 Background:

(Junior) Monitoring & Evaluation and Communications Officer

for the project “Employment Promotion Darfur for Refugees, IDPs and Host Communities/
YES – Youth, Employment, Skills”

Duty station is either Khartoum, Nyala, El Geneina or El Fasherwith regular duty trips to the other project locations. The M&E and Communications Officer will workin close cooperation with the Adviser(s) for M&E and Communications.

Context

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the European Union, GIZ implements a project to promote employment in the three capitals of North, West and South Darfur. The project aims at improving the livelihoods of the local population, internally displaced persons and refugees by enhancing both the demand and supply sides of the labour market. On the demand side,the project works with private sector organisations and producer associations to improve business and entrepreneurship development services that will enable young people to start their own business and artisan workshops and small businesses to grow and create jobs. On the supply side, the project strengthens the capacities of technical and vocational training providers to deliver market-oriented skills training. To complement these efforts, assistance is provided to stakeholders, including the Labour Offices in the three respective towns, who can link young job seekers to opportunities for apprenticeship, employment or self-employment. Particular attention is paid to marginalised groups such as internally displaced persons, refugees and women.



 
 Duties and responsibilities:

  1. Responsibilities

The position holder is responsible for:

  • Supporting the implementation of the project objectives as part of a multicultural team;
  • Supporting the developmentand maintenance ofthe project’s internal M&E system;
  • Liaising with field staff regardingM&E and Communications;
  • Supporting the implementation of the project-related visibility strategy;
  • Supporting the context-sensitive implementation of activities in the field of communication/public relations;

 

In this context, the position holder fulfils the following tasks:

  1. Tasks
  • Supporting donor reporting (BMZ, EU);
  • Following-up impact data collection in cooperation with colleagues (conducting surveys, collecting demographic data);
  • Calculating quantitative impact data from the project-internal monitoring database;
  • Advising component leaders on how to measure impacts during the implementation of activities; 
  • Producing print and online communications and PR material for different target groups incl. content for the project’s Facebook page;
  • Preparing and organising events (workshops, trainings, official visits, etc.);
  • Liaising with local media (print, digital, radio, TV);
  • Analysing lessons learnt and compiling best practices for project implementation;
  • Drafting reports, articles and other written documents in English and Arabic;
  • Performs other duties and tasks at the request of the management.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree (at least Bachelor or equivalent)equivalentprofessional experience;
  • Business and results orientation;
  • Very good working knowledge of ICT:
    • MS Office
    • Data evaluation (Excel, Access, SPSS)
    • Graphic design and layout software is an asset;
  • Affinity for working with digital solutions and social media;
  • Familiarity with the media sector in Sudan, esp. Darfur;
  • Excellent English and Arabic communication skills incl. language sensitivity, both verbal and in writing
  • Accuracy;
  • Experience in photo- and videography is an asset;
  • High social competence and ability to work in an(international) team;
  • A problem-solving and hands-on attitude.
