Background:
The Food Security and Livelihoods (FSL)Technical Officer with support of the DRC and SpRC delegates in WNS will implement FSL activities of the SRCS-DRC psychosocial support project funded by ECHOin the reception centers/entry points, five refugee camps, and their host communities. All FSL activities are to be carried out through the established SRCS structures and have to follow SRCS standards for FSL. The FSLTechnical Officer will coordinate the FSL Field Officers in order to implement the FSL activities as well as the monitoring tasks.

Duties and responsibilities:
Capacity development and technical support :
-
Strengthen and maintain regular contact with project staff on programmatic issues and oversee the work of the project with technical support from SpRC and DRC field delegates.

Build capacity of the sector staff and partners on FSL
Representation and liaison :
-
Participate in all internal and external coordination meetings representing the sector/project.
-
Participate and represent the project in meetings and reviews.
Programme implementation, monitoring, evaluation and reporting :
-
Lead and manage the FSL project and the project team at SRCS/ WN Branch.

Budget monitoring to ensure implementation is in line with the planned/funded activities, coded correctly as per the budget lines and are appropriately executed.

With support from SpRC Delegate, prepare inception reports, work plans and regular donor progress reports for the project.

Ensure the achievement of outputs in line with the approved work plan through the day-to-day planning, management and implementation of activities.

Joint operating principles relevant to the programme area.

Contribute towards demonstrating impact of the food security and Livelihoods for enhance wellbeing and protection prgramme e.g. through surveys and ‘Stories of Change’
Management and strategy development:
-
Work with existing programme activities and capitalize on other on-going similar interventions in the other sectors within SRCS.

With backing from SpRC Delegate, play a role of identification and synthesis of strategies for FSL project and fostering food security and livelihoods options as a means to reduce community-based conflicts.

Ensuring adherence to the Do-No-Harm principle.

Minimum Qualification, Skills and Experience Required:
Education :
-
Bachelor in agriculture, economics, social sciences or any other related field, Master degree or advanced education.
-
Qualification in Agriculture and development studies is preferable.
Experience and Knowledge:
-
Minimum of 4years progressively working with NGO in food security project, livelihood or similar field.
-
Experience in the implementation of cash/voucher distributions is desirable.
-
Experience working in refugees or IDPs camps.
-
Strong management skills.
-
Good organizational, communication and advocacy skills.
-
Strong interpersonal and cross-cultural skills for building synergies and collaboration with partners and beneficiaries.
-
Ability to cooperate and network with other institutions and organisations working in the entry points and the camps.

Ability to assess needs and designFSL activities for vulnerable persons among the refugees.
Languages :
-
Fluency in Arabic - spoken and written.

Fluency in English-spoken and written.
