Surveillance Officer

The World Health Organization, Sudan Office is looking for a qualified candidate to fill the following post:

 Background:

The Surveillance Officer works under the direct supervision of the Coordinator of the respective epidemic or geographical location or in small Country Offices directly under the WHO Representative. S/he receives technical guidance from various WHO Specialists in the respective field of work.
The incumbent coordinates activities of local surveillance personnel but does not have direct supervisory or managerial responsibilities



 
 Duties and responsibilities:

FUNCTION 1 (INCL. EXPECTED RESULTS)


Coordinates data collection and data management activities, achieving results such as:

  •  Collection and compilation of regular DEWS data and data entry to online system, analysis and interpretation of data, assessment and monitoring of the disease patterns, publication of regular reports.
  • Coordination of activities of surveillance personnel in the country and frequent updates of surveillance information.
  •  Performance and preparation of situational analyses and reports for the advisory bodies and other organizations / institutions.
  • Aggregation, review, and analysis of reports of field technical personnel and provision of summaries to supervisors and technical feedback to the report originators.
  • Data entry, editing and cleaning up of data and generating reports.
  • Collection and collation of provincial performance reports and review with the Provincial Officer for submission to the federal office.

FUNCTION 2 (INCL. EXPECTED RESULTS)

Meets and liaises with local counterparts involved in surveillance activities, achieving results such as:

  • Coordination of surveillance activities with NGOs and other groups working with minority populations.
  • Maintenance of regular contact with the partner organizations and bodies for disease eradication.
  • Response to queries and find solutions to problems, including conducting proper research studies when required.


FUNCTION 3 (INCL. EXPECTED RESULTS)


Implements programme activities in coordination and collaboration with the MoH, achieving results such as:

  • Detection, investigation and verification of disease threats, health emergencies or outbreak rumours in the designated area, and rapid communication with the appropriate level to trigger investigation and response where required.
  • Ad-hoc field visits, also covering exceptional shortages of WHO technical field activities.
  • Coordination of public health measures and case management response in hospital and field situations in the assigned area.
  •  Assistance to districts in the selection of the sites for environmental surveillance; monitoring sample receipts as per schedule; while liaising with national level; and feedback to the provinces.

 
 Minimum Qualification, Skills and Experience Required:

EDUCATIONAL BACKGROUND
First level university degree is required in medicine and/or public health planning and administration, complemented by a degree or studies in epidemiology, surveillance or monitoring.

PROFESSIONAL EXPERIENCE AND KNOWLEDGE
At least 1 year of experience required in health sector coordination with emphasis on emergency response relief and/or the management of epidemic-prone diseases.
Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.
