 Background:

General description of program


GOAL has been responding to a wide range of humanitarian and development needs in Sudan since 1985 and in Darfur since 2004, and is currently supporting the provision of primary healthcare services across Kutum and Al-Waha localities, North Darfur.
GOAL is now starting to implement a European-Union / DEVCO-funded HealthPro Project, to implement a Health Systems Strengthening approach to hand over health facilities to sustainable management by the Sudanese health system. This 3-year action targets localities of Kutum, Serf Umra and Umbaro in North Darfur, working to increase the quality of, and demand for, health services. The action is organized around the WHO Health System building blocks, working to strengthen the Sudanese health system to sustainably provide quality services. This involves working with the State Ministry of Health and Locality Health Authorities (LHAs) to manage the health facilities, and other health system actors – notably the National Health Insurance Fund (NHIF) and the National Medical Supply Fund (NMSF) to fulfill their purchasing and medical supply roles in the health system. In addition, HealthPro will support Sudanese NGOs to roll out GOAL’s existing community-based preventative health and nutrition programming, using innovative, gender-inclusive Social Behaviour Change Communication (SBCC) approaches, encouraging communities to place high value on health services and to translate knowledge into more healthy behaviours.

General Description of the Role


The HealthPro Health System Strengthening (HSS) Coordinator will lead implementation of the project strategy and components related to health system counterparts and stakeholders. This includes SMoHSD, LHAs, NHIF, and NMSF, as well as other UN, International Agencies, and health system stakeholders Darfur with whom GOAL will closely coordinate this action. In particular, the role of HSS Coordinator will involve leading HealthPro Project collaboration with SMoHSD, LHAs, NHIF, and NMSF, including and monitoring the implementation of various agreements signed by these stakeholders, and promoting each stakeholder to fulfil their role in the sustainable health system. Given the many inter-linkages between different components of the HealthPro project, all HealthPro staff will be expected to work effectively as a team and closely support the achievement of all project objectives. Reporting to the HealthPro Project Coordinator, the HSS Coordinator will oversee the staff and budget for health system components of the project and must ensure that all EU and GOAL compliance and policies are upheld.



 
 Duties and responsibilities:

Technical & Programme Management

  • Lead implementation of the Health Systems Strengthening (HSS) components of the HealthPro project, ensuring management of GOAL HSS activities and close collaboration with HSS Stakeholders including the State Ministry of Health and Social Development (SMoHSD), the National Health Insurance Fund (NHIF), the National Medical Supply Fund (NMSF), Locality Health Authorities (LHAs), all of which are critical counterparts in HealthPro implementation.
  • Lead in all discussions regarding the Health Pro project implementation with SMoHSD, LHAs, NHIF, and NMSF and other key project counterparts and stakeholders.
  • Monitor and ensure implementation of the various agreements signed with project counterparts, in order to effectively implement project strategy.
  • Work closely with LHAs and HealthPro Social Accountability Coordinator to support proper implementation of community engagement, health promotion, and accountability components of the project.  
  • Working closely with NHIF and SMoHSD, finalize and implement plans to achieve final SMOHSD/NHIF Accreditation of all the targeted health facilities, including any construction, staffing, in-kind support and provision of comprehensive package of primary health care services.
  • Work closely with HealthPro Construction Coordinator to define needs and support oversight of all rehabilitation / construction of health facilities and LHA offices
  • Work in close collaboration with the Area Health and Nutrition Coordinator for North Darfur to ensure smooth transition of some of the targeted health facilities supported currently by GOAL to the new HealthPro project.  
  • Build and maintain effective, productive relationships with critical project counterparts and stakeholders including the State Ministry of Health, National Health Insurance Fund, National Medical Supply Fund, and Locality Authorities as well as other State level stakeholders, in order to represent GOAL and HealthPro in an effective and positive manner.
  • Provide quality assurance over technical materials to ensure high quality, timely, responsive products that are in line with the Ministry of health policies.
  • Guide the learning agenda for the project in collaboration with GOAL MEAL team and document lessons learned from this projects to modify project approaches and strategies, as well as disseminate findings to key stakeholders
  • Participate and represent GOAL in various meetings various meetings and forums, including coordination, strategic planning, learning and review meetings that are relevant to   HealthPro project.
  • Keep the HealthPro Project Coordinator appraised of any issues or difficulties that may arise that could affect successful implementation, and work constructively to find solutions.

Team Management and Human Resources

  • Responsible for line management of Health System Strengthening Managers and for setting objectives and guidance for HSS team.
  • Oversee the management of relationship between GOAL and seconded LHA and Health Facility staff.
  • As part of the project senior management team, consistently work to support the implementation of all project strategies and objectives (including in Health Systems Strengthening, Social Accountability, Construction, MEAL, and Operations) and ensure that the HealthPro staff at every level work closely as a highly collaborative and effective team
  • Ensure strict compliance to EU and GOAL’s policies, regulations and internal controls
  • Support GOAL HR Coordinator in recruitment of staff as needed to ensure complete Health Pro project team


Grant Management

  • Ensure that the Health Systems Strengthening component of the project budget is used efficiently and effectively for planned activities
  • Build and maintain awareness of all EU and GOAL regulations regarding budget and grant management, and, working with all project staff, ensure strict compliance and maintenance of required project documentation
  • Prepare high quality progress reports for submission to the donor in line with reporting requirements of the EU funding in a complete and timely manner.
  • Identify obstacles and risks related to implementation in a timely manner and recommend strategies to overcome them to the Project Coordinator.
  • Communicate issues, risks and challenges, as well as proposed solutions and mitigation measures, in a timely manner to the Project Coordinator and GOAL Senior Management.
  • Ensure that communication and visibility requirements of EU and GOAL are implemented fully and according to set policies.

Partnership

  • Support Project Coordinator and SA Coordinator in identifying, overseeing, and supporting the work of national NGO partners, particularly ensuring that partner activities are closely aligned with project objectives, timely, and done in compliance with EU and GOAL rules and policies

 
 Minimum Qualification, Skills and Experience Required:

  • Master’s Degree in Public Health or Health Economics or Health Policy and Management.
  • At least 5 years of senior-level experience implementing and managing health programs with an emphasis on health systems strengthening.
  • Training on health systems strengthening, health management.
  • Demonstrated technical in depth understanding of the health policy environment and governance in Sudan or in a country of similar development context; experience in Sudan strongly preferred
  • Experience working in conflict or post-conflict setting strongly preferred, and willingness to live and travel within North Darfur State of Sudan.
  • Experience building and maintaining partnerships with ministry of health, relevant agencies, local organizations and international organizations and UN agencies.
  • Good interpersonal skills; good written and oral communication skills in English and Arabic required.
  • Enthusiastic with long-term commitment to the role and ability to work long hours when required.
  • Excellent leadership and adaptive management skills.
