About the Role:

The Head of Program (Sudan) role sits within the Country Senior Management Team in Sudan, directly managed by the Country Director.

 

The post-holder will be responsible for maintaining strategic focus, management of Practical Action Program portfolio in Sudan and its coordination including planning, budgeting and program staff management. In addition,  the incumbent will be responsible for project activities and compliance with PA and Donors procedures & policy, partnership management and ensuring sustainable impact and influence of Practical Action.

 

S/he will also be responsible to contribute and lead business development through generation of income that will enable us to achieve our change ambitions. The post-holder will need to nurture and manage a number of relations, both internal and external and set up new partnerships for generation of income and programme delivery.

 

Scope:

 

The scope is to ensure high quality deliverable, efficient use of resources, effective partnership and high standards of implementation. Importantly, s/he will be focusing on the following vital areas:

  • Strategic thinking & planning
  • Impact capturing & learning
  • Policy analysis & advocacy
  • Building & developing effective partnerships
  • Program Delivery and staff management
  • Grant management and compliance

 

The Post-holder will lead, manage, and mentor Area Coordinators, Grant and Business Development Coordinator and M&E Officers in Sudan. The key working relationships of the post holder are with projects/awards team, finance team, operations team and Practical Action regional and global hubs. The role will engage with government, donors, partners, and multilateral agencies coupled with excellent networking and communications skills.

 Duties and responsibilities:

DUTIES AND RESPONSIBILITIES

The Head of Programme will be accountable to deliver the following tasks and facilitate the implementation of Senior Management decision.

 

Leadership, Management and People

  • Lead, manage and mentor a team comprising of the Area Coordinator and M&E staff in Sudan
  • Build team capacity on effective Project & Award Management processes and tools. 
  • Ensure projects/awards are aligned and contribute to Practical Action’s change ambitions
  • Ensure a high standard of analysis, synthesis and lesson learning is carried out in all the projects/awards.
  • Promote an organisational culture of learning and achieving change at scale, beyond our work through collaboration, communication, and shared ownership of our change ambitions 

 

Strategic focus

  • Leading on the development process of Sudan Country Office strategic business plan (SBP).
  • Play a key role in national leadership, ensuring alignment of our project work to the strategy and using data to drive decision-making.
  • Embedding the Framework for Change and global KPIs into our ways of working in Sudan.
  • Provide strategic input to shape Practical Action strategic direction in the country and ensure effective flow of information between management and staff building buy-in and ownership of our strategy 

 

Program Delivery and management:  

  • Oversee the delivery of all projects & awards in compliance with donor requirements, and Practical Action policies and procedures.
  • Ensure projects & awards are delivered on time, to quality, within budget, in compliance with PA internal and donor rules and to achieve results.
  • Fosters synergies between program areas and promotes an integrated approach and ensures adherence to quality standards
  • Work with project managers and finance to monitor all award budgets and work plans on a monthly base, identify issues and challenges and support Project Managers to develop workable solutions. 
  • Ensure all new awards start with an effective inception process that orients staff and sub-award partners on work plans, budgets, MEL frameworks, donor rules, reporting timelines, and approaches. 
  • Lead modifications of awards as necessary working closely with Project Managers and Finance and Services team.
  • Ensure proper sub-award management including partner capacity building, use of correct sub-award formats, partner monitoring and partner support. 
  • With UK and global teams, contribute to the development of the overall PAM tools and processes. 
  • Work closely with the Gender Coordinator, and ICT Coordinator to ensure firm integration of a transformative gender, and systems approaches in the delivery of all our work to strengthen and demonstrate impact.

 

Fundraising and Programme Development:

  • Cooperates in the identification of new project opportunities.
  • Support the development of quality proposals by contributing relevant practical operational knowledge examples, facts and figures in project/award design.
  • Manage operational relationships with donors and partners and develop strategic partnerships with donors, government departments, and partner organizations.
  • Technical shaping of proposals on agriculture, resilience and rural water services, to align them with our strategic vision in Sudan.

 

Compliance:

  • Ensure high quality narrative donor reports consistent with financial reports are prepared and submitted on time. 
  • Support the development of donor reports & ensure compliance with donors’ technical requirements.

 

Monitoring, Evaluation and Learning (MEAL)

  • Contributes to the design and update of MEAL system at country, program and project levels together with MEAL officers & project managers.
  • Supports roll out of MEAL systems and ensure correct use of MEAL tools.
  • Ensures beneficiaries’ feedback and complaints are promptly and respectfully collected and addressed.
  • Follows up MEAL officer and project managers to ensure project communication and visibility plans are implemented as per the donors’ and Practical Action guidelines.

 

Risk Management

  • Ensure risks are identified and tracked in risk registers and are monitored for all projects & awards and, in particular, lead the monitoring of high-risk awards. 

 

KPIs and monitoring

  • Ensure that KPIs on delivering performance (relevant to Project & Award Management) are regularly tracked and monitored
  • Contribute to quarterly internal reports. 

 

Quality and alignment

  • Work closely with thematic teams to ensure that technical best practices are integrated, and learnings are regularly captured and used to improve approaches 

 

Safeguarding and Code of Conduct

  • Ensure that all involved acting on the organisation’s behalf is well aware on Safeguarding Policy, Diversity and Dignity in the Workplace Policy, Code of Conduct, Financial Crime and Whistleblowing policy.
  • Ensure communities whom we work with are aware of the safeguarding policy including the reporting lines when appropriate.
  • Ensure our ethics and values, as set out in our Code of Conduct and related policies, including safeguarding, are embedded in team culture and well modelled by others.
  • Responsible for gender responsive behaviour in all actions and decisions. Ensure non-discriminative behaviour based on gender, age, sex, race, ethnic background, culture, disability, nationality, religion and marital status. Is sensitive and adaptable to gender and social inclusion
  • Ensure that any safeguarding issues or concerns are raised at the appropriate level in a timely fashion and contribute to addressing any issues as part of a situation management team, where appropriate. 

 

Institutional relations:

  • The post-holder will report directly to the Country Director. There will also be close collaboration with the rest of the Country Office teams (business development, program delivery, finance, and others).
  • S/he will also work with UK team and global hub.
  • Liaison will be required with different stakeholders at national level including government technical departments, UN agencies and sector leads, sister INGOs, implementing partners, current and potential donors, and others.

 

Other:

  • Perform any other related duties commensurate with the level and grade of the role which may from time to time be requested by the line manager.

 

Internal and External Relationships:

  • The post-holder will report directly to Country Director. There will also be close collaboration globally with thematic programme areas, donors, and stakeholders.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications:

  • Strong academic background in rural development studies or any relevant academic field (a bachelor’s degree is acceptable, while master’s degree will be an advantage).

 

Knowledge & Experience:

  • Minimum of seven years of experience with INGOs in strategic management within sustainable development.
  • Experience in designing and managing development or related programme.
  • Experience in leading and managing teams, (face to face and distance teams), including related financial management.
  • Experienced in project appraisal, assessment, monitoring and evaluation methodologies, preparing funding proposals and reports for a range of donors.

Skills, Abilities and Competencies:

  • Good people management skills.
  • Understands the trends and developments within thematic areas.
  • Outstanding communication and reporting skills, across the organization and with donors and stakeholders at the highest level.
  • Partner and stakeholder engagement and relationship management
  • Good decision-making skills and possess social intelligence skills
