high-speed, and challenging field operations in developing countries;  Experience in water program development, implementation, and comprehensive monitoring, evaluation, accountability and learning;  Fluency in written and spoken English is mandatory; knowledge of Arabic is desirable but not required;  Experience in writing and reviewing reports;  High proficiency in computer programmes such as Outlook, Word, Excel, Skype and popular online social media, platforms and mobile apps.
