 Background:

GOAL has been working in Sudan since 1985, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition,  healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS.

 

GOAL is currently working directly in North Darfur and South Kordofan States, managed by GOAL offices in these states and in Khartoum. The current GOAL programmes focus on four main sectors:  Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL).

 



 
 Duties and responsibilities:

General Description of the Role:

As the Assistant Procurement Officer reports to the Procurement Coordinator. S/he will provide admin and procurement services to Khartoum and sub-offices including purchase of equipment, services, and supplies, management of facilities and supply inventory.

S/he ensures adherence to standard procurement policies, processes, and procedures of GOAL, and, contributes to the continuous improvement of the services and support provided by the Operations Unit.

 

Job Responsibilities:

  • Search for competent, reputable, and reliable suppliers of goods or services.
  • Visits suppliers (company site, stores, and/or production facilities) to collect information and support the due diligence process.
  • Purchases items following GOAL procurement documents (i.e. Purchase Order), instructions, and standards.
  • Ensuring all the supporting documentation is accurate and on file to assist the timely payment to vendors; and, follows up with requestors, suppliers, and other relevant parties to address any deficiencies and/or discrepancies in accordance with GOAL policies and standards and other donor requirements.
  • Assist the administrative/procurement team in procedures consistent with GOAL, donor, and other regulations with integrity, which may include, but is not limited to: identifying vendors, circulating tenders and soliciting bids, serving on bid committees, collecting and completing necessary documentation, and filing.
  • Ensure all procurement records are on file for control and reference.
  • Maintain relationships with vendors/suppliers. Continuously solicit input from field operations teams on vendor performance and track/report on experiences.
  • Communicate with departments throughout the procurement process until goods have arrived at the designated location.
  • Prepare transactional documents in support of general operations processes and support coordination of transaction processing (e.g. payment requests, travel authorizations, travel advances, visas, etc.).
  • Provide specialized administrative transactions and processes (e.g. translate, type, proofread, and/or format documents; record and transcribe meeting minutes; draft simple correspondence messages).

 


 
 Minimum Qualification, Skills and Experience Required:

  • Degree or Diploma in a directly related field
  • 6 months experience working in an office environment in a clerical or administrative role.
  • Experience with a local or international NGO a plus.
  • Additional education may substitute for some experience.
  • Experience in MS Office package (Excel, Word, PowerPoint,) and information management systems. Proficient in Word.

Required/Desired Foreign Language

  • Excellent command in English and Arabic.
