 Background:

Job Summary:

The Project Officer will be part of the program team in Khartoum and report to the roving program manager supporting projects in the Darfur States where CRS is operating. The role of the project officer will include working closely with the project managers to revise, follow up on the approval, coordinate the feedback from HAC and finalize the approval of the technical agreements. Furthermore, this position will have a deploying role in several project sites based on the needs identified. During the deployment, the project officer will monitor and report on all project activities in support of Catholic Relief Services (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits on those we serve.

 



 
 Duties and responsibilities:

Roles and Key Responsibilities:

 

Technical Agreements:

  • Develop and update the TAs tracker in close collaboration with the PMs, as well as the liaison office.
  • Share regular updates on the status of the Tas with the managers
  • In collaboration with the PM and HoP/dHoP, develop and update the TAs process two pagers needed for the new staff orientation both at the state and federal levels.
  • Follow up with the PMs to remind about their TAs timelines and need to develop the new TA on time.
  • Translate in Arabic and ensure both English and Arabic version are compliant.
  • Follow up with HAC office on the TAs submission, receive the comments, address them with the PMs and resend to HAC to have the final approval.
  • File the TAs in Khartoum office and send a copy in the field.
  • Active member of the programs staff meeting to understand the program plus share regular updates.

 

Projects when deployed in the field:

  • Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
  • Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.
  • Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

 


 
 Minimum Qualification, Skills and Experience Required:

Basic Qualifications

  • Bachelor’s degree required especially in the field of English language, social sciences or similar field.
  • Certain level of experience in working with the technical agreements as well as project implementation would be a plus.
  • Additional experience may substitute for some education.

 

Required Languages – English, Arabic

 

Travel - Must be willing and able to travel up to 60-70 % of the time in Darfur states based on needs identified.

 

Knowledge, Skills, and Abilities

  • Observation, active listening, and analysis skills with the ability to make sound judgment
  • Good relationship management skills and the ability to work closely with local partners and community members
  • Attention to details, accuracy, and timeliness in executing assigned responsibilities

Preferred Qualifications

  • Experience in participatory action planning and community engagement.
  • Minimum 1- 2 years’ experience in a similar position, preferably with an International NGO
  • Experience monitoring projects and collecting relevant data preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
