Food Security and Livelihoods (FSL) Field Officer

 Background:

Purpose:

The Food Security and Livelihoods (FSL)Field Officer with technical support of the SRCS White Nile State FSLTechnical Officer and the DRC and SpRC delegates in WNS will implement FSL activities of theSRCS-DRC psychosocial support projectfunded by ECHOin the reception centres/entry points, five refugee camps and their host communities. All FSL activities are to be carried out through the established SRCS structures and have to follow SRCS standards for FSL. The FSLField Officer will implement FSL activities and supervise the FSL volunteers.

 

 



 
 Duties and responsibilities:

Capacity development and technical support:

  • With technical support of the DRC PS delegate, the SpRC FSL delegate and the WNS FSLTechnical Officer, enhance the capacity of volunteers to carry out FSL activities with the SRCS quality standards and in a safe way.

 

Representation and liaison :

  • With technical support of the DRC PS delegate, the SpRC FSL delegate and the FSL Technical Officer, establish partnerships and enhance coordination with relevant stakeholders at the entry points and at the refugee camps level.
  • Engage in advocacy activities promoting the SRCSFSL services available as and when advised by the FSL Technical Officer and the Branch Director.

 

Programme implementation, monitoring, evaluation and reporting:

  • In close cooperation with the DRC PS Delegatethe SpRC FSL delegate and the FSL Technical Officer, ensure effective implementation(planning, budgeting, reporting) of the FSL activities with refugees in the target entry points, refugee camps and their host communities.
  • Provide safe, dignifying and quality FSL related support to refugees in the entry points,the five selected refugee camps and their host communities.
  • Coordinate and supervise FSL volunteers in the target locations.
  • Maintain records by writing and/or contributing to daily, monthly, quarterly and annual reports to the Branch Director, the DRC PS delegate the SpRC FSL delegate and the WNS FSL Technical Officer.
  • Contribute to rolling out the Caring for Volunteer (CfV) strategy/activities in the White Nile.

 

Management and strategy development:

  • Make field based recommendations to the FSL Technical Officer and FSL SpRC Delegate on the best course of action for the FSL activities.

 

 


 
 Minimum Qualification, Skills and Experience Required:

Education :

  • Background in Social Sciences such as a BA in agriculture, economics, development or any other related field.

 

Experience and Knowledge:

  • More than 3 years’ experience in a similar position in a humanitarian organization or NGO, with more than 2 years’ experience in the area of FSL.
  • Experience in the implementation of cash/voucher distributions is desirable.
  • Good organizational, communication and advocacy skills.
  • Strong interpersonal and cross-cultural skills for building synergies and collaboration with partners and beneficiaries.
  • Ability to cooperate and network with other institutions and organisations working in the entry points and the camps.
  • Ability to assess needs and design FSL activities for vulnerable persons among the refugees.
  • Strong facilitation skills.
  • Experience in supervision and/or management of volunteers.
  • Self-supporting in computers (Windows, spread sheets, word processing).

 

Languages:

  • Fluency in Arabic - spoken and written.
  • Fluency in English-spoken and written.

 

Core Competencies:

  • Willing to work according to the Red Cross/Red Crescent fundamental principles.
  • Very good communication and technical skills.
  • Able, willing and committed to work with people with different backgrounds and experiences.
  • Ability to guide volunteers and affected population in a respectful manner.
  • Committed to take responsibility for good communication amongst volunteers.
  • Mature, flexible and able to work under pressure assuming a range of unanticipated assignments.
  • Willingness to be based in the field in the refugee camps and to travel regularly between the target locations.
  • Ability to assume various roles and assignments as directed by the immediate supervisor within the scope of the SRCS mandate.
