Duties and responsibilities:
Objective 1: HR & Administration Management:

Ensure complete compliance with AAH, donor, and local laws guidelines and requirements

Provide requested documents by auditor (internal and external)
-
Implement the AAH HR policy in the framework of HR guidelines, Internal Rules and Regulations, AAH Charter
-
Mainstream the use of COPAN, HRIS, SharePoint and GESPRA at mission level
-
Manage mission’s accounts on COPAN
-
Assure 100% accuracy of mission HR data on HRIS
-
Train newly hired employees in the mission on AAH HR policy
-
Revise and propose changes and updates to HR policies and documents
-
Prepare AAH employment contracts, amendments in framework of country practices and labor laws
-
Follow up the social insurance procedures of the national staff in Khartoum and help the staff in filling the necessary forms.

Assist staff and ex-staff in the administration procedures and provide information needed for claims to social insurance agency.
Objective 2: Pay and Benefits Administration for the National Staff

Calculate monthly payroll and related payments (salaries, health insurance, social security related taxes, income tax, etc.) foremployees and coordinate with Finance for approval and transfer of salaries in time.

Ensure that HR payments are in compliance with AAH and donors’ requirement
-
Prepare monthly payments for service contractors
-
Prepare the final settlement calculations based on workdays, leave balance and any other entitlement for the outgoing employees and coordinate with finance for the payment of final settlement in time and organize the exit interview with CD.

Support in periodical economical studies to reflect impact of currency inflation on mission salary scale

Lead and formulize the annual salary scale revision process
Objective 3: Management of Expats visas, travel and stays
-
Submit and follow up on visa requests and residence permits for new expats and existing ones in the mission on time
-
Request visa extensions (residency permit) on time and follow up
-
Calculate and request from finance the payment of expat per diems and COLA
-
Liaison with Logistics to ensure proper accommodation (enough rooms, conditions of the rooms, …) for arriving and visiting expats prior to the arrival dates

Follow the checkup of expatriates official certificate registration in liaison with the Sudanese National Council for Medical and Health professions. (SNCMH).
-
Keep updated photocopies of passport , visas and passport of expatriates.
-
Ensure all the necessary travel documents are valid and make sure all international staff are carrying at all time with them.

Produce detailed guidelines on administrative steps to follow with the various stakeholders (steps to apply for visa, steps to obtain field visit, etc.)
Objective 4: Supervise Mission Recruitment Processes

Oversee progress of ongoing recruitment processes
-
Ensure that recruitment processes are updated on HRIS
-
Conduct HR interviews for national recruitment processes
-
Ensure that recruitment processes in the mission are in compliance with the Recruitment and Selection Policy
Objective 5: Bookings Process:
-
Manage /follow up all booking procedures for the national and international staff between Khartoum and states
-
Update with all information concerning flights, time table and booking procedure’s
-
Communicate the time table with the drivers, logistic team and follow up with the vehicle bookings concerning with arrival and departure.

Prepare all documents needed and provide traveller the necessary information /papers.
-
Keep records and good filling system of all out going and in coming correspondences regarding the movement of the staff.
Objective 6: Liaison and governmental relation:

Ensure mission correspondences are accurately registered and archived.
-
Revise mission correspondences and, when needed, draft new templates for correspondences, ensure, when needed, all documents are translated.

Ensure Missions letters of requests are accurately submitted on timely manner.
-
Establish and maintain contacts with government officials, national and state authorities,
-
Anticipate arising challenges with partners in terms of coordination and communication and propose alternative solutions to the Country Director.

Coordinate and Liaise with HAC, ministries, partners for technical agreement and Memorandum of Understanding drafting and authorization for new projects
Objective 7: (Reporting)

Generate monthly reports on recruitment progress
-
Ensure 100% accuracy of recruitment processes update on HRIS
-
Prepare, revise, and send periodical (quarterly, semi, yearly) reports to local partners
Objective 8: safety and Security :
-
Respect the security rules of Action Against Hunger.

Report any security incident to Country Director.

Minimum Qualification, Skills and Experience Required:
Degree in Business Management or any relevant field, HRM is a plus
Confirmed knowledge in HR and management in Humanitarian context, visa protocol, government and public relationships
Minimum 3 years previous experience in the field of HR and administration in humanitarian sector with an international INGOs experience an asset, with at least 2 years of experience in liaison work.
English and Arabic fluency
