DT Global is hiring for a new USAID program that aims to support the new government, civil society organizations and independent media to advance key transition processes. 



 
 Duties and responsibilities:

  • Identify potential grantee recipients, and work with them to design and develop grant concepts and activities, through networking and outreach, under the overall direction of the Chief of Party or USAID / OTI country representative and other program representatives.
  • Consistently develop strategically relevant concepts that respond to the current context and established program goals and objectives. Demonstrate high level of understanding of USAID grant regulations and other considerations that may impact activity design and work closely with the Grants Manager and Assistant to proactively address these prior to OTI concept concurrence. This includes doing activity write-ups and supporting due diligence processes.
  • Demonstrate high level of understanding of prior implementation challenges and actively incorporate lessons learned into the design of new activities. Proactively share lessons learned across the program and contribute to the development of new tools and knowledge that can be integrated into NTS’ M&E function.  
  • Actively participate in the problem solving and troubleshooting throughout the grant cycle to assure implementation remains within the spirit of the original design concept. Provide technical assistance to grantees and potential grantees as required, throughout the activity cycle, in coordination with other staff. 
  • Closely analyze Sudan’s rapidly changing environment on an ongoing basis, and contribute to rolling assessments, strategic review sessions, and recurring meetings, under the overall direction of the country representative.
  • Use the Activity Database to document and monitor activity updates, in close coordination with other team members.
  • Work closely with M&E team to coordinate monitoring of the activities under implementation to ensure that they meet activity and program objectives and produce regular site visit reports.
  • Coordinate with grants and procurement staff to provide sufficient written information for negotiation memos and all relevant contract documents as possible.
  • Oversee technical implementation of activities
  • Undertake other duties as assigned by supervisor.

 


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in a relevant field required.
  • Three to five years of relevant experience required.
  • Fluent written and spoken English and Arabic are required.
  • Strong organizational, management and administrative skills, preferably with respect to report writing and monitoring and evaluation.
  • Demonstrated analytical ability and understanding of local and regional context and social conditions in country and the surrounding region, with the ability to think creatively in conceptualizing relevant grant activities.
  • Proven knowledge of local and international organizations, Non-Governmental Organizations and community-based organizations implementing relevant activities and programs in country, as well as key governmental actors and stakeholders.
  • Experience in working with local organizations on project design, assessing technical and programmatic capacities; implementation of activities preferred.
  • Experience and/or good understanding of donor organizations.
  • Ability to effectively use computer software and MS Office application applications. Willingness to learn how to use the OTI Activity Database.
  • Ability/willingness to travel throughout Sudan.

Preferred:

Program Development Officer – Government relations

  • Up to date knowledge of national government policies, structures, institutions and processes.
  • Proven ability to build and maintain networks with leaders in government, public institutions and public figures.
  • Proven negotiation skills.
  • Ability to multi-task and work under pressure.

Program Development Officer – Strategic communcations / media

  • Knowledge of independent media actors, structures, institutions and the larger sector.
  • Proven ability to build and maintain networks with government, public institutions, as well as actors and entities within the independent media landscape.
  • Experience in strategic communications, public relations and/or social marketing/advertising, preferred
  • Proven negotiation skills.
  • Ability to multi-task and work under pressure.
