 Background:

The GIZ Office Khartoum has been re-established in March 2018. GIZ Offices are the central element of GIZ’s field structure. The GIZ Office provides human resources and commercial support services for projects in their areas. Furthermore, the GIZ Offices perform internal audits of the project administrations in the public-benefit sector.



 
 Duties and responsibilities:

 

A.          Responsibilities

The Head of HR is responsible for

§  efficiently dealing with HR queries in the GIZ Office Khartoum and GIZ’s programs in Sudan

§  performing tasks in compliance with GIZ’s Processes and Rules (PuR)

§  correctly providing services within the team in accordance with GIZ’s requirements

§  ensuring that deadlines are kept

§  leading the HR department

§  innovation, knowledge management and communication of innovations to a broad target group

§  integrating results and experience into teamwork and the work of all relevant groups

§  the technical coordination with department staff members, GIZ Office Khartoum, other offices, project staffs and HQ

§  is the central contact for management and staff for all HR questions, specifically recruitment and selection, contract issues and professional development measures

§  is responsible for implementing HR procedures as required, specifically operational and administrative tasks

§  implements national personnel policies in line with local conditions and maintains contact with the National Personnel Team at Head Office. Acts independently and integrates others who have been assigned HR tasks

§  advises the Head of Finance and Administration on internal and external HR policies

§  assumes conceptual and coordination tasks in HR management on behalf of the country director

 

 

 

B.          The Head of HR also performs the following tasks:

 

1.       Dialogue with the Management

The Head of HR

§  advises his/her superior (Head of Finance and Administration and / or Management) on questions relating to the thematic area and on issues that are relevant to different groups

§  provides advisory services to project / program managers and to relevant staff in all HR matters, including customs and liaison

 

2.       Management responsibility

The Head of HR

§  is responsible for the business areas, orders and measures assigned within the section and for managing all staff who report to him/her

§  executes plans, policies and programs business affairs related to HR

§  manages staff in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for creativity and innovation

§                            is responsible for recruiting, selecting, grading, planning the assignment of and professional development of staff members who report to him/her

 

§  is also responsible for monitoring, managing staff and ensuring that they provide cost-effective services

§  carries out the annual staff assessment and development talk for staff members who report to him/her

§  plans and coordinates the HR Department in all relevant areas, such as trainings for office and project staff

§  taking over responsibility as per signatory regulations

§  leads and guides the Country Office HR Team to provide an excellent service to GIZ clients and fosters collaboration within the team, with other CO teams, projects and external clients

 

3.       Content-related tasks

The Head of HR

§  ensures internal and external networking between different groups and thinks and acts outside the boundaries of the immediate team

§  designs group and working procedures in line with objectives, requirements and the client’s needs

§  further develops themes and instruments in his/her working area and incorporates these into the overall context

§  makes available expertise in the context of knowledge management and also advises external parties on issues from the manager’s area of responsibility

§  networks with other units and takes into account management goals and requirements in providing services

§  formulates solutions for complex issues and fundamental issues relating to the section

 

4.       HR related tasks

§  is responsible for implementing and complying with GIZ’s national personnel policies and puts in place the corresponding HR instruments and procedures

§  implements HRM for national personnel (e.g. enters competences, plans availability for assignment, considers staff for vacancies, advises, organizes and implements professional development measures)

§  develops information material for new staff

§  writes and updates the employment manual with relevant documents on current hiring conditions. In this context, he/she consults a lawyer specializing in labor law.

§  develops human resources instruments and procedures (e.g. staff assessment and development talks, bonus systems, development plans) in consultation with the country director and assists in their implementation

§  organizes the evaluation process (information on schedule for staff assessment and development talks, filing forms, monitoring documentation on qualification requirements and professional development etc.)

§  plans and organizes training measures, including induction event for new staff, and advises managers on further training measures

§  checks the names of national personnel against the sanction list

§  networks with the national personnel help desk at Head Office and the other HR specialists in the region to share experience on good practices

§  determines the appropriate contract based on national labor law and the material and formal conditions (limited/unlimited employment contract, distinction from appraiser contract, internship etc.)

§  draws up the employment contract on the basis of the standard GIZ contract, local hiring conditions and the contents of the advertisement

§  deals with all other organizational and administrative stages in processing, e.g. monthly update of entries in SAP-HR for national personnel

§  maintains information on hiring conditions for national personnel (remuneration system, salary groups, model job descriptions, labor law etc.), updates this and informs managers

§  ensures that payroll functions smoothly.

 

 


 
 Minimum Qualification, Skills and Experience Required:

  • BA/MSc in business administration, university degree in law or sociology (if possible with a focus on HR management) or comparable degree·
  • Minimum 4 GIZ experience in leader HR position·
  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)·
  • basic knowledge of national labour and social law·
  • basic knowledge of HR management, other·  work experience desirable
  • good knowledge of the European language widely used in the country, ideally a knowledge of German , English·
  • strictly confidential handling of all HR issues·
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management·
