International Aid Services (IAS) is an international relief and development organization founded in 1989 with the purpose of assisting people in need. Background: The Deputy Programme Managers primary responsibility is to liaise, coordinate and support Project Coordinators to ensure that projects are implemented as planned and that project progress reports are submitted in line with donor agreements and agreed on timelines. The Deputy Programme Manager is expected to keep updated with the trends and changes in the context in the programmatic areas of IAS Sudan country program and ensure that the projects are relevant to the context and implemented efficiently and effectively.

Duties and responsibilities: Project Implementation
Provide oversight to ensure that projects are implemented as planned
Supervise Project Coordinators and ensure effective and efficient implementation of project activities in accordance with the agreements.
Support PCs to develop annual and quarterly work plans
Reporting
Ensure that Project Coordinators submit quarterly project progress reports in line with the donor and organizational requirements
On request from the PM, provide the information needed for back donor reports
Strategic Planning
Upon request from the Programme Manager, participate in the process of elaboration of the Country strategy
Participate in the elaboration of the annual work plan
Project development and proposal writing
Participate in the elaboration of project proposals
Participate in investigating funding options; internal or external funding
In liaison with the relevant Project Coordinators, provide technical bills of quantities to facilitate project design
Contribute towards ensuring that projects are innovative and relevant
Give input to the analysis of project proposals and propose modifications to the project proposal
Project/Programme Monitoring, evaluation and learning
Participate in project monitoring to ensure that projects are implemented as planned
In consultation with the MEAL Officer, develop technical standards and indicators that must be met in implementation of project activities.
In consultation with the project coordinators and the MEAL officer ensure that projects implemented meet the desired quality standards
Contribute towards learning to ensure that programs are technically sound, innovating and responding to changes in donor priorities and project context.
Capacity Building of local partners
Identify technical capacity gaps of staff and organize capacity-building initiatives to address the identified gaps
Identify technical capacity gaps of the local partner organizations and support their capacity-building initiatives for local partners
Networking
On request from the PM, attend collaboration/sector coordination meetings
Identify and recommend networks, consortia, or organizations for possible collaborations
On request from the CD or the PM, represent IAS in formal and contractual matters relating to government departments and services
Identification of Local Partners
Look out for potential partners and recommend the most promising to the PM
On request from PM, make assessments of potential local partner organizations
Give input to decisions to initiate new partnerships
Other
Perform any other duties as assigned by Management. |

Minimum Qualification, Skills and Experience Required: This section should highlight the minimum requirements needed to accomplish the tasks stated above efficiently and up to the required standards
Education: At least a Masters degree (MA or MSc. or higher) in Agriculture, development studies, or closely related field.
Experience 5 years working in program management and experience in FSL is preferable
Knowledge: Knowledge in project implementation in FSL, Education, WASH, and Protection. Must be knowledgeable on the theory of change, managing projects, and monitoring and evaluation
