Human Resources Officer
Alight

Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.

Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.

Alight is registered in Sudan and works closely with Federal and State Line Ministries to carry out its humanitarian and development mandates.

 Duties and responsibilities:

Recruitment and Selection

  • Support and coordinate the recruitment of national staff in Kassala in close collaboration with HAC.
  • Ensure recruitment documentation is prepared and communicated on time. These include job descriptions, adverts and recruitment reports.
  • Provide administrative support to the recruitment process that includes contacting candidates and giving feedback to non-successful candidates.
  • Responsible for ensuring recruitment reports are compiled and filed appropriately.
  • Responsible for development and maintenance of a proper filing system for recruitment documentation.

 

Contract Management

  • In consultation with the Senior Human Resources Manager (SHRM), submit the information for contract offer letters to Khartoum head office for generation and distribute contracts to new national staff in Kassala.  Negotiate contracts when necessary.
  • Monitor and advise line managers of new staff’s completion of probationary periods.  Submit information to Khartoum office for generation and issue confirmation letters to staff who successfully complete probationary periods.
  • In coordination with the Project Manager and SHRM, assist in issuing notice of termination letters and ensure the separation processes are followed including the facilitation of the Separation Clearance Form.
  • Act as liaison with various offices and ministries regarding staffing issues.

 

Compensation and Benefits

  • Ensures timesheets are reviewed and approved by line managers and checks for quality assurance beforesubmitting to SHRM in Khartoum by the deadline each month.
  • Prepare social insurance tracking sheet for Kassala staff and submit to Social Insurance Chamber in Kassala.
  • Responsible for ensuring separated staff get letters to enable them access to NSIF benefits when the contract ends.
  • Responsible for managing annual and other leave types for Kassala staff ensuring there are plans to utilize the annual leave entitlements within the year of accrual including submitting monthly tracking sheet for annual leave.
  • Ensure all staff correctly and punctually fill out the timesheets.  Responsible for ensuring overtime requests are according to the national staff regulations and the Sudan Labour Act 1997.
  • Responsible for submitting all payroll changes including deductions, new hires, terminations and other exemptions to SHRM for review and submission is sent to Finance for implementation by the deadline each

Induction

  • Responsible for developing, implementing and monitoring the new hire induction schedule while conducting the HR specific induction for all new national staff within one (1) week of employment.
  • Ensure completeness of all policy forms within one (1) week of employment.

 

Performance Management

  • Coordinate with the SHRM and all line managers to ensure performance appraisals take place after the three-month probationary period and on an annual basis. Communication should be sent out one month prior to ensure timely appraisals are submitted.
  • Prepare and submit a Training Needs Assessment and Personal Development Needs report to Khartoum office for all Kassala staff.
  • Ensure all performance appraisals are submitted to SHRM on a timely basis for review.

 

Employee Relations and Welfare

  • Collect, process and submit information to Khartoum head office for processing and approval of medical reimbursements.
  • Report any issues affecting staff morale and performance and well-being to the country Management Team.
  • Represent ARC in the Labour Office for any staff issues that need dialogue with the Labour Office.
  • Act as the first point of contact for all Kassala employee issues and escalate as appropriate.
  • In consultation with the SHRM, advise and take part in national staff disciplinary and grievance procedures to conclusion.
  • Conduct training sessions on ARC Codes of Conduct and policies on an annual basis.

 

Record Management and HR Reporting

  • Ensure all Kassala staff files are complete and HR documentation is filed according to the filing checklist.
  • Ensure all original staff documents are submitted to the Khartoum head office for filing.
  • Follow through to ensure all staff has submitted required personal documents and escalate if possible.
  • Prepare and submit HR monthly reports to SHRM: i.e. narrative, severance, employee lists, social insurance, leave balance and performance management tracking on a timely basis.
  • Ensure the national staff database is up to date, properly maintained and communicated on a monthly basis.

 

Administrative

  • Assist in guesthouse management when necessary
  • Fill in for various senior Kassala positions when staff are on leave or there is a vacancy.

 

Other

  • Perform any other duties that may be requested by the supervisor as necessary.

 
 Minimum Qualification, Skills and Experience Required:

  • University Education in Human Resources Management, Business Administration or a related field.
  • A Bachelor’s degree in HR Management would be an added advantage.
  • Good knowledge of the Sudan Labour legislations and ability to apply.
  • At least 5 years’ relevant experience.
  • Proficient in employee relation matters.
  • Ability to communicate well with all levels of people.
  • Good report writing skills.
  • Good knowledge of MS Excel and Word.
  • Fluency in English required.
