 Background:

Technical Advisor for Infrastructure

for the project “Employment Promotion Darfur for Refugees, IDPs and Host Communities”

Duty station is El Fasher or El Geneina with regular duty trips to Nyala, El Fasher, El Geneina, and Khartoum.The technical advisor will reportdirectly to the Head of Construction Unit and work in close cooperation with the International Advisor for Infrastructure.

Context

On behalf of the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ implements a project to promote employment in the three capitals of North, West and South Darfur. The project aims at improving the livelihoods of the local population, internally displaced persons and refugees by strengthening the capacities of technical and vocational training providers to deliver market-oriented skills training.In this moment, no Vocational Training Centers (VTC) exists in the city of El Fasher and El Geneina. At Nyala a VTC exists but it falls short to Sudanese standards and expectations regarding its building structure. Therefore, the construction component of the GIZ Employment Promotion DafurProgrammeis planning and conducting the construction of two new VTC, in El Fasher and El Geneina, as well as rehabilitation measures at the VTC and TSS in Nyala, El Fasher and El Geneina.


 



 
 Duties and responsibilities:

  1. Responsibilities

The position holder acts as technical advisor - Infrastructure in theconstruction component. The technical expertise will focus on managing and supporting the design and implementation of the construction projects.

He/She will coordinate the project activities in line with the partner agency, the GIZ Construction Unit and the International Advisor in the field. The position comes with a high degree of self-initiative and commitment. It requires problem-solving skills and to quickly acquaint oneself with new topics and tasks.

The position holder is responsible for:

  • Managing an area of responsibility that forms part of the project objectives, team agreements and/or agreements with the International Advisor Infrastructure.
  • Supporting the implementationand achievement of the project objectives as part of a multicultural team;
  • Reporting and knowledge management.

 

In this context, the position holder fulfils the following tasks:

As “Technical Advisor – Infrastructure” the incumbent will actively participate in planning and implementing all the activities of the project component in El Fasher, El Geneina and Nyala.

  1. Tasks
  1. Coordination and Management
  • Participating in project planning and implementation, management, monitoring, evaluation, communication and documentation for new VTC construction projects in El Fasher an El Geneina as well as rehabilitation projects in Nyala, El Fasher and El Geneina;
  • Coordinate and prioritise relevant project activities in cooperation with the international advisor, partners, with regards to the organisational preparation, implementation and monitoring of the activities;
  • Coordinate field activities with GIZ, authorities, partners and consultants;
  • Monitor and document project progress and the activities of the construction projects;
  • Review reports, technical design documents and documents on the project progress, identify bottlenecks and recommend alternative options;
  • Participating in the preparation of “Terms of Reference” and detailed “Bill of Quantities” to ensure non disputable supervision of construction;
  • Plan, design, coordinate and conduct meetings with project partners, consultants and contractors, support site visits;
  • Contribute to the Monitoring and Evaluation of the project;
  • Support to the communication and reporting to the European Union, the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Embassy and GIZ Head Office;
  • Participate in the development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Maintain good cooperation, contact and dialogue with partners, local communities, relevant organisations, individuals and other stakeholders in the project environment to improve and maintain good working relationships;

 

  1. Advisory and Supervision
  • Engage in architectural/engineering consultations to design, tender and supervise design and constructionactivities based on GIZ and local Standards;
  • Manage, direct and monitor progress during each phase of construction work and ensure the project runs smoothly and structures are completed within budget, quality and on time;
  • Ensure efficient, traceable and transparent conduct of all construction activities, procurement, supervision,time and financial monitoring and control;
  • Project feasibility assessment by assessing materials, costs and time requirements;
  • Ensure quality of all material used according to detailed Bills of Quantity;
  • Make sure the project complies with legal requirements of local authorities and GIZ;
  • Maintain and monitor project plans, project schedules, work hours, budgets and expenditures;
  • Ensure all necessary plans, specifications, permissions and contracts are in place prior to commencement of construction activities based in GIZ and local standards, and in coordination with international advisor and GIZ Headquarter and Country Office;
  • Participate in Negotiations with authorities and public supply/disposal companies to obtain all required permissions as well as elaborating, compiling and submitting of the required documents;
  • Prepare and participate at official contractual steps of projectimplementation (site handing over; taking over and official handing over);
  • Participate in regular meetings with partners and contractors and contribute to quality assurance of the projects;
  • Supervise engineering and construction contractors and conduction of site inspections to assure quality control, identification of construction defects and ensure the remedy of defects by responsible contractor;
  • Provide support and guidance to contractors and assist in resolving site problems as necessary.
  • Participate in the claim management;
  • Ensure all documentation is maintained appropriately for the projects;
  • Prepare on a weekly basis progress reports for the International Advisor or Line Manager.
  • Ensure that Health, Safety and Environmental requirements are followed at all stage of the project.
  • Performance of additional duties and tasks at the request of international advisor or line manager which lay in the framework of the expert’s professional qualification

 
 Minimum Qualification, Skills and Experience Required:

  1. Qualification
  • University degree (at least Master or equivalent) in Civil Engineering or Architecture;
  • A bachelor’s degree in combination with relevant years of experience may be accepted in lieu of master’s degree.

 

  1. Professional Experience
  • 10+ years professional experience on site in reputable company of the sector
  • Experience in evaluating and supervising construction work
  • Experience in tender and procurement management; establishing of Terms of Reference and/or Bill of Quantities
  • Experience in working with international organizations
  • Experience in advising government partner institutions in related thematic areas and ability to work with a wide variety of stakeholders

Sound experience in project management of construction projects

  1. Other Knowledge, Competencies
  • Excellent knowledge of the construction sector and relevant stakeholders of the sector
  • Patient and good follow-up ability, with a creative outlook toward problem solving
  • Ability to organize own work, set priorities and meet critical deadlines and interact effectively with co-workers, International Advisor and project colleagues
  • Ability to work independently under broad supervision
  • Strong negotiating and diplomatic skills
  • Strong client relationship management skills and ability to establish strong credibility
  • Ability to work effectively in teams, communicate ideas clearly and confidently, articulate issues and recommend solutions
  • Proactive work ethic and ability to handle confidential matters with the utmost professionalism
  • Willingness to spend vast amount of time on the construction site
  • Very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office)
  • Excellent English and Arabic communication skills and the ability to work with a wide range of people

 

Location:

  • GIZ Sudan Project Office El Fasheror El Geneinaand very frequent travels to El Fasher, El Geneina, Nyala and Khartoum according to project activity demands.
