Duties and responsibilities:

Implementing policies, procedures, tools, standards and principles regarding all national staff.

Advise management on legislation in force in Sudan; keep update any amendment made in labour legislation by regularly checking legislation sources and/or regularly meeting with lawyer, other local authorities at this level;

Is responsible for the proper implementation and follow up of internal regulations and terms of employment contracts of all national staff, ensuring that all staff is employed in the frame of fair labour conditions, and according to local legislation, MSF HR vision, values and principles.

Is responsible to ensure that all functions and job profiles at Mission level meet with the Mission’s function grid approved by HQ and are aligned with MSF Standard Job Profiles and Function Grid.

In close collaboration with Human Resources Coordinator, ensures regular administrative meetings with all staff throughout the mission take place and ensures internal communication with staff on any changes in policies, regulations, public holiday etc

Ensure that National Staff remuneration (salary, post adjustments, compensations, final settlements, etc,) and benefits (holidays, leaves, social coverage, health coverage, etc.) meet with the Mission’s salary grid validated by HQ.

Informs Human Resources Coordinator in case a legal risk is detected within her/his area of responsibilities and suggests actions to take in order to prevent it.

Ensure that MSF, as an employer, as well as all MSF employees comply with safety and risk prevention measures as stated by local legislation and/or MSF standard policies and procedures.

Monthly coordination and review of mission payroll and ensure timely processing of the same

Support in coordination for recruitments

Upon request of the Human Resources Coordinator, maintain regular contact with ministries, national administrations, other MSF sections and other NGOs to improve/keep up to date with administrative practices.

Support Human Resources Coordinator in the overall administration of the Mission.

Represent MSF in meetings with Authorities and other NGOs for issues related to HR and Administration, at the request of the Human Resources Coordinator.

Support Human Resources Coordinator in all reporting tools under his/her responsibility such as objective setting, staff evaluations, regular updates on organogram

Minimum Qualification, Skills and Experience Required:
-
University degree in Human Resources, Administration, Social Sciences or related fields of studies.

Minimum 2 years’ Experience in Human Resource Management and Administration in MSF or at least 2 years similar HR and Administration managerial experience in other international NGO.

Very good command of English Language and Arabic

Extensive working knowledge of the Sudanese labour law, and the Humanitarian Sector in Sudan

Commitment to MSF Principles, Thoroughness, flexibility, initiative, resourcefulness, ability to work with multi-disciplinary and multi-cultural team
