 Background:

role PURPOSE

This role exists to contribute to Plan International’s global areas of distinctiveness ‘LEAD’ and ‘Skills and Opportunities for Youth Employment and Entrepreneurship (SOYEE)’, where youth are empowered and are active drivers of change across economic, social, and civic life of their communities.  The position will lead the development and quality delivery of impactful YEE programming, and strengthening of youth collective action, including our work to increase resourcing for girl and youth led movements. The role provides expertise and thought leadership for the country team’s programming work, at all levels, in these areas, and will design, develop and review strategies to ensure technical soundness and consistency of programme approaches.



 
 Duties and responsibilities:

Dimensions of the role

 

Reporting to the Deputy Country Director, the post holder will have a functional relationship with all Programme Leads, Project Managers, Specialists, and the MERL and Influencing teams.  The post does not supervise any staff at present which could be expanded with technical positions considering the organisational ambition for this programme.  The incumbent may oversee Youth participation and YEE programme and influencing project budgets during project-start up phases at national level of approximately USD 250,000 per annum.

 

Accountabilities

 

Technical Support

  • Ensure thought leadership, strategic direction & oversight on youth participation in driving changes, and YEE interventions by:
  • Expanding and strengthening the resilience and the technical life skills of girls and young women to compete in the labour market of their choice
  • Supporting youths to engage in community and national civic, political and social development discourse and decision making
  • Working with public, private and international actors to influence policy frameworks in order to create decent economic opportunities and an enabling environment in the workplace for young women
  • Design and support quality implementation of programmes that challenge gender norms to improve the conditions and social position of girls and young women
  • Support partners to strengthen their capacity and understanding of participation and YEE strategies
  • Supervise the creation of different technical documents, reports, manuals, guidelines on participation rights and YEE, which align with national and international standards, strategies and approaches
  • Plan and participate in studies, evaluation, research, case studies and action research on programmes and interventions, and incorporate outcomes in new proposals and programme innovations
  • Analyse national legal frameworks and the challenges and gaps that the system is facing to incentivise youths, especially young women
  • Oversee the collection of evidence and best practices from Plan International LEAD and SOYEE programmes to support advocacy and influencing efforts

 

Quality Programme Implementation

  • Develop implementation plans, and disseminate them, including guidelines and standards of youth participation and YEE programming among implementation team and partners to ensure quality implementation of projects that achieve the country strategy objective
  • Design TOT and organise rollout for both implementation team and partners including government
  • Implement, coordinate and manage the youth participation and YEE portfolio of projects at field level according to action plans, quality standards, allocated budget, and timelines
  • Monitor and supervise mechanism developed with necessary guidelines and tools along with specific feedback mechanisms that continuously improve activities and interventions
  • Co-lead youth engagement and youth-led campaigning plans for the flagship girls’ rights campaign, Girls Get Equal with the influencing functional area. This includes co-designing and implementing a country youth engagement plan, and advising on youth mobilisation plans for national campaign moments.

 

Resource Mobilisation

  • Lead proposal development in close coordination with the Business Development Team to secure new grants and meet the country strategy fundraising targets
  • Provide sound technical inputs to Business Development to support the development of high-quality concept notes, proposals and other relevant documents
  • Work with and support the Business Development team in grant negotiations with donors.
  • Ensure effective linkage and relationship established and maintained with NOs, internal and externals donors and development partners
  • Ensure a robust understanding of Plan International Sudan’s sponsorship vision, and support the realisation of strategic alignment with programme priorities

 

Capacity Building

  • Ensure common understanding and vision about the programme by all staff
  • Identify areas of continuous improvement to strengthen youth participation and YEE programming
  • Undertake training of staff, project teams, and partner staff
  • Extend technical support to partners to improve programming
  • Coach and train other staff on high quality youth participation and YEE practices
  • Work in coordination with Gender Specialist and Director of Influencing to ensure strong gender transformation is embedded in all projects

 

Learning, Coordination, and Networking

  • Facilitate the creation and implementation of learning and knowledge management to support youth movement and YEE programming capacity
  • Build and scale-up programme approaches and methodologies from lessons
  • Help to leverage diverse Federation knowledge resources through the LEAD and SOYEE global technical networks
  • Represent Plan in national and international spaces, in inter-agency networks and build strategic relationships with government ministries, UN agencies, and non-government institutions, especially with the private sector, at national and sub-national levels.
  • Champion evidence-based, youth-centred and gender-transformative interventions and to be a credible technical partner of government and private sector
  • Manage and cultivate partnerships and Plan’s profile with key external girl and youth-led organisations and associations, including through collaborations and joint initiatives, to influence decision-makers into advancing youth participation and YEE-related agenda

 

Safeguarding, Risk Management, and Gender Equality & Inclusion

  • Ensure that Plan International’s global policies for Safeguarding Children and Young People, and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility
  • Provide guidance in identifying and mitigating complex risks and problems that arise as a result of the participation of girls, young women and youths in driving change, or during our implementation of programmes/ projects
  • Demonstrate gender transformative programming and activities in reports
  • Advocate internally for adaptations of Plan International’s policies, processes, attitudes and behaviours to ensure our work to support youth collective action is consistently strategic, meaningful, inclusive and safe. This includes collaboration with various functions including risk and compliance, programme quality, HR, finance, M&E (as well as others).

 

Dealing with Problems

 

  • Convince relevant programme leads and CLT members to achieve an integrated youth participation and YEE programme through strong justifications of the design and implementation.
  • Keep an eye on internal and external environment including government that have potential to affect programme planning and implementation.

Demonstrate flexibility and strategic thinking in working with and influencing national level government officials to gain support towards Plan’ programmes and approaches.

 

Key relationships

The position requires internal communications involving national organisations.

 

Internal:

  • Project Managers, for program design, integration and technical inputs, setting standards etc.
  • Programme Area Managers, Programme Quality Manager, & Head of Business Development for their functional support in programming and resource mobilisation
  • Gender Specialist/Point persons/communication team for communication materials and capacity building support to facilitate gender transformative programming and influencing
  • MERL for integration of LEAD and SOYEE strategies in MERL frameworks
  • Other staff, including members of the Country Leadership Team and the Country Director

 Minimum Qualification, Skills and Experience Required:

Technical expertise, skills and knowledge

 

Qualifications, Knowledge & Experience

  • Master’s degree preferably in social science, Sociology, Development Studies, Gender and Development, International Affairs, Economics or other relevant field
  • At least 7 years’ experience in the field of youth participation, employment and entrepreneurship, with a specific focus on gender and private sector engagement as a plus
  • Knowledge and practical experience of engaging and partnering with youth movements, youth organising and influencing
  • Experience in rights-based programme development and management on women’s and girls’ empowerment is mandatory
  • Experience in influencing and partnership-building, and externally representing organizations
  • Understanding of programming that transforms gender and power relations
