Duties and responsibilities:
ROLE PURPOSE
Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice.We actively unite children, communities and other people who share our mission to make positive lasting changes in children’s and young people’s lives. We support children to gain the skills, knowledge and confidence they need to claim their rights to a fulfilling life, today and in the future. We place a specific focus on girls and women, who are most often left behind. We have been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries.
This role of the Child Project Coordinator will focus on implementation of the project titled “Sudan Joint Response)” in North Darfur and South Kordofan states; this include taking role of direct implementation of protection activities in North Darfur, beside coordination and follow up with implementing partner on child protection in SKS. In close coordination with project manager, the PC will ensure quality and timely delivery of work performance according to project proposal, standards, specifications, polices, donors’ requirements/compliance and the prospective results. In addition, he/she will act asmaster trainer for the partner’s field team on topics identified during capacity assessments and in linewith programme design and will work to disseminate capacity building to the partner field staff and lead the engagement of communities in Child Protection programmedesigns.Key components of the position also includeadvocacy and networking, strategic thematic area planning, developing and strengthening partnerships and mainstreaming of child centred community development. The PC will ensure response to immediate child protection issues with simultaneous consideration of longer term needs and possible scenarios.
Dimensions of the Role
The ProjectCoordinator reports to the Joint Response Project Manager based in North Darfur supported by technical specialist based in Khartoum and has no direct reports. They also do not have delegated financial authority.
Accountabilities (SPECIFIC RESPONSIBILITIES AND FUNCTIONS):

Project planning, implementation and reporting
-
Develop Detailed Implementation Plan for protection activities and continue updating it with IP and follow the logical framework of the project in coordination with project manager each in his/her respective area.

Coordinate different CP intervention project activities efficiently with assigned implementing partners including public ones in the assigned States.
-
Support and lead project surveys, assessments, baselines, and feasibility studies at local level; and coordinate process of beneficiary’s communication needs.
-
Oversee CP interventionunder the Country Lead leadership and contribute to the development of concept notes and proposals.
-
Ensure effective and efficient management of financial resources, including review and check project budgets, monitoring expenditures, and implementing cost control measures.

Ensure quality and timely reporting and documenting of CP activitieswith details information that contribute to effective work plans and follow up of the planning, budgeting and risks analysis for better project implementation.This is including preparation of monthly, quarterly and yearly program progress reports;

Participate in project related meeting and coordination avenues at state and localities levels and with whom the project is of concern.

Provide timely coordination and guidance in the delivery of child protection in emergencies activities and ensure the mainstreaming of CP, Inclusion and DRR across other sectors in program area.

Tracking the achievement in coordination with M&E team and IP and document lessons learns, success stories, photos of key events where possible in effective manner.

Support implementing partner to mainstream Gender, Protection and Accountability including community feedback and respond mechanisms (CFRM) throughout the implementation of the project and seek support when needed.

Ensures that Plan International’s global policies for Safeguarding Children and Young People Policy (SCYPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Maintain coordination and close relationship with Plan’s relevant departments (programs, administration, Resource Mobilization, Accounts and M&E).

Policy Engagement and networking

Serve as a principal representative to state child protection thematic networks and clusters to promote effective program implementation, to create collaborative and positive partnerships and alliances, and to influence policy that maximizes the impact of the country strategy.

Establish links and good relationships with relevant government authorities, NGOs, academic and research institutions and the media, in the area of child protection to draw information and knowledge for program efficiency and effectiveness.

Makes follow up and proper documentation of state government policies, strategies and plans with respect to child protection.

Partnership Development and Strengthening
-
Periodically collect informationabout other organisations working within the state to gain institution knowledge of the environment.

In support of the CP program lead and partnership manager, manage the partnership in a holistic and reciprocal manner.

Seeks opportunities for different kinds of partnership for enhanced quality program implementation.

Provide support to partner staff, coaching for results and support to the child protection thematic area team as well as in their individual development and performance management.
Key relationships
Internal Communication

Project Managers: Daily communications, coordination and support to seek approval and keep the PM as line manager updated on projects implementations status.

Programme Quality – Occasional communication when required to get support to ensure the same understanding of standards and procedures and to deliver quality performance of projects.

Child Protection Program Lead – Occasional communication when required for continuous capacity building, reporting and feedback on related child issues and way forward to overcome them with the PM kept posted

Support Services – occasional communication for better coordination, integration and team work to achieve inclusive integrated organizational strategy, objectives and goals

WASH & FSL Coordinator (REFLECT and VSL) – High level of communication to seek technical support in delivery module for formation and working with VSLA groups, also assure CP mainstreaming in FSL & WASH activities implementation.

Technical lead social norms and gender transformation – High level of communication, see technical support to further understand social norms and gender transformation component in the project, and changing dynamics that linked to root causes, existing opportunities for positive changes, and knowledge management process from programmatic prospective.

M&E coordinator – High level communication to ensure continues monitoring and evaluation of the project and ongoing support to IP to track the outcomes, results and outputs based on baseline report and achievements made.

Project Accountant- High level contact for communication to process request, payments, reconciliations and monitoring the budget utilization according to plans and get update on expenditure status.

Programme Area Manager – Law level of communication to report, seek approvals, sharing reports and views to strengthen the program areas and to ensure continues support for the program quality and compliance with Plan policies.
External Communication:
-
Local Implementing Partner – high level of communication with IP, as they have the overall responsible for project implementation, this requires to work closely with IP to ensure proper planning, community mobilization, implementation, access to targeted communities, good delivery of approaches, including accurate management of financial resources received. It important to ensure transparency and quality delivery of the work.

Other stakeholders and Government Line Ministries: Mostly State Council of Child Welfare (SCCW) and social Welfare, and ministry of health, community leaders, religious leaders – Medium of communication in form of sharing program updates during social Norms Task Force which may be in monthly based and upon call for joint planning and celebrations.

A minimum of Bachelor’s degree in Management, Social Sciences, Development Studies, Economics or other related fields. Master degree is preferable.

At least 4 years’ experience in a similar role,in management of Protection, Gender or social change projects preferably within humanitarian context

Proven understanding of programming concepts and human rights-based approach in development and emergencies and understand partnership management.

Experience in conducting capacity development programmes for partners and right holders

Good skill in project cycle management, MQE and project quality standards.

Demonstrated ability to set up learning and development processes and strategies for partners and community groups.

Level of contact with children

High level: Frequent interaction with children and youth as one of the key roles the project coordinator has to demonstrate the values, ensue IP staff, communities including children and youth are safe and consulted during designing and implementation of project activities and their point of views are reflected in activities and the objectives are met, and this the core component of the project.
