 Background:

GOAL’s mission is to work with the most vulnerable communities to help them respond to and recover from humanitarian crises, and to assist them to build transcendent solutions to mitigate poverty and vulnerability.

GOAL has been working in Sudan since 1985, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition,  healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS.

GOAL is currently working directly in North Darfur and South Kordofan States, managed by GOAL offices in these states and in Khartoum. The current GOAL programmes focus on four main sectors:  Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL).

 



 
 Duties and responsibilities:

General Description of the Role:

Under the Direct supervision of Deputy Director of Operations, the HR coordinator ensures the management of human resources in accordance with the GOAL Sudan labor legislation. The HR Coordinator will lead the HR team to ensure high quality and efficient staff recruitment, contract management, orientation, learning and development, performance management, compensation and benefits, code of conduct compliance, employee engagement and staff care.

The HR Coordinator will adapt and implement GOAL Global HR initiatives and practices and serve as an advisor to maximize staffing resources and performance, promote a positive organizational culture, minimize risk and ensure economy and efficiency of work processes.

Key Duties:

  • Ensure application and implementation of the HR policy of the mission, especially in terms of salary, remuneration, and benefits, social policy, staff development, training;
    Ensure adequacy of HR legal documentation (internal regulations, terms of employment, etc.) with legislation;
  • Guarantee the proper implementation of all HR policies, and to this end ensure that rules and procedures are known and understood by all managers and that they have all tools needed for their implementation (internal regulations, employment contracts, job profiles, etc.).
  • Update and develop the tools related to the HR policies and processes (administrative management, disciplinary aspects, induction, termination, training planning, promotion and talent management, etc.), and ensure their implementation.
  • Design and implement in close coordination managers Training Plan at the country level;
  • Frame Induction processes for newly-recruited staff at country office, adapt standard tools and coordinate with HR unit in Sudan;

 

Responsibility 2: Support to field offices

  • Develop and maintain good relationship / communication with each field base, in the aim to enhance information sharing and ensure proper implementation of HR framework;
  • Upon request, conduct support missions on the field (monitoring visits, gap filling, support for recruitments or heavy workload or disciplinary measures…);

 

Responsibility 3: Coordination & Reporting

  • Support the ACDS for the coordination and animation between field bases office and the country office: dissemination of information, sharing of lessons learned and good practices, identification of gaps and/or training needs, organization of workshops, development of capacity building modules for staff
  • Together with managers and ACDS, identify the training needs or areas for improvement among teams; design and implement adequate action plan/capacity building plan;
  • Participate to enhance the coordination among HR and Program Team, at both field and country level; ensure the positioning of the HR Team as “solution-oriented” department;
  • Participate actively in internal meeting and coordination;
  • Contribute to the monthly "Situation Report" and to any other reports;

 
 Minimum Qualification, Skills and Experience Required:

Requirements:

Qualification(s):

  1. Humanitarian Administration.
  2. Bachelor’s degree in a relevant field (HR, administration).

Experience:

  • At least 5 years of experience as Admin and/or HR Manager / Coordinator in a professional organization (private, public and/or not-for-profit sector).
  • At least 2 years of experience in the humanitarian sector overseas;
  • Proven experience in tools development and HR policies design
  • Proven experience in coordination at country level;
  • Proven training and local capacity building experience.

 

Skills:

  • English mandatory (oral and written)
  • Strong IT skills Proven experience in tools development and HR policies design
