The Carter Center seeks an Associate Manager (AM)- Finance, Admin, Logistics, and Procurement based in Khartoum, Sudan. The AM will have direct responsibility for financial, administrative, logistical, and other duties for the Carter Center’s Peace Programs country-wide.  ­­



 
 Duties and responsibilities:

Primary Functions & Responsibilities

Reporting directly to the Carter Center’s Head of Peace Programs, and in coordination with the Khartoum-based Senior Country Representative and Atlanta-based Project Managers, the AM will lead in managing multiple functional areas for Peace programs in Sudan. The AM will supervise staff in accounting, procurement and logistics.

  1. Procurement - The AM will maintain oversight of procurement and is responsible for oversight of inventory management, coordination of bids for goods and services, vendor contracts and negotiation, and overall program logistics.

 

  1. Finance and Accounting – Under the supervision of the Head of Peace Programs, the AM will assume responsibility over financial and accounting aspects of the projects, acting with fiduciary responsibility to safeguard any project funds, and ensure that funds are expended in a fiscally prudent manner and adequate financial records are kept. The AM will:
    1. Establish procedures in alignment with TCC and donor finance policies and procedures to implement and maintain internal controls and meet reporting requirements.  Ensure project financial and administration procedures are implemented by all staff according to TCC and donor policies.
    2. Prepare budgets and financial reports and oversee project funds in accordance with The Carter Center’s internal policies, budget limitations, and donor regulations;
    3. Oversee and assist in training a local Accountant.
    4. Oversee the work of the Grants Management Officer to organize subgrant payments, manage per diem distribution for trainings and travel, and provide guidance on financial management for subgrantees and other partners. 

 

  1. Logistics
    1. In coordination with the Senior Country Representative and field office leadership, oversee planning and implementation of logistics surrounding all aspects of programmatic implementation, including workshops, trainings and other regionally-based meetings, as well as missions from international consultants and headquarters’ staff;
    2. Provide input to project planning including administration, logistics and communication strategies;
    3. Draft sections of weekly reports regarding project operations.

 

  1. Security and Communications – The AM will liaise with the Security Advisor, Head of Peace Programs, and Senior Country Representative in these key areas:
    1. Ensure that a reporting and communications system is in place and utilized among staff;
    2. Ensure that daily check-ins with personnel occur when staff are traveling outside of Khartoum; 
    3. Ensure that records of staff visa, residency and travel permit procedures and contracts are maintained, as appropriate.

 

  1. Office Management – The AM is responsible for ensuring business continuity and a smooth working environment including oversight of records management, assets, lease and utility agreements, IT manuals, and all other aspects of office management.  Liaise with the Senor Country Representative and others in support of applications for visas, communications equipment and vehicle clearances, and other required paperwork for the program and its supplies and equipment.

 

  1. Vehicles – The AM provides overall oversight of vehicles and drivers including vehicle and driver records, vehicle safety and security equipment checklists, driver protocols, and driver orientation, training, and evaluations.

 

  1. Other duties as required for the good functioning of the overall program.

 
 Minimum Qualification, Skills and Experience Required:

  • Seven years or more of successive experience in an international NGO or other similar organization focused on administration, finance and security. Demonstrated ability to execute sensitive programming and activities.
  • Written and oral fluency in English.
  • Experience supervising financial and operations staff.
  • Experience with project start-up and close-out.
  • Experience in grant and subgrant management, especially in compliance with regulations on competition, administration and oversight.
  • Faculty with spoken and written Arabic preferred.
  • Ability to take directions
  • Excellent computer skills
  • Good interpersonal skills
