Geneva Call

In situations of armed conflict, Geneva Call, as a neutral, impartial and independent international humanitarian organization, endeavours to strengthen the respect of humanitarian norms and principles by armed non-State actors, in order to improve the protection of civilians.

Since Geneva Call began its work more than 20 years ago, we have developed a unique methodology to increase awareness of, and respect for, IHL for the protection of civilians in armed conflict. Geneva Call has a unique and unwavering mission to protect civilians. Whilst other organizations also work to improve awareness of humanitarian norms, Geneva Call is the only organization in the world focused exclusively on creating lasting behaviour change among ANSAs to promote the protection of civilians.

 Background:

Mission/ Mission: In Sudan, Geneva Call runs a country program focusing on enhancing the protection of civilian population through humanitarian engagement with fighting parties and constituencies. The program encompasses direct and indirect humanitarian engagement, training, local advocacy and mass media awareness raising on humanitarian norms applicable in armed conflict. For the time being, Geneva Call focuses on Darfur.

 

Rôle / Overall activities:

The Program officer  is  the responsible of MEAL and implementation at Darfur level.

Work closely with Project Officer to implement  adapted program strategy at Darfur level for ANSA’s and community engagement per GC guidelines.

 

Oversee the implementation of GC programming in Darfur, ensuring the objectives of GC’s operational and country strategy are effectively implemented.

 

 

Updated programmatic plans (awareness, trainings)

Mapping of key ANSA’s and relevant actors to engaged

 

 

Monitoring Evaluation

Accountability and

Learning (MEAL)

With a focus on planning and results, ensure the appropriate design and implementation of monitoring, evaluation, accountability and learning (MEAL) activities of GC’s programming in Darfur, in line with GC programmatic guidelines.

 

Monitoring evaluation reports

Budget Monitoring

Develop activities budgets for approval, and oversee activities spending, ensuring expenditures are in line with approved budgets.

 

Expenditures reports of activities 

External Coordination and Partnership Development

Map and participate in relevant protection coordination mechanisms (ex. clusters) and develop a network of partners at Darfur level.

 

Participate in events and workshops around ANSA engagement and protection work.

 

Membership and attendance to clusters and forums

Safety Focal Point

Ensure the implementation of security protocols and procedures across all offices and areas of operation.

 

Monitor political and humanitarian contexts and advise Program Coordinator of emerging areas or issues of concern.

 Minimum Qualification, Skills and Experience Required:

Formation  et expérience / Education and experience

 

  • A graduate degree or equivalent experience in international relations/another humanitarian field
  • Proven experience in protection work in conflict and crisis affected countries.
  • Experience in Project Cycle Management
  • Willingness and ability to travel at short notice across Darfur states

 

 

Compétences techniques / Technical skills:

  • Solid M&E and project management skills related to organizational development projects and international, cross-functional teams with a proven history of delivering results
  • Excellent dispute resolution, facilitation and team building skills
  • Substantial knowledge of international development systems, institutions and donors, and of procedures, accountability frameworks and best practices
  • Ability to work under pressure and in conflict‐affected settings, and to handle numerous tasks simultaneously
  • Understanding of International Humanitarian Law is an asset

 

 

 
  • At least 3-4 years of relevant experience in a humanitarian organization working in conflict areas in the protection field and engagement with armed actors (ANSAs, other armed actors) including in managing teams of at least 2 people

 

Langues / Languages:

Arabic (C1-C2)

English (C1-C2)

Third language would be an asset.

 

 
 
 

Qualifications / Personal skills:

  • Demonstrated ability to thrive in a matrix management environment.  Developed interpersonal and communication skills including influencing, negotiation and coaching
  • Strong communications skills (both written and verbal) at a level appropriate for high level external representation and ability to tailor communications to different audiences
  • Interpersonal skills with experience of negotiation with weapon bearers and other stakeholders
