 Background:

General description of program

GOAL has been responding to a wide range of humanitarian and development needs in Darfur since 2004 and is currently supporting the provision of primary healthcare services in 17 facilities across Kutum and Al-Waha localities, North Darfur. The proposed action responds to the changing security and political context in Sudan and has been designed to promote durable solutions for displacement-affected communities, as well as long term access to quality health services. The action is designed to strengthen the capacity of the decentralized health system in North Darfur to provide sustainable services in the target localities of Kutum, Serf Umra and Umbaro in North Darfur, by increasing the quality of, and demand for, services. Activities range from infrastructure rehabilitation and financial support to the system, to improving monitoring and supervision, quality assurance, data collection for enhanced planning and decision making. It links top down approaches, via health systems strengthening, with bottom up approaches via community systems strengthening, in order that demand, access and quality of health service provision and delivery are optimised.

 All interventions are carried out in coordination with the local authorities and line Ministries as well as with local partners as appropriate.


General Description of the Role

GOAL is implementing a program called HealthPro that will provide phased and structured support to 10 primary health care (PHC) facilities and one rural hospital , Locality Health Authorities (LHA), and National Medical Supply Fund (NMSF), while strengthening linkages within and between these agencies and the National Health Insurance Fund (NHIF) to strengthen the health system in North Darfur. In doing so, the action intends to support in accelerating achievement of universal health coverage, firstly by increasing the population covered with an essential package of Health services; secondly by expanding the services provided within the PHC service package; and finally by ensuring that populations in need are protected against catastrophic health expenses through promotion of NHIF coverage. The action will promote increased access to NHIF coverage and financial risk protection, initially through financial support for premiums and other health system costs, while linking the poorest of the poor to community groups and social funds to promote sustainable financing of these costs.

The MEAL Coordinator will be responsible for all monitoring and evaluation related to the HealthPro project, including developing a database of the health-pro program, collecting quantitative and qualitative data, overseeing surveys and evaluations, ensuring that both are carried out to a high standard following GOAL and National Guidelines, training staff to assist in data collection, producing high quality reports in a timely manner, and disseminating results within GOAL, to all relevant partners, and to the communities in which we work. In addition, the MEAL coordinator will coordinate with HealthPro senior management team, along with the National Medical Supply Fund (NMSF) and National Health Insurance Fund (NHIF) in ensuring all data is collected, shared, analyzed and well stored. The MEAL Coordinator must work with other GOAL staff to ensure compliance with all GOAL and EU regulations.

 

Overall Objectives of the position:

Work with Health-pro Coordinators to ensure that the program has appropriate monitoring and evaluation systems in place in line with Donor reporting requirements. Ensure surveys and assessments are carried out in a timely and effective manner with full participation of the programme teams. 



 
 Duties and responsibilities:

Overall Responsibilities

  • Lead the development and implementation of gender-sensitive M&E Plan and systems for HealthPro project, including all required surveys and evaluations, data collection tools and storage databases, ensuring consistency in data collection and data analysis.
  • Ensure familiarity with project Monitoring plan, including full logical framework and all project indicators, and establish Output and Indicators Progress Tracker and keep this updated for all project outputs and indicators
  • Conduct overall monitoring of HealthPro project activities and indicators, working closely with project team and GOAL MEAL team
  • Oversee and support all project databases, ensuring data quality and appropriate data protection is practiced
  • Support programme teams in planning MEAL activities.
  • Work closely with project senior Coordinators to ensure timely updating and filing of program reports and databases on shared drive
  • Collect relevant assessments from other NGOS, UN agencies, and government departments.
  • Work with GOAL MEAL & Accountability Department to ensure that GOAL has up-to-date Community Profiles for the locations in which GOAL works.
  • Management of M&E budget lines for HealthPro project, ensuring budget management is efficient and in compliance with all GOAL and EU policies

Surveys

  • Develop and implement a clear MEAL Plan including all surveys, studies, and evaluations (including baseline and midterm) required for HealthPro project (as per the proposal and logical framework)
  • Coordinate the survey process including planning, development of tools, through data collection to reporting and drawing of conclusions and recommendations
  • Ensure full participation of relevant technical / programmatic staff from GOAL as well as from health system stakeholders , partner agencies, and donor through the planning, implementation, and analysis process
  • Ensure appropriate recruitment of survey teams in each field location.
  • Train the survey team to be able to conduct the survey with the minimum amount of bias, including (but not limited to) how to take measurements, how to interview respondents and how to sample households and children.
  • Check the translation of the questions into the local language and back into English.
  • Train the team supervisors as to their specific responsibilities during data collection.
  • Organise the survey teams for the most efficient way to collect the data.
  • Thoroughly supervise data collection in the field including early identification and correction of any problems as they arise.
  • Be responsible for supervising and ensuring accurate data in-put.
  • Analyse the results of the survey in full, including investigation of all possible associated links between the results of the household questionnaire the sector-specific questionnaires.
  • Take the lead to produce a full written report, following the GOAL reporting format, including in-put from all programme sectors, and ensure, when appropriate, report is reviewed by Dublin Technical Team members.
  • Keep a full record of the survey budget, including staff and hours of work during data collection and training.
  • Conduct a ‘lessons learnt’ assessment following each survey, documenting key areas for improvement / amendment at the next survey, and ensure findings are used to improve the process of the next survey.
  • Ensure survey report is disseminated to all relevant partners once verified and approved for distribution.
  • Carry out team meetings in all field locations to fully feed back the results of the survey to GOAL staff.
  • Carry out community meetings in all field sites to feed back results to community members
  • Ensure good coordination and communication with logistics and finance teams
  • Provide close technical and operational support to any consultants and external evaluators brought during any surveys or studies

Ongoing data collection, monitoring, and analysis

  • Organise and carry out training for qualitative data collection (including, but not limited to, focus group discussions and key informant interviews) to investigate the underlying causes of outcomes observed at the survey.
  • Support the over-all process of qualitative data collection among all project areas, advising, supporting and helping practically as and where necessary

Monitoring and Quality

  • Facilitate and liaise with technical team to measure and analyze impact of the intervention.
  • Work with MEAL & Reporting coordinator to give feedback to field sites and technical team on the MEAL component of the donor reports and enhance quality throughout the year
  • Ensure that communication and visibility plan are implemented according to the submitted plan, EU requirements, and GOAL policies

Accountability

  • Overall management of the Complaints Response Mechanism for the HealthPro areas, working with MEAL and project teams to ensure that complaints are responded to appropriately and in a timely manner, and the CRM database is compiled and shared quarterly
  • Work closely with Social Accountability Coordinator and Community Process Officers to ensure clear communication and accountability linkages between communities, health system actors, and GOAL
  • Work closely with GOAL Protection focal points to ensure full implementation of Code of Conduct, Child Protection, Safeguarding and other relevant policies within GOAL
  • With guidance from the MEAL &Accountability coordinator conduct training to GOAL and partner staff

Other related tasks as requested by the line manager or ACD Programs


 
 Minimum Qualification, Skills and Experience Required:

  • Relevant postgraduate degree in project management/development studies
  • At least 5 years previous experience with INGO in MEAL, project management, or similar job, including at least 2 years in a senior level.
  • Previous experience of conducting nutrition, mortality and multi-indicator surveys, assessments and evaluations.
  • Proven statistical analysis, including excellent use of Microsoft Excel, and preferably strong abilities with other database and statistical analysis software (e.g. SPSS, Stata)
  • Demonstrable report writing skills
  • Ability and willingness to travel to remote locations.
  • Strong interpersonal skills and ability to work effectively with a multi-cultural team with differing areas of expertise.
  • Excellent English skills, including writing skills.
  • Ability to speak and/or read and write Arabic
