Program Support Officer

 Background:

DT Global (DTG) is an implementing partner for USAID Project – Toward Enduring Peace in Sudan (TEPS)



 
 Duties and responsibilities:

The Program Support Officer (PSO) will support the timely and accurate implementation of the entire program, administrative, logistical and financial procedures in the field office. The PSO will be working in close coordination with Khartoum support team: Finance Manager, Operations Manager, Procurement Specialist, HR Manager and others. Specific duties are as follows:

 

  • Oversee DT Global field office’s administrative and operation functions, including the management of local labor, security guards and temporary staff as required.
  • Draft purchase requests for all goods and services necessary to implement TEPS activities.
  • Verify the accuracy of financial documentations received, including math check, legibility and project relation
  • Manage all local human resource issues with regard to national staff, including interpreting and explaining Personnel Rules, transaction and payroll procedures, contracts, and personnel related policies and procedures in adherence to Government of Sudan Labor Office and DT Global Sudan policies and procedures.
  • Support good working relationships with local authorities, and ensure compliance with laws and regulations governing the work of the organization and its grantees.
  • Serve as the focal point for receiving all grantee/operations procured items, arrange for transportation and delivery. Prepare waybills.  Ensure receipts for goods received are in order for filing.
  • Ensure that all goods procured are within the actual approved budget lines/procurement databases. Any discrepancies to the budget shall be addressed with the RPM or Chief of Party immediately.
  • Ensure damaged or incorrect materials and equipment are properly documented, certified, and claimed or returned.
  • Ensure all equipment is in proper working order prior to delivery to grantee/signing the “goods received” document.
  • Provide weekly reports and physical inventory of stored items awaiting movement to the Procurement and Logistics Specialist or designee.
  • Assist DT Global Senior management to engage with potential and actual service providers, vendors and subcontractors related to the functional establishment of DT Global-  Sudan;
  • Coordinate with related entities for any USAID/TEPS or DT Global staff visits to the field;
  • Develop mmonthly progress report due on the 25th day of the month that report on all aspects of the assignment, noting achievements, constraints and specific plans for the next month.

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in Business Administration, supply chain management, Finance or Accounting  with at least 4 years of experience working for an NGO and/or development organization on a development/disaster assistance program.
  • Preferred minimum of 3 years’ experience with USAID funded project management experience.
  • Fluency in both written and spoken Arabic required and high-level of proficiency in written and spoken English desired. 
  • Excellent organizational and crisis management skills and the ability to interact effectively with international and national personnel. 
  • Experienced in financial management, budgeting, financial reporting, and procurement processes;
  • Proficient in the use of Microsoft applications, including Word and Excel.
  • Demonstrated capacity to develop work plans and budgets, negotiate contracts, take quick and relevant decisions
  • Excellent time management and organizational skills and great attention to detail.
  • Capable of quickly performing multiple tasks simultaneously and prioritizing and meeting deadlines.
  • Extensive knowledge of USAID and/or international donor procurement procedures and policies is required.
  • Demonstrated ability to resolve procurement problems and issues should they arise.
