 Duties and responsibilities:

Responsibilities

The Head of Finance is responsible for

  • efficiently dealing with queries about issues in the Finance section of the GIZ Office Khartoum
  • performing tasks in compliance with GIZ’s Processes and Rules (PuR)
  • correctly providing services within the team in accordance with GIZ’s requirements
  • ensuring that deadlines are kept
  • ensuring that accounting, payroll, payment of invoices and internal control are working based on PuR and in satisfaction with clients and customers
  • leading staff members

 

The manager also performs the following tasks:

  • advises his/her superior (Head of Finance and Administration and / or Management) on questions relating to the thematic area and on issues that are relevant to different groups
  1. Management responsibility

The Head of Finance

  • is responsible for the business areas, orders and measures assigned within the section and for managing all staff who report to him/her
  • manages staff in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for creativity and innovation
  • is responsible for recruiting, selecting, grading, planning the assignment of and professional development of staff members who report to him/her
  • is also responsible for monitoring, managing staff and ensuring that they provide cost-effective services
  • carries out the annual staff assessment and development talk for staff members who report to him/her
  • plans and coordinates the Finance Department in all relevant areas, such as trainings for office and project staff, internal control, accounting, finance, financial controlling
  • taking over responsibility as per signatory regulations

 

  1. Content-related tasks

The Head of Finance

  • ensures internal and external networking between different groups and thinks and acts outside the boundaries of the immediate team
  • designs group and working procedures in line with objectives, requirements and the client’s needs
  • further develops themes and instruments in his/her working area and incorporates these into the overall context
  • makes available expertise in the context of knowledge management and also advises external parties on issues from the manager’s area of responsibility
  • networks with other units and takes into account management goals and requirements in providing services
  • formulates solutions for complex issues and fundamental issues relating to the section

 

  1. Financial Management

The Head of Finance

  • isresponsible for banking matters and managing the letter of credit
  • monitors account payables/receivables of the Office and project journals and gives monthly feedback to the Head of Finance and Administration and quarterly feedback to the Country Director and if required ad hoc
  • is responsible for checking invoices and settlements, local subsidies, financing agreements and consultants’ contracts
  • checks transfer slips and/or other bank documents in the absence of Head of Finance and Administration
  • is responsible for the invoice check in Co-soft and Pro-soft

 

  1. Payroll, taxes, social security

The Head of Finance

  • Reviews and verifies monthly payroll sheets, tax, social security and overtime for national personnel

 

  1. Internal Control

The Head of Finance

  • Plans, implements and assists in carrying out the annual internal control schedule and reports
  • Ensures that the IC reports are submitted on time and follows up on the implementation of the IC findings in close collaboration with Internal Auditors.

 

  1. General Services

The Head of Finance

  • Assists with creditor and debtor administration, including local subsidies, and agreements with national appraisers
  • Processes settlements of applications for the reimbursement of travel expenses
  • is responsible for ensuring that retirements are sent to the finance unit, in accordance with the agreed deadlines stipulated in the contracts (financing agreements, local subsidies, consultants’ contracts)
  • facilitates operational fund transfers to projects
  • provides guidance and advice in finance-related matters to projects
  • organizes regular meetings with the  Admin Managers of the projects and department staff

 

  1. Other duties/additional tasks

The Head of Finance

  • immediately reports all problems involving finance and regulations to the Head of Finance and Administration and/or the Country Director
  • maintains filing for the finance unit and keeps information confidential in accordance to corporate rules regarding data protection.
  • performs other duties and tasks at the request of management

 


 
 Minimum Qualification, Skills and Experience Required:

Qualifications

  • Master’s degree in accounting, Finance Management, economics or similar areas
  • Professional Certificate in Finance& Accounting (ACCA, CPA or CIMA)

 

Professional experience

  • At least 5 years’ professional experience in a comparable position with management experience
  • GIZ experience in the area of Finance will be an asset

 

Other knowledge, additional competences

  • finely tuned organisational skills and ability to work on one’s own initiative at the conceptional level
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • very good communication skills in English, Arabic and German language will be an asset
  • very good management skills
  • very good analytical skills
