 Background:

Human Appeal (HA) is a UK-based, international humanitarian and development organization established in 1991, and operates across 25 countries in Asia, Africa and the Middle East. With a position in Sudan, HA has a long history of providing emergency humanitarian assistance focusing on food security, livelihoods, WASH, GBV, Education, NFIs and shelter and child protection.

Under the overall guidance and supervision of the Assistant Resident Representative (Operations), and the direct supervision of the Sr. Operation officer, the Logistic and Procurement Associate ensures execution of transparent and efficient procurement services and processes in HA Country Office. The Procurement Associate promotes a client-focused, quality and results- oriented approach in the Unit. The Procurement Associate can supervise clerical and support staff of the Procurement Unit. The Procurement Associate works in close collaboration with the operations, programme and projects’ staff in the Country Office and HA field staff for resolving complex procurement-related issues and information exchange.

 



 
 Duties and responsibilities:

Key Duties:

  • Full compliance of procurement activities with HA rules, regulations, policies and strategies; implementation of the effective internal control.
  • Preparation of procurement plans for the office and projects and their implementation monitoring.
  • Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with HA rules and regulations.
  • Preparation of Purchase orders and contracts, preparation of Recurring Purchase orders for contracting of services, vendors’ creation in HA system including vender’s profile.
  • Preparation of submissions to procurement Committee and Advisory Committee on Procurement.
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
  • Presentation of reports on procurement to Country Director and Programmes Coordinator.
  • Preparation of cost-recovery bills for the procurement services provided by HA-Sudan.
  • Implementation of procurement processes for the HA-Sudan in line with the HA-UK reform.
  • Ensures proper control of HA-Sudan (Country Office and Field Offices) Assets.
  • Preparation of inventory reports.
  • Implementation of Inventory and physical verification control in the Country Office and Field Offices
  • Register all HA-Sudan assets, Asset tags on all registered assets and follow up to assure field are on the same page with Country Office on asset Registration.
  • Make the physical count with finance to ensure accuracy of Asset registered, Provide Asset reports on monthly basis.

 


 
 Minimum Qualification, Skills and Experience Required:

A Bachelor’s degree in Business Administration or related field study.

Skills:

  • English mandatory (oral and written)
  • Strong IT skills Proven experience in tools development.
  • Proven experience in coordination at country level

Experience:

  • 2 to 3 years of progressively responsible administrative experience is required at the national or international level
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of automated procurement systems, experience in handling of web based management systems.
